Statement of Work (SOW) FLETC Artesia Training Delivery Point – East Campus

Pursuit Intervention Technique (PIT) Maneuver Lane Replacement, Widening, and Safety Shoulder Construction

1. Project Objective

This project will remove the existing narrow pavement section currently used for Pursuit Intervention Technique (PIT) training and replace it with a widened, structurally reinforced asphalt driving lane and engineered aggregate safety shoulders. The improved design directly supports high-speed law enforcement vehicle training while significantly reducing rollover hazards when vehicles depart the paved surface during dynamic maneuver exercises.

The end state of this project is a purpose-built PIT maneuver lane that safely accommodates modern law enforcement training vehicles, repetitive braking, lateral loading, rapid steering input, and vehicle runoff recovery.

2. Background

The existing pavement section measures approximately 11 feet wide by 2,000 feet long. This narrow configuration no longer supports the safety and operational requirements of current PIT training evolutions conducted by partner agencies at the Artesia Training Delivery Point.

Vehicles that depart the pavement encounter uneven soil conditions, creating an unacceptable rollover risk. This project corrects those deficiencies by expanding the paved surface to 48 feet wide and constructing 14-foot stabilized aggregate shoulders on each side for safe vehicle recovery.

3. Scope of Work

The contractor shall furnish all labor, equipment, materials, hauling, supervision, traffic control, and incidentals required to complete this project.

A. Site Preparation and Protection Coordinate with FLETC for staging areas, equipment parking, and haul routes. Protect existing infrastructure, signage, utilities, and adjacent training areas. Implement dust control and erosion control measures throughout construction.

B. Removal of Existing Pavement Mill the existing 11 feet by 2,000 feet asphalt surface to a depth of 4 inches. Load, haul, and transport millings to a Government-designated on-center location. Clean and prepare exposed subgrade for reconstruction.

C. Subgrade Evaluation and Preparation Proof roll the entire project area. Identify and correct any soft spots or unsuitable soils. Shape and compact subgrade to support base installation.

D. Aggregate Base Installation – Pavement Section Install 6 inches of compacted aggregate base across the entire new pavement width of 48 feet for the full 2,000-foot length. Base shall be evenly graded, moisture conditioned, and compacted to roadway standards.

E. Asphalt Pavement Installation Place 4 inches total asphalt pavement (binder and surface course combined) across the entire 48-foot width. Ensure proper crown and drainage characteristics. Compact asphalt to produce a smooth, dense, uniform surface capable of withstanding repetitive high-stress vehicle maneuvers.

F. Safety Shoulder Construction Construct 14-foot-wide shoulders on both sides of the pavement for the entire 2,000-foot length. Excavate soil as required to achieve a full 6-inch depth for aggregate base at the edge of pavement. Install 6 inches of compacted aggregate base across both shoulders to create a stable vehicle recovery surface. Excavated soil shall be redistributed evenly across the shoulder footprint as directed by the Government.

G. Grading and Drainage Grade all shoulders and pavement edges to ensure smooth transition and positive drainage away from the pavement. Eliminate drop-offs or abrupt elevation changes between pavement and shoulder.

H. Protection of Existing Electrical Infrastructure At the intersection area located near the center of the track, the contractor shall install seven water-filled K-rail safety barriers around the existing electrical power installation. While this protection is precautionary and the infrastructure is not directly impacted by construction, the Government has determined protective measures are necessary to prevent accidental vehicle contact during training operations.

The water-filled barriers shall meet the following general specifications:

Quantity: 7 units Type: Water-filled plastic K-rail or Jersey-style barrier Typical length: approximately 6 to 8 feet per section Typical height: approximately 32 inches Interlocking design capable of forming a continuous protective perimeter Fillable with water for ballast and stability Highly visible in color (white or safety orange preferred) Suitable for temporary traffic control and impact protection applications

Final layout and placement shall be coordinated with the Government on site.

I. Hauling and Disposal The contractor is responsible for all loading, hauling, and dumping of millings and excess soil.

Disposal locations will be designated by the Government.

4. Dimensions and Construction Areas

Existing pavement to be milled: 11 feet by 2,000 feet New pavement: 48 feet by 2,000 feet Shoulders: 14 feet each side by 2,000 feet Total improved corridor width: 76 feet

5. Estimated Quantities (Approximate)

Asphalt milling: approximately 272 cubic yards (approximately 531 tons) New paved surface area: 96,000 square feet Asphalt (4 inches): approximately 1,190 cubic yards (approximately 2,350 tons) Aggregate base under pavement (6 inches): approximately 1,778 cubic yards (approximately 2,844 tons) Shoulder aggregate base (6 inches): approximately 1,037 cubic yards (approximately 1,659 tons) Shoulder soil excavation: approximately 1,037 cubic yards (redistributed onsite)

6. Performance Standards

Aggregate base shall be compacted to roadway construction standards and capable of supporting heavy vehicle loads. The asphalt surface shall be smooth, free of rutting, waves, or irregularities. Shoulders shall be firm, level, and capable of supporting vehicles without rutting or rollover potential. All transitions between pavement and shoulder shall be gradual and flush.

7. Work Scheduling Requirements

Work shall be coordinated to occur during non-training hours or weekends as directed by the Government. The contractor shall coordinate daily with the FLETC Site Director and Training Support Division. Continuous access for emergency vehicles must be maintained.

8. Security and Access

Contractor personnel shall comply with all FLETC badging, escort, and security processing requirements. Delays associated with security processing shall be the responsibility of the contractor.

9. Quality Control

The contractor shall perform quality control to ensure compaction, grading, and asphalt placement meet industry roadway standards. The Government reserves the right to inspect all phases of work.

10. Final Deliverable

A completed 48-foot-wide PIT maneuver lane with engineered 14-foot safety shoulders on each side, including protective water-filled barriers around the existing electrical power area, providing a 76-foot improved training corridor capable of safely supporting modern law enforcement PIT maneuver training for sustained operational use.
