Award will be made on the basis of Best Value, price and other factors considered. It is the Government's intention to issue a single firm-fixed price contract. The Government intends to make an award to the vendor whose proposal represents the best value to the Government based on (1) vendor’s ability to meet the technical specifications and delivery, (2) price and (3) past performance.
FACTOR A: Technical Specifications and Delivery FACTOR B: Past Performance FACTOR C: Price
FACTOR A is more important than FACTOR B All non-priced factors, when combined are more important than price. If FACTORS A and B are equal, that the importance of FACTOR C may increase.
FACTOR A Evaluation:

SATISFACTORY-Based on the offeror’s past performance record, it is likely that the offeror will successfully perform the required effort.
UNSATISFACTORY-Based on the offeror’s past performance record, it is not likely that the offeror will successfully perform the required effort.

The Government intends to award a single contract as a result of this solicitation. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government.
OFFERORS ARE ADVISED THAT THE GOVERNMENT INTENDS TO MAKE AWARD
WITHOUT DISCUSSION OR ANY CONTACT
CONCERNING THE PROPOSALS
RECEIVED. Therefore, proposals should be submitted initially on the most favorable price and technical terms. Offeror should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals.
If the Government determines an award cannot be made without discussions, a competitive range determination will be made. A competitive range will be established consisting of all proposals determined under the evaluation factors to have a reasonable chance of being selected for award.
Those offerors whose proposals are not within the competitive range will be notified of their exclusion from the competitive range. Further discussions with excluded offerors are not contemplated and any revisions of their proposals will not be considered.
Should a competitive range be established, written or oral discussions may be conducted with all responsible offerors within the competitive range. However, the Government reserves the right to make an award without discussions based on initial proposals.
The Offeror whose proposal provides the best value to the Government through use of the Trade Off process in which all non-priced factors, when combined, are approximately equal to price, may be selected for award.
All proposals submitted will be evaluated in accordance with evaluation factors as described herein. Proposals shall be evaluated against the evaluation criteria set forth in the RFP, without regard for the relative strengths and weaknesses of competing proposals.
