1. Post Exhibit Supervisor Post hours S-2, S-3
Question: For the S-2 patrol and the S-3 patrols, do the hours per day on the Post Exhibit include the travel time between other buildings? If the answer is no, then are offerors required to estimate the daily non-billable travel time and include that in their billable hourly rate?
Post S3 only patrols building MD1428 so there would be no travel time between buildings. Post S2 is required to travel to other buildings at least twice per shift (as identified in C. Attachment 2, pages 95 and
96) as part of their official duties. The travel time for S2’s patrols is part of their billable time.
2. Post Exhibit Supervisor Posts
Question: Usually PSO contracts of this size necessitate a Captain-level supervisor position, and, the (informational) Supervisory CBA identifies a Captain. For pricing purposes, can FPS advise bidders which Supervisor Posts on the Post Exhibit equate to the Captain?
FPS does not specify ranks of supervision in its requirement; we only contract for supervisory PSO services. It is at the vendor’s discretion on what ranks (i.e captain, sergeant, etc.) they staff as “supervisory PSOs” on this effort, as long as the supervisory duties, as described in the SOW, are being met under this effort.
3.Post Exhibit Supervisor Posts for MD0300, MD0239, MD0757, MD0721
These (4) buildings require blocks of 2-hour supervision throughout the shifts; the furthest buildings are 9-miles apart, however, no vehicle is identified/required for this group of supervision.
Question A: Would a 3rd patrol vehicle be required to deliver this supervision between sites?
That is at the discretion of the offeror on whether a third vehicle is required to provide supervision at these sites. The vendor must provide, at a minimum, the required vehicles identified on Exhibit 10 Contractor-Provided Equipment 5. Contractor Vehicle Requirement.
Question B: Is supervisory travel between these sites considered billable or non-billable?
Non-billable. These sites are on site supervisory posts. Only the time in which the supervisory PSO(s) is performing their duties on-site (as identified on the Post Exhibit) is considered billable.
4. Post Exhibit – Supervisor at MD0786
Question: Is there any office space at this facility for the 24/7 Supervisor?
There is currently space in the parking garage for the supervisors. It does not have heat/air conditioning.
There is no guarantee that this space will be available to the vendor throughout the life of the contract.
5. Post Exhibit – MD1871
Question: Please confirm: is ‘no’ supervision required for the DOJ US Attorney’s Office (AUSA)?
There is no supervision required at this site; however, it is at the discretion of the contractor if they want to provide any oversight. Please refer to B. Attachment 1 SOW Section 12.2.5 PSO Supervision regarding the minimum levels of supervision required under this effort.

Question: Does the Contractor provide any vehicle inspection tools (i.e. undercarriage mirrors)?
No

All PSO CBAs have wage/H&W/pension rates that increase at some point during the anticipated initial period of performance, 10/1/2022 – 9/30/2023.
Question A: Will FPS please confirm that bidders should calculate weighted average/blended rates to account for the mid-year rates changes, as there is no mechanism for the awardee to seek an adjustment in the base year for these CBAs?
There will not be an allowable SCA wage adjustment at the CBA anniversary period. Vendors shall calculate a weighted average, accounting for the CBA mid-year rate change, based on the CBA wages and bona-fide fringe benefits that apply to the base period of the RFP.
Question B: Based on the proposal preparation instructions in this paragraph, would the initial period blended rates be applicable to all additional periods of performance under this contract…. OR would the higher rate used to create the initial period blended rate be applicable to all additional periods of performance? Example: initial period has a wage rate at $10.00 for first 6 months, and $11.00 for last 6 months, the blended rate for the initial period would be $10.50. Should the $10.50 be used for additional periods, or the $11.00 rate?
Offerors shall propose the Ordering Period 1 blended wage and/or bona fide fringe benefit rate(s) for all ordering periods. Rates should not be escalated for future increases.
8. Solicitation Provisions; Proposal Submission Requirements 2. Oral Presentation
Question A: What is the estimated timeline from proposal submission for notification to vendors selected for Oral Presentations?
There is no estimated timeline.
Question B: How much time would Offerors have from notification of invitation to Orals, to the scheduled presentation date?
Vendors will be given 24-72 hours’ notice prior to being invited to conduct an oral presentation.
