Questions submitted by industry for RFP 70RFP218REC000004

1. Is the Fixed Indirect Rate showing on SF 1449 the same indirect rates addressed on RFP page 323 – G&A and Material Handling?

Government Response: Yes, see page 374 of Attachment 2 to this amendment.

2. Please confirm that the hour count of 8,760 for each location is part of the CLIN 0002 hours (17,520 each location).

Government Response: Yes, Site MD0278 calls for 8,760 hours annually, and Site DC0022 calls for 8,760 hours annually.

3. FAQ #P – Which Specific training requirements in the RFP are not met by the incumbent workforce?

Government Response: The solicitation is clear on its face regarding the training requirements for solicitation and resultant contract. The incumbent PSOs met the training requirements under the incumbent IRS contract however the Government notes the FPS training requirements in this RFP have a various different training standards, most notable for NWDTP and for weapons qualifications. Offerors are reminded the successful Contractor is responsible to ensure all PSOs meet all legal and contractual training and certification requirements prior to the PSO standing on post under the resultant FPS contract.

4. FAQ #T ‐ Are all incumbent PSOs staffing an X‐ray and Non‐X‐ray posts certified with 8 hours of NWDTP training that will not have to be repeated?

Government Response: Please refer to the answer for question 3.

5. ATT #6 ‐ Since supervisors are included in the post exhibit, and are part of the productive hours, should the supervisor hours be included or excluded from Row 8 in the "Model for Price Realism" tab?

Government Response: Yes, supervisor hours should be included under Row 8 in the "Model for Price Realism" tab. See updated Attachment 6 per this Amendment P0005, columns C, F, I, L, O and R.

Supervisory PSOs is a separate CLIN (0002, 1002, 2002, 3002, 4002, and 5002) on the SF1449.

Supervisory hours are not productive hours.

6. ATT #6 ‐ The Supervisor billing rate includes ODCs, G&A and Fee, which is reflected in the SF1449 CLIN.

Where should the supervisor ODC, G&A and Fee costs be shown‐‐on the Model for Price Realism tab or the Non‐PSO Positions Tabs of Attachment #6?

Government Response: Please see the instructions for Attachment 6, page 355 of the conformed RFP attached to this amendment. Also see response to Question #5, above concerning supervisory CLINs 0002, 1002, 2002, 3002, 4002, and 5002, and columns C, F, I, L, O and R on Attachment 6.

7. RFP Page 320, Sect 2. Management Approach indicates that the transition period is sixty (60) days, but Page 59 Sect 2.1.1 and Page 313 Sect L says that the transition period is a maximum of ninety (90) days.

Please clarify, is the Transition Period 60 or 90 days?

Government Response: The transition period is up to 60 days. This Amend revises Section 2.1.1.

See conformed RFP provided with this Amendment, Attachment 2. Please see page 23 of the revised solicitation.

8. RFP Page 3 CLIN 0001 indicates 180,735 PSO hours/year and CLIN 0002 indicates 17,520 Supervisory hours/year for a total of 198,255 hours/year, but the Post Exhibit list 98,135hrs/yr for MD0278 and 96,120hrs/yr for DC0022 for a total of 194,255hrs/yr. Please clarify the discrepancy in the Post Hours per Year?

Government Response: This Amendment revises the total hours for CLIN 0001 to 197,085. Please refer to conformed RFP provided with this Amendment. Additionally, please refer to Addendum to FAR 52.212‐4 paragraph 03 Maximum Quantities, page 18 of the conformed RFP attached to this amendment.

9. Will the Government allow an equitable adjustment if all costs are not recovered due to this difference in bid hours vs. purchased hours?

Government Response: No, the solicitation is clear on its face, reference Addendum to FAR 52.212‐4 paragraph 03 Maximum Quantities, page 18 of the conformed RFP attached to this amendment.

10. Will the Government consider a separate CLIN for overhead costs so that regardless of the number of hours purchased, an offeror would be made whole for its overhead expenses?

Government Response: No.

11. Can the Government please provide the number of TAS & ESS hours performed in each of the last three years?

Government Response: This information is not necessary for this procurement as each procurement stands on its own. Reference Addendum to FAR 52.212‐4 paragraph 03 Maximum Quantities, page 18 of the conformed RFP attached to this amendment. Per page 22 of the RFP, the Government anticipates that approximately _10__% of the maximum hours solicited under this requirement will be for Temporary Additional Services. Emergency Support Services are not a requirement of this RFP.

12. Will the Government please clarify if there are any additional stakeholder agency specific clearances or training/orientation required that are not noted in the solicitation (i.e. SOC training noted in 6.10 of the SOW) and/or the E‐13?

Government Response: The solicitation is clear on its face regarding the training and clearance requirements for solicitation and resultant contract.

13. Will the Government please clarify if there are any additional stakeholder agency specific clearances or training/orientation required?

Government Response: See response to Question #12.

14. Will the Government please provide the subjects and hours required for the additional 8 hours of SOC training, including any refresher hours, if required?

Government Response: The solicitation is clear on its face, please refer to SOW 6.10.

15. The SF1449 requests 180,735 PSO hours per year and 17,520 Supervisor hours per year. Typically the SF1449 hours are more than the sum total of post schedule hours. If an offeror allocates its fixed overhead costs over the entire SF1449 requested hours and the Government requests only those listed on the post schedule, the offeror will not be paid for all of its costs. Does the Government intend to purchase all the hours on the SF1449 or the hours listed on the post schedule?

Government Response: Please see the answer to Question #8 and the conformed 1449 attached to this amendment.

