D. Amendment 0003 extends the closing date of this solicitation to July 6, 2022 at 2:00 PM
Eastern Time.
1. Considering the economic uncertainty and inflation present in the labor market and material supply chain today there is serious doubt concerning price stability during the extended period of contract performance. The uncertainty is industry-wide and outside the contractor's control. The solicitation pricing instructions require the contractor to include both labor and associated material and other costs into one firm fixed labor rate, which increases the economic risk to the contractor even further. The market variables for labor and materials are too unstable to permit a reasonable division of risk between the Government and the contractor. Under the current economic circumstances, would the Contracting Officer consider including the clause at FAR 52.216-4, Economic Price Adjustment-Labor and Material, or the clause at FAR 52.216-5, Price
Redetermination-Prospective, or an agency-prescribed clause as authorized in paragraph (a)(2) of FAR 16.203-4?
Answer 1: No, see Price Proposal Instruction beginning on page 8 of Attachment T. RFP
Provisions of the solicitation.
2. If the government is unwilling to include FAR
52.216-4 or -5 in the contract, would the
Contracting Officer consider separating the direct labor rate from materials and other ODCs and including the materials and other ODCs on a separate cost-reimbursement CLIN?
Answer 2: No, see Price Proposal Instruction beginning on page 8 of Attachment T. RFP
Provisions of the solicitation.
3. Please provide the last Contract Number(s) and the Contract Award amount(s) to include
Option Years for the current contract(s).
Answer 3: HSHQEC-17-D-00003: $15,230,902.00., 70RFP218DEC000007: $24,520,591.50, 70RFP219DEC000015: $38,739,200.00.

Technical Evaluation Factors
Relevant Past Performance Management Approach
Evaluation Criteria – Relevant Past Performance
Maximum of three (3) contracts for evaluation-within the past three (3) years.
Relevant past performance on contracts currently being performed or performed with the past three (3) years The Government will determine relevance by analyzing the “scope”, “magnitude” and “complexity” of the reference contracts.
The Government will consider the quality of relevant past performance
Minimum Submission Requirements:
Past Project Form (Attachment 3) for each reference Past Performance Questionnaire (Attachment 4) for each reference A narrative describing the teaming arrangement or the actual Teaming
Agreement if one exists.
Evaluation Criteria- Management Approach Quality Assurance
Submission requirements:
Offerors shall describe how they will provide effective oversight of PSOs under this effort by its Contract Manager, Onsite Supervision and Quality Control to ensure security personnel are meeting all requirements of the contract and by extension the SMART book and Post Orders. At a minimum, offerors shall specifically address each of the following topics: how they will ensure PSOs are alert and attentive on all shifts (to include the night shift), not on personal electronic devices, are uniformed, equipped and groomed/shaved in accordance with the contract, understand their post orders and adhere to CDC guidelines in relation to the COVID-19 pandemic.
In addition, offerors shall address what training they will provide to its supervisory PSOs and PSOs under this effort over and above the SOW requirements to ensure a high performing security workforce.
Evaluation Criteria- Management Approach Staffing
Submission requirements:
The Washington DC area marketplace for security personnel is facing a personnel shortage given the demand for these services in the area which has been further exacerbated by the COVID-19 pandemic and federal vaccine mandates. Currently, many PSOs in this area work for more than one security company and may possibly work for more than 12 hours a day which is technically a violation of the FPS PSO services contract terms. With the implementation of the FPS Post Tracking System (PTS) which will prevent PSOs from exceeding this 12-hour limitation, a potential worsening of the COVID-19 pandemic, and the implementation of federal vaccine mandates, you are required to address, at a minimum, each of the following:
How you will retain personnel under this effort; how you will recruit new security personnel under this effort (not currently working as PSOs on other FPS contracts);
and how you will address potential labor shortages onto this contract.
Evaluation Criteria- Price
SF 1449
Must reflect unit prices and extended prices for every line item listed Verify the calculations Unit price prevails
Price Element Breakdown Worksheet – Attachment 6 (separate PSO and Supervisory spreadsheets) Prices shall be inclusive of all direct costs, indirect costs and profit and shall include all costs associated with SOW, the Post Exhibits and the Contractor’s technical proposal.
Provide a detailed breakdown of the proposed unit prices for each contract line item
Minimum wage rates and fringe benefits outlined in the current CBAs Price Reasonableness/Price Realism
Basis for Selection Best Value Procurement
Non-price factors when combined, are more important than price Government reserves right to award to other than lowest priced offeror
RFP Note:
Technical proposals whose pricing is determined by the CO to be most competitive may be reviewed prior to, or instead of, other technical proposals received.
the Government may not evaluate the technical proposals of other offerors, whose total evaluated pricing was higher than that of one already evaluated and already assigned the highest possible technical adjectival rating.
Responsibility Determination Adequate financial resources Contractor has to be in good financial standing Have adequate resources to perform contract Current assets cover current liabilities
Ability to meet the delivery or performance schedule Satisfactory performance record Satisfactory record of integrity and business ethics Satisfactory operational controls, equipment and facilities Qualified to receive an award No felony conviction
