In block 20, the Period of Performance is shown as 9/20/2023-9/19/2026. Can the Government please confirm that this BPA has a duration of 5 years?

It will be one year with two more optional years.

Can the Government clarify the intent of the line item pricing? Is it for evaluation purposes only? Or will these rates be utilized for base year performance? If utilized for performance, will these rates be subject to annual escalation increases?

Task and Material List is intended to be utilized for performance as a fixed item pricing for the length of the contract.

Will the Government consider providing baseline parameters for line items so that Contractors price the same performance. For example, “all line items should be priced as if conditions were drop-ceiling with no obstruction.”

The information that Contractors are expected to provide for proposals are based on the Task and Materials Task Descriptions.

For items requesting pricing by the foot, can the unit be changed to 100 feet to better reflect project conditions?

FLETC’s intent is to only be charged for materials used “Per-Foot”. If the Contractor would like to submit proposal per 100 feet and then round off to the nearest foot at the time of the job for the purpose of invoicing, this is excitable.

Can the Government clarify how materials and labor for items not listed on the Price Sheet will be addressed. For example, core drill, building entrance, fire sleeve, OSP obstructed existing conduit, cable racking in IT closets, wire managers, etc.?

When FLETC request a task order quote for a job that requires unlisted task and materials, items 9.4-Undefined Labor Requirements (requires comments) and U.1-Undefined Material Requirements (requires comments) will be used by the Contractor to record and invoice FLETC. These line items are not expected to be cost proposed until needed at time of task order request.

Due to variance in performance variables for each of the FLETC campuses, would the Government consider issuing a pricing sheet for each site?

No

How will issues with material lead-times be addressed? Due to current market conditions, lead-times may delay mobilizations after award. Contractor seeks confirmation Government will work with contractor on case-by-case basis regarding these manners.

FLETC will provide task order due dates which we will look for the Contractor to provide feedback on the ability to meet. FLETC will work with contractor on case-by-case basis on supply chain issues.