16. Section 6.4.1 states ”as outlined in this SOW and Exhibit 6, Exhibit 8, Contractor‐Provided Training and Exhibit 9 – Government Provided Training”. Can the Government please provide Exhibit 8 Contractor‐provided Training?

Government Response: See Exhibit 8 as provided in the conformed RFP posted via this Amendment 0005.

17. The solicitation FAQ # E ‐ Indicates “Each location provides a gun safe to store weapons and ammo.

Vendors should be prepared to provide their own equipment for weapons storage and clearing barrels." Are the gun safes Government provided equipment or Contractor provided equipment?

Government Response: The gun safes are contractor‐provided equipment and must be capable of securing the firearms for the contract. While only the location in the District of Columbia has room for the storage of individual gun lockers for each PSO, there is no requirement for individual gun safes in the solicitation. Moreover, the vendor may elect instead to physically issue a firearm out of the gun safe itself, and vendors are reminded that if they elect to place a gun safe at all locations, a clearing barrel for loading and unloading weapons is required. Attachment 11, the FAQs, has been deleted in their entirety. This response supersedes and alternative direction provided in the “Frequently Asked Questions” document that was previously provided.

18. The solicitation FAQ #N ‐ Indicates that no office space will be provided. However, since SOW 11.2.1 requires a contract manager at each location, will there be office space provided for these positions?

Government Response: Currently, office space is being provided for the contract manager at each location. IRS has indicated this space will continue to be provided for the duration of the resultant new contract. Attachment 11, the FAQs, has been deleted in their entirety. This response supersedes and alternative direction provided in the “Frequently Asked Questions” document that was previously provided.

19. The solicitation FAQ #O ‐ Basic Training classes are provided by FPS at 6315 Bren Mar Drive Alexandria, Virginia. Is the training conducted by FPS or the contractor? May contractor use the facility to conduct the 64‐hour basic training course?

Government Response: Vendors must provide their own facilities for contractor‐provided 64 hours of basic training. The 64‐hours of Basic Training for PSOs is vendor provided at the vendors training location. FPS only provides PSO 8‐Hour Orientation Training as well as the SMART Book testing. All FPS training will be done at 1201 M Street SE DC. The Bren Mar facility is no longer available to FPS for training. Attachment 11, the FAQs, has been deleted in their entirety. This response supersedes and alternative direction provided in the “Frequently Asked Questions” document that was previously provided.

20. Do PSO’s at the Maryland locations require MD armed guard card?

Government Response: Yes, all PSOs assigned to Maryland sites must have a Maryland armed guard card.

21. The Post Exhibit Annual Hours for M‐F posts appear to be based on 240 days in a standard calendar year. Are there additional days that the posts are not staffed other than holidays?

Government Response: M‐F does not include Saturday, Sunday or Holidays, see special requirements on the Post Exhibit, column T. The post exhibit was revised via this amendment and is available upon submission of a completed Exhibit 3 – non‐disclosure agreement.

22. The post exhibit ‐ Post ID 5 at MD0278 is a 24/7 post which amounts to 365 days/year and 8760 hours/year, but Special Requirements states that holidays are excluded; this means that fewer than 8760 annual hours will be performed?

Government Response: The post exhibit is revised and is available upon submission of a completed Exhibit 3 – non‐disclosure agreement.

23. The Post ID 14 at MD0278 performs fewer hours on weekends as stated under Special Requirements, which amounts to fewer annual hours than the annual hours provided on the post exhibit ‐ please let us know the number of hours.

24. The Post # 14, IRS # 8, at MD0278 indicates that the hours on Weekends are 07:00 ‐00:00, and weekdays from 05:00 to 00:00. Since this is a 7 day a week post, is the start time on holidays the same as the weekday or weekend start time?

25. Post #22, IRS post 12 Supervisory Watch commander at MD0278 indicates that the supervisor must be NWDTP trained 16 hours. Does the DC Supervisor post 21 Supervisory Watch commander at DC0022 have the same requirements since they also are indicated as an X‐Ray post?

Government Response: All Watch Commanders must be NWDTP Certified for the 16‐hour class. A revised post exhibit is available upon submission of a completed Exhibit 3 – non‐disclosure agreement.

26. Please clarify are the hours shown on revised SF 1149 – total hours for both locations or hours for each location(MD0278 at 197085 hrs and DC0022 at 197085 hrs for total of 394,170 hours).

Government Response: Please see the conformed 1449 attached to this amendment. The quantity of hours shown by CLIN is the maximum PSO hours inclusive of both locations.

27. Amendment 1 provides in Exhibit 8 the annual NWDTP refresher training as 8 hours per year but the

SOW has the more current version of NWDTP refresher training which dictates 2 hours of training each month or 12 hours per year. In order for bidders to accurately price the requirement, can the

Government please clarify which NWDTP refresher training standard should be used?

Government Response: Please see the SOW sections 6.7.2.1.2 and 6.7.4, specifying the requirement to complete OJT every 60 days and specifying PSOs assigned to X‐Ray screening posts must perform 8 hours of X‐Ray machine operations every 60 days. Exhibit 8 is updated per this Amendment, see page

239.

28. Please clarify that CLINs 0003 and 0004 on the FTEs Nonproductive Hrs & OT tab on Attachment 6 does not apply to this RFP.

Government Response: This is confirmed. There was an error on the FTEs Nonproductive Hrs & OT tab originally on Attachment 6. Only CLINs 001 and 002 apply. See updated Attachment 6 provided in this amendment.

29. Please clarify that one Attachment 6 detailing both locations and the total is required.

Government Response: This is confirmed. Attachment 6 requires the detail of the basic services for both locations combined and the detail for the supervisory services for both locations combined, as well as the total.

File details come from the government source that posted it.