9. The Statement of Work in Section 5.3.5 states: “Once a completed personnel security package has been received, the standard processing time is generally up to twenty‐one (21) calendar days, so long as there are no derogatory issues.” For planning purposes, what is the true average processing time for clearances in the last 12 months? If processing time consistently exceeds 60 days, will the Government consider allowing entry on duty with Quick-Checks?
Fitness determination processing times are dependent upon each individual's background (credit, criminal background history, etc.), and there is no true average processing time. Entry on duty decisions are detailed in Section 5.4 of the SOW. The Government may make a favorable entry on duty decision based on preliminary security checks (See SOW 5.4.2).
10. Is TAMS currently in place on this contract? If not, when does the Government anticipate TAMS will become active on this contract?
TAMS is not currently active on this contract. TAMS will be a requirement at the start of performance of this contract.
11. Does this contract require a formal guard mount? If so, what is the duration of the current guard mount?
The statement of work does not have any formal guard mount requirements. Please refer to the applicable CBAs (Attachment 5) for Guard Mount Terms.
12. Is the new Post Tracking System (PTS) currently being used on the contract? If not, when does the Government anticipate the new Post Tracking System (PTS) will become active on this contract?
No, PTS is currently not in use on the current contract. PTS will be required at the start of performance..
13. Does the current contract have reoccurring open posts?
Information pertaining to current staffing is not releasable or necessary for offerors to submit a proposal under this solicitation.
14. Would the Government confirm that all incumbents are active and currently licensed in accordance with the Maryland State requirements?
Yes. There are some PSOs on the Certification Matrix in the Solicitation (Attachment 11) that show expired state licenses. The State of MD is traditionally slow in processing the renewal certs; however, the State will allow the officer to continue working after the original permit expires so long as they filed their paperwork prior to expiration, which is the case with the officers on the cert matrix.
15. Will this contract require local Maryland security guard licensing or are Federal PSO Officers waived from holding State licensing?
Local Maryland security guard licensing is required under this effort. No waivers will be granted for Maryland security guard licensing.
16. Does the current contractor have staffing issues?
Information pertaining to current staffing is not releasable or necessary for offerors to submit a proposal under this solicitation.
17. Is the current contract fully manned?

18. Considering the economic uncertainty and inflation present in the labor market and material supply chain today there is serious doubt concerning price stability during the extended period of contract performance. The uncertainty is industry-wide and outside the contractor's control. The solicitation pricing instructions require the contractor to include both labor and associated material and other costs into one firm fixed labor rate, which increases the economic risk to the contractor even further. The market variables for labor and materials are too unstable to permit a reasonable division of risk between the Government and the contractor. Under the current economic circumstances, would the Contracting Officer consider including the clause at FAR 52.216-4, Economic Price Adjustment-Labor and Material, or the clause at FAR 52.216-5, Price Redetermination-Prospective, or an agency-prescribed clause as authorized in paragraph (a)(2) of FAR 16.203-4?
No, see Price Proposal Instruction beginning on page 8 of the Attachment U. Solicitation provisions of the solicitation.
19. If the government is unwilling to include FAR 52.216-4 or -5 in the contract, would the Contracting Officer consider separating the direct labor rate from materials and other ODCs and including the materials and other ODCs on a separate cost-reimbursement CLIN?
No, see Price Proposal Instruction beginning on page 8 of the Attachment U. Solicitation provisions of the solicitation.
20. Can the government confirm the last Contract Award amount and/or provide the contract number?
The incumbent contract is HSHQEC-17-D-00001. The current contract was awarded in the amount of $50,019,098.89 (publicized on Federal Business Opportunities at the time).
21. Can the Government confirm that this is the same level of effort of the last/current contract?
The level of effort for PSO services has not changed in relation to the level of effort required;
however, note that supervision was provided by the vendor as part of its management approach in the incumbent contract and FPS is prescribing the minimum levels of supervision required as part of this RFP. Additionally, note that this is an indefinite delivery, indefinite quantity type contract and task orders will be issued for the actual known service requirements based on the post requirements at that time. Please also refer to page 10 of A. Contract Clauses of the RFP, section
03. Maximum Quantities.
22. Can the Government confirm on average, historically, how much TAS they used annually over the past contract term of five years?
