About this file

This is a Questions and Answers document from an RFI for a Latent Fingerprint System for the Department of Homeland Security's Office of Biometric Identity Management (OBIM). The document clarifies technical requirements and specifications for an AWS cloud-based latent fingerprint solution.

Key details include clarification on system requirements such as multiple availability zones being acceptable if redundancy is maintained, compatibility with Latent Extended Feature Set (EFS), and specifications about gallery sizes and search volumes. The system must handle approximately 20M identities with 30 million sets of fingerprints (1 million 2-print records and 29 million 10-print records), with a peak processing requirement of 12,000 known-to-latent searches per hour and approximately 100,000 daily searches. For pricing purposes, vendors must provide costs for ULF gallery sizes of 500k, 1M, 1.5M, and 2M, and account for two known galleries - one with 30 million known prints and another with 300 million known prints.

RFI File / Section Title RFI Page # Question Answer

II. PURPOSE OF RFI 2 Would the government consider an approach across multiple availability zones?

Yes, as long as the approach offers redundancy and failover capabilities with clear implications of losing one or more availability zones. If the solution is provided across multiple availability zones, the government should be able to see the various costs associated with different levels of redunduncy across multiple availability zones.

II. PURPOSE OF RFI 2 If the answer to the previous question is no, will the government explain the reasoning behind this single availability zone approach?

Not applicable.

Other Criteria 3 Will the government elaborate on the requirements for latent interoperability with other vendors? What is required? Receiving images from other vendors, sending images to other vendors? Trading encodings, etc.?

The government is interested in whether solutions are compatible with the Latent Extended Feature Set (EFS).

Latent Examiner Graphical User Interface (GUI) Tool Capability:

2 What quality checks on the latent encodings are expected? The user should have the ability to review the latent encoding that was applied at the time of the latent search. The user should also have the ability to adjust latent encodings that are applied by either by the vendor's auto encoding algorithm or the intial encoding by an exmainer.

2 Page 2 states: "One gallery consists of approximately 30 million identities containing approximately one million 2-print records and 19 million ten print records." Can the DHS clarify if 30 million or 20 million identities are in the gallery?

There are approximately 20M identities with 30 million sets of fingerprints When flat and rolled prints are available for an identity, both will be added to the gallery. There are approximately 1 million 2-print records and 29 million 10-print records.

2 Page 2 states: "Average peak hourly rate of 12k known to latent searches per hour." Can the DHS clarify if 12k is the average of all hourly peaks in a day (i.e., some hours are 20k like 4PM to 5PM and some hours are 2k like 3AM to 4AM) or the average of highest rates that may occur in any day (i.e., peaks range between 14k and 10k on any given day like between 4PM and 5PM).

It is the average of the hour with the highest volume of transactions in a day across multiple days e.g if the highlest number of searches on Tuesday was 14k at 3PM and 10K on Wednesday at 4PM, the average peak hour volume would be 12k searches per hour. The peak hour is selected without confining it to a fixed hour during the day.

Can the DHS clarify the total daily number of known to latent searches? Approximately 100k daily known to latent searches with 12k average peak hour known to latent searches.

For the purpose of pricing, what gallery sizes do we assume for the two known galleries

One known gallery will consist of 30 million known prints, and the second gallery will consist of 300 million known prints.

For the purpose of pricing, do we assume a 500k, 1M, 1.5M, or 2M ULF gallery size?

Pricing is requested for all these scenarios

RFI File / Section Title RFI Page # Question Answer

One gallery consists of approximately 30 million identities containing approximately one million 2-print records and 19 million ten print records. Will the government clarify what the remaining 10 million identies are? The bullet states 1 million 2-print and 19 million 10-print which equals 20 million total. However, the first part of the sentence states 30 million identities.

There are approximately 20M identities with 30 million sets of fingerprints When flat and rolled prints are available for an identity, both will be added to the gallery. There are approximately 1 million 2-print records and 29 million 10-print records.
