About this file

This document specifies vessel specifications and equipment requirements for a training vessel acquisition by the Department of Homeland Security Federal Law Enforcement Training Center under Solicitation Number 70LGLY26QGLB00051. The Government is soliciting quotes for a Thirty Foot Contender (30T) or equivalent vessel to be used in training environments requiring extensive offshore operations under adverse weather conditions. The vessel must meet precise dimensional constraints with a maximum length overall of 35 feet, minimum of 29 feet, minimum beam of 10 feet, and maximum draft of 24 inches, powered by twin Yamaha F300 counter-rotating outboard engines rated at 600 horsepower maximum.

The hull must be constructed primarily from fiberglass-reinforced plastic using VinyLester resin with resin infusion processing to ensure superior strength-to-weight ratio, incorporating a stepless deep "V" design with minimum 24-degree deadrise and reverse radius chine. Construction must utilize a structural grid design and prohibit wood construction in the upper deck. The vessel specifications include detailed requirements for fuel systems (three aluminum tanks with water-separating filters), safety features (full transom with transom door and integral dive platform), self-bailing cockpit and decks, and comprehensive equipment including LED lighting, trim tabs, navigation systems (Garmin GPSMAP 8616XSV, Garmin Fantom Radome 18x, Standard Horizon GX6000), bilge pumps (two 2000 GPH pumps), marine batteries, and an aluminum T-top with spreader lights. The solicitation is issued under FAR Part 12 commercial item acquisition procedures, with payment authorized upon acceptance and no progress payments or payment bonds required.

Text version

Recommended Vessel: Thirty Foot Contender (30T) or equal.

Vessel Specifications- Maximum Length Overall (LOA): thirty five (35)ft.

Minimum Length Overall (LOA): thirty two (29)ft Minimum Beam: ten- (10) foot Maximum Draft: 24 (inches) Hull Design: Deep "V" with minimum 24-Degree deadrise Minimum Fuel Capacity: minimum 250 Gallons Maximum Horsepower Rating: 600 hp Power: Twin Yamaha F300 counter rotating outboard engines with Yamaha electronic controls and electric steering.

Hull design/construction requirements:

This vessel will need to be manufactured primarily from fiberglass reinforced plastic (FRP) commonly known as fiberglass. The process should incorporate the use of VinyLester resin in the entire hull and upper deck. The hull should be constructed with the resin infusion process to provide a superior strength to weight ratio. The longitudinal stringers should be of a structural grid design that is infused simultaneously with the hull to create a single monolithic part. The vessel must not employ wood construction in the upper deck. The stringers/structural grid should be tied into the stern of the vessel and bonded to the hull. The justification for this type of construction is the fact that this vessel will be utilized in a training environment requiring extensive offshore operations under adverse weather conditions.

The hull will have to have a stepless deep "V" design that incorporates a reverse radius chine to provide the safest and most comfortable ride in rough sea conditions. This vessel must have a full transom with transom door and incorporate a dive platform as an integral part of the vessel. This feature should not be an "add on" type bracket or platform. The cockpit and decks must be self-bailing to allow water that enters the decks to gravity drain overboard. All thru-hull fittings and drains must be chrome on bronze or stainless steel. In addition, bronze or stainless steel fasteners must be used throughout the construction process. The rub rail covering the hull/deck joint must be of heavy-duty design to ensure durability.

The fuel system will consist of three aluminum fuel tanks with the appropriate fuel manifold and water separating fuel filters.

In addition to the above listed requirements, the vessel must have the following equipment:

- Non-skid deck and cockpit

- Fixed Back Leaning Post with folding foot rest and four cupholders.

- Anchor and anchor line storage locker

- Nine pop up cleats (9)

- Below deck dry storage lockers with cover gaskets

- LED cockpit lighting

- Console mounted recessed electronics box with clear cover.

- Trim Tabs using Kiekhaefer pumps and hydraulic rams

- International Navigational lighting

- Three GP 27 marine batteries with battery switches

- Center Console Layout

- (2) 2000 Gallons per hour(GPH) bilge pumps on auto switches

- Lilly brand Kingston Gray hull with light gray interior Gel-coat

- Aluminum T-Top with Hand rail, Four Spreader lights (4), Anchor Light-Masthead light, Antenna Pads for VHF and GPS antennas and a separate arch for the radome

- Raw water washdown system

- One led light mounted to underside of T-top

- Aluminum radar pad on top

- Aluminum blue light pad on top

- High speed compass

- Tilted element thru hull transducer -Garmin GPSMAP 8616XSV with Navionics part# 010-02093-51 -Garmin Fantom Radome 18x part# 010-02584-00 -Garmin GPS/Heading Sensor part# 010-02316-10 -Standard Horizon GX6000 with an antenna

- Aluminum double axle trailer with torsion axles, LED lights, stainless hardware, aluminum crossmembers and a matching spare tire.
