About this file

This document contains questions and answers regarding a solicitation for off-center lodging from April through September 2024. The solicitation is seeking an estimated 5,100 hotel rooms located near the Federal Law Enforcement Training Center in Brunswick, Georgia over the specified time period for student lodging. Classes will arrive at different dates throughout the months of April through September 2024, with specific arrival and departure dates still to be determined. Multiple awards are expected to accommodate changes to class sizes and dates. Hotels will have eight hours to confirm availability for room blocks before awards are made, with emergency availability requests allowed by phone. There has been no single incumbent for these services, as previous requirements have been met through multiple purchase orders awarded under separate solicitations.

Questions and Answers 70LGLY24QGLB00015 – Off Center Lodging April through September 2024

1. Question: I wanted to confirm that the document I am submitting the Hotel Availability is in the correct format. Is an excel document acceptable with dates, line item, and available rooms listed?

Answer: As stated in the RFQ, Section A: “It is the contractor’s responsibility to ensure all required information is submitted correctly when providing a quote; the offeror will not be contacted if they are missing information, and their quote will be determined non-responsive.”

Also as stated in the RFQ, Section C: “A separate HOTEL SERVICES AND PRICES form can be submitted for each month. A different format from the Hotel Services and Prices form CANNOT be used to provide a quote. If you are quoting for different hotels;

then a separate Hotel Services and Prices form is to be submitted for each hotel. It is acceptable to submit hotel availability dates on a separate document; however, the Hotel Service and Prices form must be attached with all information filled in, but under the line items “see attached,” and the dates are to be clearly listed for each of the line items (0001, 0002). See 52.212-1. If information required in the Hotel Service and Price form and the required documentation under 52.212-1, 52.212-2, and 52.212-3 is not submitted with your quote; then your quote will not be considered for an award.”

Also as stated in the RFQ, Section F, paragraph F.1, subparagraph b: “(b) Submission of Offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers are to be submitted on form – HOTEL SERVICES AND PRICES (SECTION B) of this solicitation. Alternative forms will not be accepted. A different format from the Hotel Services and Prices CANNOT be used to provide a quote. If you are quoting for different hotels; then a separate Hotel Services and Prices form is to be submitted for each hotel. It is acceptable to submit hotel availability dates on a separate sheet; however, the Hotel Service and Prices form must be attached with all information filled in but under the line items a “see attached” and the dates are to be clearly listed for each of the line items (0001, 0002, etc). NOTE:

Additional information required to be submitted is to be attached to the form.”

2. Question: Would you mind sending the attachment for this? I'm assuming it will answer the questions I have, but there was nothing to download. Or maybe you can answer? The multiple awards portions, is the same facility preferred? or as long as it’s in a radius from the facility, it will be fine?

Answer: The RFQ is posted on sam.gov and can be downloaded there. The RFQ cannot be sent directly to a vendor. As stated in the RFQ, Section A: “This is a combined synopsis/solicitation for lodging of students as a Request for Quotes (RFQ) for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.”

For the multiple award question, see the RFQ, Section C: “The Government has a requirement for an estimated 5,100 rooms for the time period of April 2024 through September 30, 2024, for lodging students. This number is subject to change based on needs of the Government due to class changes, including but not limited to cancellations;

additions; etc. The number is total rooms and will be broken down by class. At this time the Government does not know the specific arrival dates or departure dates because classes are still registering. Specific classes with number of students, arrival dates, and departure dates has not been finalized. Classes will arrive at different dates though out the months of April 2024 through September 2024. Rooms will be ordered for the number of students in one (1) class. Thus, multiple awards are expected.” “The Government understands that availability will change due to changes and public use. Due to this, the Government will check with the quoter to see if the number of rooms quoted for a certain time period are still available before any resultant award(s). Hotels/motels will have 8 hours to respond to this email request for availability. The 8 hours starts from the time the Government sends the email and is in Eastern Time. If a response is not received within 8 hours; then the next hotel will be considered. The only exception is if the 8 hour response would be after 5:00 pm ET. Then the response will be due the following weekday by 8:00 am ET. NOTE: if responses are needed before the 8 hours due to an emergency; then the point of contact listed on the HOTEL SERVICES AND PRICES form will be contacted via phone for availability. Note: changes to classes happen throughout the month (i.e., class cancellation; early arrivals, late departures; class reduction in size; class increase in size, etc.).” Also see Section F, paragraph F.2 52.212- 2 Evaluation – Commercial Items.

3. Question: We are performing independent research on the Combined Synopsis/Solicitation (70LGLY24QGLB00015). We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: This is not a new contract. There have been multiple purchases orders awarded for these services under separate Request for Quotes (RFQs). Due to the numerous awards under separate RFQs, the award information cannot be provided under this request.

4. Question: I am a federal contractor and an event planner. What is the specific street address for the front gate at FLETC, Glynco, GA? Is it 1131 Chapel Crossing Rd, Brunswick, GA 31524?

Answer: As per the RFQ, Section A: “The address for the front gate is 1131 Chapel Crossing Road, Glynco (Brunswick), Georgia.”