The following historical information is provided for informational purposes and is not a representation of any future requirements. No TAS has been ordered under the current contract within the last two years. Note that building MD0316 may require non-reoccurring services over the life of resultant contract. The Post Exhibit provides the current known service requirements, but the government may order up to the maximum quantities specified in the 1449 pricing schedule; see page 10 of A. Contract Clauses of the RFP, section 03 Maximum Quantities.
23. On the Post Exhibit Post No 2, MD1428, Screening & Packages, 2nd Floor Lobby, the start time and end time is 0000 – 2400 and the number of days is 249. Most 24 hour posts are 7 days a week and 365 days a year. Can the Government confirm this post is only 5 days a week, M-F and 249 days a year?
The Post Exhibit is clear on face. Post 2, MD1428 requires services M-F (excluding holidays).
24. What is the current contract value?
The current contract value is $54,938,477.02.
25. How many personnel are currently working on the contract?
See S. Attachment 10, Seniority List to the solicitation. Specific information pertaining to the exact number of PSOs and supervisors working on the contract is part of the vendor’s staffing approach and considered non-releasable.
26. How much does the Government anticipate obligating for this effort?
The indefinite delivery/indefinite quantity type contract will be awarded with the minimum guarantee of $100,000 (please see pages 3-4 of the SF1449). Task orders will be issued for the actual known service requirements based on the post requirements at that time and the awardee’s billing rate both of which are not known at this time (see Contract Clauses, paragraph 03., Maximum Quantities on page 35 of the solicitation).
27. Is the contract currently fully staffed?
Information pertaining to current staffing is not releasable or necessary for offerors to submit a proposal under this solicitation.
28. Is the Government satisfied with the current staffing?

29. Ref SOW 14.8 – Is the Contractor required to purchase PTS computer/tablet/kiosk devices, replacement PTS computer/table/kiosk devices, and applicable software licenses?
Yes. Refer to SOW Exhibit 10 and the post exhibit for the equipment, licenses, and software the Contractor is required to furnish. The contractor is responsible for maintaining the quantity of tablets listed in the post exhibit. Also, please reference Contract Clauses, paragraph 04. Prices, paragraph E, which indicates that the contactor is also responsible for purchasing additional tablets if additional posts/buildings etc. are added to this effort.
30. Are the listed supervisors (on the post exhibit) the only supervisory hours?
Not necessarily. This is an indefinite delivery; indefinite quantity type contract and the Government can order up to the maximum quantities in the schedule. Task orders will be issued for the actual known service requirements based on the post requirements at that time. The Contractor shall maintain no less than the amount of supervision prescribed in the Post Exhibit. Additionally refer to A. Contract Clauses of the RFP, section 03. Maximum Quantities (page 10).
31. How many supervisors are allocated and how many hours are allocated per location?
The Government does not require a specific number of supervisors - that is at the discretion of the vendor.
Refer to the post exhibit for the estimated minimum supervisory hours per location. Task orders will be issued for the actual known service requirements based on the post requirements at that time. The Contractor shall maintain no less than the amount of supervision prescribed in the Post Exhibit. Please see SOW section 12.2.1.1. and A. Contract Clauses of the RFP, section 03. Maximum Quantities (page 10).
32. Who is the incumbent contractor(s) currently providing PSO Services?
The incumbent contractor is Golden Services, LLC.
33. What is the current weapons platform used by the incumbent PSOs at each building?
The incumbent’s (Golden) PSOs carry Glock 17 9mm handguns at all sites.
34. Are shotguns required at any facilities?
No
35. Are current contractor employees fully qualified in terms of training completion?
No. In order to stand post under this follow-on effort (unless the awardee acquires the incumbent firearms), PSOs would need to qualify with their duty weapon by serial number (see SOW sections
6.6.3.1 and 14.4.9). SOW Section 5.2.2.1 indicates that Incumbent PSOs shall undergo a medical and physical examination every five (5) years to continue working on any FPS PSO contract. The NWDTP training is post specific so not all PSOs require this training. Please refer to the Attachment 11, Incumbent’s PSO Master Certification for the PSOs current training and expiration dates. All incumbent PSOs must be fully qualified/certified in order to stand post under this follow-on effort.
