A. Scope of Work

SECTION 1.0 INTRODUCTION

The intent of the contract is to obtain video production services for the Federal Law Enforcement Training Centers (FLETC), Media Support Branch (MSB), 1131 Chapel Crossing Road Glynco, GA 31524, by means of a performance-based contract. The Media Support Branch produces high-quality training videos for federal, international, and local law enforcement agencies.

SECTION 2.0 DESCRIPTION OF REQUIRED SERVICES

The contractor will be filming a scene (scenario) from multiple points of view. The scene will have multiple actors that will require their performance (both visually and auditory) to be captured. Some scenarios will require the camera to follow the actor as they move while other times the actors will not move. For each scenario the SME will identify who needs to be filmed and from what angle. It will then be up to the contractor to capture the performance. The Contractor that wins the bid shall present a proposal on how to film the project according to the following scenario descriptions that cover all filming cost. The requested videos are for the FLETC’s Enforcement Operations Division (EOD) that consists of Law Enforcement Scenarios and Use of Force Drills. This plan shall be submitted to the Government no later than 10 days kick off meeting.

2.1 Scenario Descriptions

There are sixty-one (61) scenarios of the Operations Skills Labs and Practical Exercise (PE) and, the Use of Force (UOF) labs in the Uniformed Police Training Program (UPTP). There will also be scenarios from the Patrol Skills Labs and PE in the Land Management Police Training

(LMPT).

The purpose of these videos is to show a new Instructor the scenarios and what to expect from the students as they respond and handle the situation. These videos will show the proper investigative techniques and how to properly respond to a traffic violation or criminal offense.

These videos will require the film crew to capture law enforcement officers conducting investigations and, interviewing civilian witnesses and suspects.

A FLETC subject matter expert (SME) will be with the film crew to brief on the scenario to be filmed, give advice on camera angles to capture content that is called for in the scenario, and to quality check the actor performances so they adhere to training protocols.

The total length of time of each scenario is approximately 3-5 minutes. A few scenarios may run up to 10 minutes. Most of the scenarios may be able to be filmed in one take. Some scenarios may require a short break in order to simulate a change of location.

Scenario’s will consist of officers investigating a violation of either a traffic infraction or a criminal offense. There will be multiple scenarios of various traffic stops that will require the film crew to follow the officer on foot from location to another (From the police car to the violators vehicle and back to their vehicle). Therefore, a gimble stabilized mounted camera will be necessary to eliminate shaky footage for camera moves that follow the action.

When there are two officers on the scene, there will be times when one officer to speaking to a witness and one officer is talking to a suspect. This will require both officers to be captured on the same camera. We will also need to film the officers individually in order to capture both investigations/interviews.

The FLETC will provide all actors and props that are to be filmed from various perspectives/angles by using two matched cameras. There will be as many scenarios filmed in one location as possible but there will be multiple locations within a short (less than a mile) distance from each other. To help speed up the filming process the contractor must provide the equipment and personnel to allow for quick setup and relocation for filming.

Most of the filming will be done outdoors, but not all. The film crew will need to plan for capturing criminal violations that occur as the officer is arriving on scene as well as how the officer’s handle the situation. Some scenarios include suspects fighting with each other and some scenarios the suspect is assaulting the officer.

2.2 Required Services

Filming Time:

o Thirty (non-consecutive) days of filming. Each day of filming to be eight hours in total with one additional hour for lunch. Weather delays may cause filming to exceed 30 non-consecutive days. The contractor is to propose a plan. This information is to be incorporated into the plan stated in Section 2.0 above.

o Filming will be done in three-day blocks and may include weekends and nighttime filming.

o Filming will be completed October through February 28, 2021 o A one-hour lunch break. This period is critical because the time it takes to go off the FLETC to eat and return can cause delays. Therefore, the contractor needs to consider the logistics and cost of getting their crew lunch (food and drink).

o An additional half a day to scout locations for filming on the FLETC.

o Dailies will be provided 48 hours after each day of filming, along with the production notes for the FLETC SME to review and approve.

Equipment Requirements:

o Two matched Professional 4K cameras with various lens.

o Camera mounts to include: Tripods, booms, and a gimbal stabilized mount

(equivalent to a Movi, Dji Ronin, or Letus Helix.) to be used for footage that requires following the subject.

o Lighting equipment w/ generator (for when power is not available) for indoor and outdoor filming.

o Audio equipment to simultaneously record four actors on separate audio tracks wirelessly (four wireless microphones and Shotgun/boom microphone).

o Field audio and video monitoring (playback) equipment for the FLETC SME to view during recording.

Crew Requirements: All crew members other than the Director of Photography (DP) can change unless the DP is the Director also. Then the all crew members beside the DP and Director can change.

o Director/Crew supervisor (works with the FLETC SME to film scenarios) o Director of Photography (can be the same person and the Director) o Production Assistant (to slate and take production notes) o At least Two Camera Operators o Audio Personnel o Grips (to set up and move equipment and lights in a timely manner) o Media Manager (for managing files for Dailies)

However, work during other than normal hours may be necessary to meet project requirements, particularly in the case of filming nighttime events. If this is the case, the FLETC SME shall notify the Contractor of the dates and times that this is required. The cost of working outside of normal working hours and weekends must be considered in the Contractor’s initial bid.
