About this file
This document is a Contracting Officer's Determination that Circumstances of the Contract Action Deem Only One Source Reasonably Available for the Immigration Pocket Field Guide 2024. The Contracting Officer determined that LexisNexis is the sole source provider of the required guides, as they are the only responsible source that can provide the approved version needed to support the Federal Law Enforcement Training Center's (FLETC) training mission. The Contracting Officer conducted market research and was unable to identify any alternative vendors offering the specific guides. As a result, the Contracting Officer awarded a limited/sole source contract, number 70LGLY24PGLB00180, to an unknown vendor in the amount of an unknown value on July 12, 2024.

Reference: FAR 13.106-1(b), Soliciting from a single source
Federal Acquisition Regulations (FAR) FAR13.106-1(b) states: “Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Below are the rational that lead the Contracting Officer (CO) to determine circumstances to solicit from only one source, LexisNexis:
1. (ST-9303) IMMIGRATION POCKET FIELD GUIDE 2024 Edition has been identified as being essential text to be disseminated or used as reference to the officers and agents who attend FLETC’s training programs. The government cannot accept any alternative version of the request Brand Name Guide. The current request guide is the only approved version for used to support FLETC’s training mission.
2. LexisNexis a division of Relx, Inc has been identified as the only responsible source that can provide the required guides listed in paragraph 1 above. A signed letter from LexisNexis was received stating: “is the sole source of all Matthew Bender, Michie, Shepard’s, Anderson Publishing and Gould Publishing, Mealey’s and FLP products.”
3. Evaluation of Other Potential Sources are as follows:
a. A GSA Advantage search was conducted for the guides. Results were no vendor offers these items.
b. A search was conducted under LCI and again no vendor offers these items.
c. A google search was performed and two (2) other companies sold similar items.
