1. The resulting contract requires access to classified information. Offerors shall possess a Top Secret facility clearance prior to the date and time established for PSO’s to begin standing post. PSO’s shall begin standing post on 05/01/2025. If the Contractor selected for award does not possess a Top Secret facility security clearance, DHS will sponsor the firm for the facility clearance. If a sponsored Contractor does not receive the required facility clearance prior to the date by which PSOs are to stand post, DHS may employ appropriate contractual remedies, up to and including termination of the contract.
Offerors shall document within their proposal whether or not they possess the required facility clearance.
2. Standard Form 1449, Solicitation/Contract/Order for Commercial Items – When responding to this RFP the Contractor must use the Standard Form 1449 as a cover page to the proposal. All pages of the SF1449 must be completed to include the Pricing

3. Proposals shall be comprised of TWO (2) separate electronic files. The first file shall contain one (1) copy of the technical (non-price) submission. The second file shall contain one copy of the pricing submission and all other documents required by the solicitation (e.g. the SF 1449 to include the Pricing Schedule, Price Element Breakdown, Disclosures, Representation & Certifications, Subcontracting Plan (if applicable), etc.).
Both of these files should clearly identify the RFP for which it is being submitted. The
Price Element Breakdown shall be submitted in Excel Format. Vendors are reminded to submit files one and two via email to Kerrin.Cahill@fps.dhs.gov and fpsacqdiv1@fps.dhs.gov. Proposal submissions containing links to SharePoint or similar sites will not be accepted.
4. Page Limitation-Excluding the cover page, table of contents, past performance project forms
(attachment 3), past performance questionnaires (attachment 4), field level supervision exhibit
(attachment 8), teaming agreement, teaming narrative or narrative demonstrating an affiliate’s meaningful involvement, the technical proposal (covering all non-price factors) is limited to ten
(10) pages in at least 11pt. font and 1” margins. Pages in excess of this limitation will not be evaluated. The pages excluded from evaluation will be at the discretion of the Agency.
5. Contractors are informed that it is the Government’s desire to make award on initial proposals when deemed possible by the Contracting Officer, however the Government reserves the right to communicate and/or negotiate with offerors if later determined necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals
RFP 70RFP124RE1000003 PSO Services for Western Massachusetts, Rhode Island & Connecticut
February 2024 Version in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
6. Proposals shall specify the offer expiration date. Offerors shall hold their offers valid for 120 days after the solicitation closing date, unless requested to further extend it by the
Contracting Officer.

# Contractor Question Government Response 1 Please confirm that the Transition Timeline is set to a maximum or not to exceed of 120 calendar days from Contract Award.
The transition time is a maximum of 120 days.
2 Price Proposal. The SF 1449 is to be included in the Price Proposal. And unit prices are to be added to all line items. The current SF 1449 in the package of solicitation documents still states the due date of August 22, 2024. Will a revised or updated SF 1449 stating the new due date of September 13, 2024 be issued before proposal submission time?
No. The original documents will not be edited after they are uploaded to SAM. Vendors should check each amendment to see if any documents or dates have been revised.
3 Prior to the proposal submission is the Government planning onsite walk throughs or site visits for potential bidders? Or should bidders simply look to the post exhibits for site specific information.
The post exhibit will provide all site and schedule information. Due to security and consumer consideration, no site walkthroughs can be accomodated.
4 Will responses to the Q&A be emailed out to bidders or posted on SAM.gov or both?
Responses will be posted via RFP Amendment 0004 on SAM.gov
5 SOW 6.6.4-6.6.5: What type of weapon are the current PSOs using? Current weapon is 40 caliber Glock model 22. The required weapon for this contract will be 9mm handgun. See SOW Exhibit 10.
6 SOW 11.2: Should the Contract Manager be a contract-dedicated employee? There is no requirement for the position to be 100% contract-dedicated.
7 Exhibit 10 (in Attachment 2b): Are shotguns required for this contract? If so, how many?
No
8 SOW 5.2.3 lists the physical demands of the job, but does not mention that a physical fitness test is required. However, Exhibit 12 of Attachment 2b (Section 2/Attachment 3) provides the requirements and form for a PAT test. Can the government please verify that a PAT test is required as part of the medical/physical requirement for the PSOs?
A Physical Abilities Test (PAT) is required. See SOW Section 5.2.2
9 Does the incumbent currently have the contract fully staffed? If not, what are the differences?
Yes, the incumbent is fully staffed in accordance with the requirements of the current contract.
10 Would a document included in the technical to verify the contractor's clearance be excluded from the page limit count?
Yes. This would be excluded from the page count.
11 Many government points of contact will not provide a response if a CPARS is available. Will the government accept the most recent CPARS in lieu of providing a past performance questionnaire? And, would the CPARS be excluded from the past count?
Yes. However, vendors should not submit individual CPARS. Vendors should indicate that a CPARS is in the system and the DHS Evaluation team will review it. See "1. Relevant Past Performance" Page 32 Contract Clauses.
12 Will the government confirm that the header and footer are exempt from the 11 point font restriction?
Headers and Footers are included in the 11 point font restriction.
13 Can the tables, figures, and graphs included in the proposal be exempt from the 11 point font size as long as they remain legible and readable?
Font shall be 11pt, including tables, figures and graphs.
14 Post Exhibit: The following Posts, also listed on the Post Exhibit, do not show the start/end times or workdays/hours for each respective post? Please provide this information.
MA0113 – No shift start/end times MA0158 Post #5 – No start/ end times & no workdays listed MA0180 Post #4 - No start/ end times & no workdays listed MA6016 OHO Lobby - No start/ end times & no workdays listed

however, the SF 1449 states 304,000.00 annual hours. Please clarify which is correct.
307,500 (inclusive of 304,000 basic and 3,500 ESS annual hours) are the annual hours. Those are the maximum number of hours that can be ordered in a single performance year. The post exhibit is provided to show actual hours ordered. See Maximum Quantities under the Addendum to FAR 52.212-4 (Para 3)