36. Are the current PSOs and Supervisors trained to the NWDTP standards in the solicitation?
The current contract has the same NWDTP training requirements. Not all PSOs require this training, only PSOs that work at screening stations or supervisory PSOs who have oversight of these screening posts.
Also, please note that SOW Section 6.7.2.1.5 requires PSOs to have OJT every 60 days, or their training is voided. The contractor is required to meet the training requirements specified within the contract.
37. Is the level of effort reflected on the Post Exhibit the same level of effort that is currently being performed by the incumbent guard force?
See answer to Question #21.
38. Does the incumbent guard force require all new medical certifications?
SOW Section 5.2.2.1 indicates that Incumbent PSOs shall undergo a medical and physical examination every five (5) years to continue working on any FPS PSO contract. Please refer to the master certification list (Attachment 11) for additional information.
39. Do all incumbent PSOs require a fresh drug screen during transition?
SOW Section 5.2.4.1 indicates that New Hire PSOs shall submit to a urine drug screening as part of initial pre-employment and medical examination. Incumbent and New Hire PSOs may undergo random and Government requested urine drug screenings throughout the contract period. PSOs must undergo urine drug screening every five (5) years as part of the physical medical examination..
40. Is there an NWDTP certified Instructor on the contract?
Yes. There are certified NWDTP Training Instructors on the current contract.
41. Are Supervisors included in the Seniority list? The total count is similar to Master Certification which includes Supervisor Training dates. If included, would the government provide revised seniority lists separated by PSOs and Supervisors?
Yes, supervisors are included on the seniority list. No, a revised seniority list will not be provided as the supervisors are already listed under FDA Supervisors (NASPSO) of the existing Attachment 10. Please note that Supervisors are not covered under the Service Labor Standards Statute (see Pages 11-12 of the Contract Clauses), and the supervisory CBA will not be incorporated into the resultant contract.
42. Is the current contract fully staffed?
See answer to question #27.
43. Is the Post Tracking System (PTS) currently in use at all buildings? If not, when does the Government anticipate the new Post Tracking System (PTS) will become active on this contract?
See answer to Question #12.
44. Regarding U. Solicitation Provisions, will the Company have a set number of representatives that are allowed to attend and provide feedback on the presentation questions? If so, what key personnel are required for the conference?
It is at the vendor’s discretion on who and how many representatives attend oral presentations. There are no requirements for key personnel to attend the oral presentation.
45. Is a separate Excel Pricing Schedule required in addition to the SF1449? If yes, will the government provide?
All pages of the SF1449 must be completed to include the Pricing Schedule, which details all CLINs, quantities, unit prices, and extended prices. The SF1449 pricing schedule (including SF1449 continuation pages) does not have to be submitted in excel format; however, the Attachments 6 PSO and Supervisory price element breakdowns are to be provided in excel. Attachments 6 Price Element Breakdown PSO and Price Element Breakdown Supervisory are included as an attachment to the RFP. Attachment 9 Proposal Submission Checklist states “Detailed Breakdown of Proposed Unit Prices. Price Element Breakdown Worksheet (PSO) (Attachment 6) and Price Element Breakdown Worksheet (supervisory PSO) (Attachment 6) provides expected form. Both Attachment 6 spreadsheets shall be provided in excel.
46. Is Annual IRS Security Awareness Training required for any buildings?
No, IRS Security Awareness Training is not required for any buildings currently under this requirement.
47. Two vehicles are listed on Exhibit 10, Contractor Provided Equipment, 5. Contractor Vehicle Requirement. Are both vehicles needed, or is this at the discretion of the contractor?
Two vehicles are required for this effort. See Exhibit 10 Contractor-Provided Equipment 5. Contractor Vehicle Requirement (Attachment 2, Exhibits) which identifies the minimum number of vehicles (and their specifications) required under this effort. It is at the discretion of the offeror on whether or not to include more than two vehicles under this requirement.
48. What equipment is provided by DHS if any?
Government-provided equipment is identified in Exhibit 11 (Attachment 2, Exhibits).
49. Are radios provided by the contractor or DHS, if by the contractor how many are needed and is there a specific type
Exhibit 11 Government-provided equipment 2. Other Government-Provided Equipment (Attachment 2, Exhibits) states that handheld Radios owned by FDA are issued to PSOs at Bldgs 0006MD and MD0759.
