This support also consists of assisting with the Financial Acquisition and Asset Management Solution (F AAMS) financial system, which is the first Department of Homeland Security (DHS) implementation of an Oracle Federal Financials (OFF) solutions hosted by a Federal Shared Service Provider (FSSP). The contractor will be responsible for assisting the government with the system providing DNDO F AAMS project team with program management, risk management and mitigation, project quality assurance, project status reporting milestone management, and execution briefing support.

4. Authority and supporting rationale.

This acquisition is being conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies in accordance with FAR 8.405-6 Limited Sources. In accordance with FAR 8.405-6(a)(l)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The circumstance restricting competition for this acquisition are that, although the current re-compete effort for the new Task Order is concluding, a pre-award protest was received which resulted in unforeseen delays. On June 25, 2018, the Government Accountability Office (GAO) reached a determination regarding the subject protest, which it denied. However, due to the delays in the source selection process that occurred as a result of the protest and the fact that the current Task Order is set to expire on June 27, 2018, a lapse in services will occur unless a two-month follow-on Task Order is awarded prior to that expiration date.
The proposed Task Order to Potomac Wave Consulting, under its General Services Administration (GSA), Contract GS-00F-0007X, for these requirements will allow sufficient time to award the follow-on Task Order currently competed under the Program Management, Administrative, Operations (Clerical), and Technical Services II (PACTS II) Strategic Sourcing vehicle. Should this Task Order not be executed, the resulting lapse in essential services provided under the current task order by the incumbent would present substantial risk to DNDO in execution of its mission due to the loss of essential support services.
Further, successful performance of these services would require any contractor to obtain the cognizant security clearances up to and including the TOP SECRET level, as well as suitabilities, cyber hygiene, and review by the Chief Information Officer (CIO), which based on the median time it has taken contractors to obtain the necessary clearances and suitabilities for efforts under DNDO, would veritably result in an minimum delay of 60 days from the time of award to full performance by the contractor. The purpose of requiring these clearances to be obtained prior to performance of the required services is to minimize the risk of unauthorized disclosure of classified information and ensure that classified information is safeguarded appropriately. Thus, it is paramount that a Contractor obtain the appropriate clearances prior to performance. The incumbent contractor, Potomac Wave Consulting, possesses the immediate capabilities and cleared personnel to meet the requirement without incurring additional schedule delays and transition costs associated with onboarding entirely new personnel. While other contractors may be able to perform the tasks required from a perspective of technical capability, it is not possible for any other contractor to obtain the cognizant clearances in a manner timely to allow for continuation of the critical support to DNDO and its various directorates. The proposed Task Order is anticipated to be of a short duration, lasting only as long as is necessary, to allow adequate time for task order award and transition.

5. Detennination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The Contracting Officer has determined that issuing the proposed Task Order to Potomac Wave Consulting for the acquisition of financial and program management support services represents the best value, and will result in the lowest overall cost, considering price and administrative costs, to meet the Government's needs. This Order will be placed in accordance with FAR 8.404, "Use of Federal Supply Schedules." The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be requested. Additionally, prior to issuance of the task order, the ordering activity will consider the level-of-effort and the mix of labor proposed to perform the specific task being ordered, in order to determine that the total price is reasonable. The contractor's labor mix and level-of-effort will also be compared to the Independent Government Cost Estimate (IGCE).
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
In accordance with FAR 8.405-6( c )(2)( vi), market research has been conducted for the subject services in support of the recompetition for an award of a follow-on task order to HSH Q DC-12-F-00 160. Such market research consisted of independent reviews of strategic sourcing vehicles available in the marketplace with a particular emphasis on the availability of support under DHS-specific IDIQ contracts. In order to determine the availability of the required skill-sets in the commercial marketplace, the Contracting Officer issued two (2) RFI's: the first to OASIS vendors and the second to PACTS II vendors under Functional Categories 1 & 2.
In response to the RFI issued to OASIS vendors, the Government received sixty three (63) submissions, however only twenty six (26) of those respondents held OASIS contracts. Of the 26 responses to the RFI, fourteen (14) of them were from Large Businesses with twelve
(12) being from Small Businesses of various socio-economic categories (See Enclosure 1 - OASIS RFI Responses). Following an analysis of the compliant capability statements received in response to the RFI, it was determined that [REDACTED] vendors were capable of performing the required services: [REDACTED].
In response to the RFI issued to PACTS II vendors, the Government received twenty four
(24) submissions, all of which were from Small Disadvantaged Veteran-Owned Small Businesses (SDVOSBs), given the PACTS II strategic sourcing vehicle consists solely of SDVOSBs. Following an analysis of the compliant capability statements received in response to the RFI, it was determined that [REDACTED] vendors were capable of performing the required services. As a result of this market research, it was determined that the required program and financial support services can be obtained by way of PACTS JI, Functional Category 1.
