Questions/Answers for Questions RFQ 70RDAD20Q00000024

1. Who is the incumbent?

Omni Digital Studios is the incumbent.

Contract/Task Order# - GS-10F-270AA/HSHQDC-15-F-00088

2. Please confirm the contractor is required to provide pricing for the labor hours needed to layout a report that is no more than 125 pages in length.

This is a Firm Fixed Price Contract for up to 100 pages.

3. Layout of the Executive Summary and Ombudsman Letter into Standalone PDFs is required.

Will these be pulled from the Annual Report?

Yes it will be from the annual report.

4. Please confirm the contractor will NOT be required to use the current report layout.

The contractor will have to follow the layout specs as given.

5. Will the contractor be required to fill out GPO forms in order to have the report and brochure printed?

GPO forms will not be required.

6. Please confirm a U.S. Department of Homeland Security style guide will be provided to the contractor before concepts are created.

Yes, the DHS Homeland Security style guide will be provided.

7. Shall we include the layout of the trifold brochure in our quote?

Yes, but understand the brochure is a surge for the contract.

8. InDesign Creative Suite 6 (CS6, aka InDesign version 8.0) is 8 years old. Current version of InDesign (CC 2020) can save backwards to "InDesign CS4 or later (IDML)". Please confirm this meets the requirement.

InDesign Creative Suite 6 is specifically required, no other versions will be acceptable.

9. Please define "physical presence." Is this solicitation limited to Contractors who have an actual office in the Washington DC metropolitan area? Does the ability to travel to Washington DC within 24-48 hour notice suffice (for a Contractor that does not have a physical office in Washington DC)?

Physical presence is considered to be within the Washington DC area (50 mile radius) close enough for local government travel.

10. This indicates that labor categories shall correspond with the Quoter's GSA FSS contract rates.

Are Contractors who do not yet have a GSA FSS contract precluded from participating in this solicitation?

Contractors must be on the GSA 541 schedule to participate.

11. OPTIONAL FORM 336, includes several iterations of a “0002” ITEM NO. This recurring ITEM NO. calls for “Additional Page Count up to twenty five pages (25)” and additionally paragraph

2.0 OBJECTIVE on page 6 also notes “Reports are expected to be between 50 and 125 pages.”

However given that standard print glyphs are in multiples of 4, would you agree that we may price the project between 48 and 124 pages with additional page counts up to 24 pages?

The minimum page count will be 50 the max will be 100 pages but there is a surge for 25 pages if needed.

12. Please clarify if this Exec Summary and Ombudsman’s Letter is a separate document from the full Annual Report and/or where the content for these items comes from.

The Executive Summary and Letter is part of the Annual report and will remain as a part of the AR. But made into a separate document in addition to the full Annual report. The Exec summary and the OMB letter will be extracted from the AR and made into a separate document.

13. Please clarify if these tow documents are to be combined into one separate document aside from the full Annual Report, or will they need to be delivered as two separate print-ready Adobe PDF documents?

The Executive Summary and Letter is part of the Annual report and will remain as a part of the AR. But made into a separate document in addition to the full Annual report. The Exec summary and the OMB letter will be extracted from the AR and made into a separate document.

14. Can both of these Adobe items be delivered on the same CD?

No - 3 CDs for the AR which includes the Exec Summary and OMB letter. 3 CDs for the Exec summary and OMB letter.

15. Is the incumbent eligible to bid on the recompete?

Yes, the incumbent is eligible.

16. Will there be a preference for SBA 8(a) vendors?

There will not be an SBA (a) preference.

17. Will the kick off meeting be face to face or other forms of virtual meetings are acceptable?

Face to face in DC.

18. Will there be any writing/editing/proofing expected for the report?

No writing or proofing of the text is expected. They will have to ensure that any edits are made correctly – that is, they will have to proof the edits, that when I added a sentence, that sentence is accurate and goes in correctly. Using Adobe makes that a lot easier as we can insert the edits with the computer rather than by hand.

19. Is it possible for the quoter to do most of the work remotely? They would have the Project Manager there for the kick-off and the review prior to the publication but would conduct most of the work offsite. They would also have a local resource available to provide CD’s and physical drafts and copies.

Physical presence in Washington DC is required in the contract - physical presence of an office within the Washington DC area - close enough for local government travel (50 mile radius)