All other radios and communication equipment are to be provided by the contractor as identified in Exhibit 10 – Contractor Provided Equipment 4. Communications Equipment Requirement (Attachment 2).
50. How many anticipated TAS hours per year?
In accordance with A. Contract Clauses, 04. Prices, F. Definitions, 1. PSO Services, b. Temporary Additional Services (page 15), The Government anticipates that approximately 1% of the maximum hours solicited under this requirement will be for temporary additional services. Additionally, refer to A.
Contract Clauses of the RFP, section 03. Maximum Quantities (page 10).
51. How long do we have to fill TAS? If the request is outside the minimum fulfillment can we charge OT rate
The terms for TAS are identified in SOW section 12.2.4.1. Due to the nature of TAS, the contractor may be asked to provide service on short notice. Vendors will bill TAS hours worked at the PSO rate established in the contract, there is not a separate TAS rate established in the schedule. How a vendor staffs/pays employees for TAS is an employee to employer matter. The Government reserves the right to order additional services up the maximum number of hours identified in the schedule. Additionally, please reference, A. Contract Clauses of the RFP, section 03. Maximum Quantities and A. Contract Clauses, 04. Prices, F. Definitions, 1. PSO Services.
52. Are there any Service Level Agreement (SLAs) i.i built in penalties in the contract?
No, although the Government can assess deductions for non-conforming services in accordance with FAR 52.212-4 (a)
53. What are the desired minimum required training hours for the officers or is this left up to the security providers discretion?
All mandatory PSO training is identified in Attachment 1 Statement of Work section 6 Training and Exhibits 8 and 9 (Attachment 2).
54. Do you have a specific list of equipment items that should be provided to officers, besides what is listed din Exhibit 10?
Exhibits 10 and 11 (Attachment 2) identify all uniform and equipment requirements under this effort.
55. Are there any other equipment requirements? If so please list them

56. Do you have a specific list of uniform items that should be provided to the officers
Exhibit 10 1. Uniform Requirements (Attachment 2) provides information on the uniform requirements for PSOs under this effort.
57. What are the current pay and bill rates
Attachments 5 Collective Bargaining Agreements and Wage Determination identify the minimum wages and bona-fide fringe benefits for each site under requirement. The billing rates are not releasable (FOIA Exempt).
58. What are the required holidays? Are these billable at the premium wage?
The post exhibit identifies which posts require service on federal holidays. Attachments 5 Collective Bargaining Agreements and Wage Determination identify the holidays for each site under requirement.

59. In the opportunity to bring over full incumbent staff, will we be introduced by the Gov to Golden Security, to discuss potentially hiring their incumbent staff?
No, hiring incumbent staff is an employee to employer matter.
60. Are there any special identifiers, plates, markings required for the vehicles?
Vehicle identifiers/markings are identified on Exhibit 10 Contractor-Provided Equipment 5. Contractor Vehicle Requirement (Attachment 2).
61. TAMS is to be used for training and certificate mgmt. Is there a specific post tracking system you require, monitoring on post real time reporting of person on post, etc?
The Post Tracking System required under this effort is described in SOW section 9.5 (page 55).
Approved/Preferred/Tested computer/tablet/kiosk devices are found at the referenced exhibit. Post Tracking System minimal specifications and approved brands are identified in Exhibit 10 Contractor- Provided Equipment 6. Supplementary Equipment (Attachment 2).
62. Is there adequate parking for the officers?
Yes, at this time each site has adequate parking for PSOs. There is no guarantee that parking will be available to the PSOs throughout the life of the contract.
63. Are there overlaps built into the shifts to allow oncoming officers to conduct guard mount before relieving off going officers
The Post Exhibit reflects productive billable security services required, by post. It is at the vendor’s discretion to manage shift changes to ensure there are no lapses in service.
64. NWDTP training: Is this a billable training due to its requirement Is post specific training OJT?
NWDTP is not billable training. NWDTP refresher training is OJT (see SOW 6.7.4).
65. Vehicles - Will there be a fuel farm we can utilize or is gas expense on behalf of the contractor?
No. Gas expense on behalf of the contractor.
