Attachment 1: Draft Requirements
Key Performance Parameters (KPP) that must be met at the threshold level to be considered as a viable option are noted by a bold KPP in the ID # column of the requirements table. Some requirements have unique sub-requirements for detection as it relates to specific radionuclides; references to these radionuclides can be found in Appendix 1, Tables 1-5.
The requirements are derived from a series of sources. These include:
• “Technical Capability Standard for Handheld Instruments Used for the Detection and Identification of Radionuclides,” (TCS) Document #500-DNDO-117250v0.00, Date Revised: October 2011. The handheld instruments TCS was published in accordance with the SAFE Port Act [H.R. 4954-16, Subtitle C-Port Operations, Section 121(f) Standards] and provides performance requirements for radionuclide detection and identification of selected industrial and special nuclear materials (SNM), both bare and shielded, and detection and identification of SNM under conditions of masking by industrial, medical, or NORM sources. (http://www.dhs.gov/xlibrary/assets/dndo/dndo-technical-capability-standard-for-handheld-final.pdf)
• ANSI N42.34-2015, “American National Standard Performance Criteria for Hand-Held Instruments for the Detection and Identification of Radionuclides”.
• SIGMA Edge API, Release 8.0.0-SNAPSHOT, March 31, 2018.
• ANSI N42.42-2012, “American National Standard Data Format for Radiation Detectors Used for Homeland Security”.
• MIL-STD-810G, MIL-STD-464C, MIL-STF-1472G.
• Certain design and operational characteristics sought by CWMD on the basis of user needs, experience and preferences.

System shall detect gamma radiation.
Probability of Detection (PD) = 80% for 0.66 µR/hr of Co- 57 @ 1ft/s relative speed and 2 ft.
distance of closest approach & 7.53 µR/hr of Ba-133 @ 1ft/s relative speed and 2 ft. distance of closest approach.
PD = 80% for 0.16 µR/hr of Co-57 @ 2 ft./s relative speed and 4 ft. distance of closest approach & 1.88 µR/hr of Ba-133 @ 2 ft./s relative speed and 4 ft.
distance of closest approach.
Threshold and objective exposure rates are calculated net of background. The alarm signal threshold settings must be the same as those used for the false alarm tests (BHH-OR-03). For testing, the device will be oriented as used in standard scanning operations (held in an operator’s hand). For testing, the exposure rate to be detected will be scaled as the square root of the ratio of the test site background exposure rate to the background exposure rate on which the requirement is based. The requirement is based on a background of 7 µR/hr measured with a Fluke Biomedical 451P pressurized ion chamber survey meter. The device is expected to operate in backgrounds between 0.34 µR/hr and 25 µR/hr.
