page 2Please provide information on the number of outstanding reports and the timeframe in which the reports were issued.Reports were issued between 2003 and 2008. The number of reports for this period is unknown.

Scope, page 2Is there an estimate of how many reports may be issued during the contract’s period of performance and whether these reports are included in the contract’s scope?The number of reports for this period is unknown. The Government does not expect the contractor to address anything that occurred after 12/31/2018.

Section 2. Scope,

page 2GAO issues an annual report to Congress on GAO and OIG reports’ open recommendations. Are there DHS/CRCL reports and open recommendations cited in the current GAO annual report and will the contractor be required to review this annual report in addition to the individual GAO and OIG reports?Contractor shall be required to review all reports, including GAO and OIG, as directed by the Government.

Section 3. Tasks, 3.1 Consultant to Review GAO and OIG Reports, page 3 The first and second bullets in this section state that the Contractor shall “Review all GAO, OIG reports and any similar oversight reports directed or related to DHS/CRCL and any response documents by CRCL . . .”.

a) Please define/clarify “any similar oversight reports”.

b) Are these reports issued by Congress or state level entities?

Similar reports migh be those issued by entities such as the Equal Employment Opportunity Commission (EEOC), United States Commision on Civil Rights (USCCR), or international organizations to which the United States is a treaty signer, such as the Organization for Security and Co-operation in Europe (OSCE), and the United Nations (UN).

Section 3. Tasks, 3.1 Consultant to Review GAO and OIG Reports,

page 3The third bullet states that the Contractor shall “. . . review the OIG report draft on DHS organizational maturity and make any recommendations that seem appropriate in light of the reviews of the oversight reports and responses . . .”. Please elaborate on/define DHS organizational maturity.DHS is only a 17-year old department. For a variety of reasons including how it was originally set up, and funding challenges since that point, there is a lack of a normal departmental oversight & management structure.

page 4Will DHS/CRCL provide reporting requirements and formats for the Status Meetings and Final Summary Report?Yes.

pages 4 and 5Does management anticipate allowing the Contractor to participate in the telework program, assuming clearance by the CRCL officer and the CRCL COR?Yes.
8GeneralTo allow small business sufficient time to respond after the Government provides the Questions and Answers (Q&A), we request a due date extension for quote responses to eight (8) business days after the Government provides the Q&A or September 18, 2019, whichever is later.The quote due date remains the same at this time.
