Department of Homeland Security (DHS) Salvage Vehicles Federal Law Enforcement Training Centers (FLETC) 70LGLY21QGLB00001/0001

Q1. How many vehicles are you expecting to purchase per year/month roughly/per class?

Answer 1: According to the present schedule, we require six sacrificial vehicles for advance program explosive demonstrations or laboratories. That number would increase if the new UPTP (Uniform Police Training Program) IED Explosive Effects Demonstration incorporates a vehicle shot, which I recommend it does. With that in mind—we should have approximately 14 vehicles on the range approximately 12 additional vehicles, to fill the requirements for the first fiscal year. For subsequent option year periods, it is anticipated that 26 to 28 vehicles will be needed per fiscal year. BPA call orders will indicate the number of vehicles needed per training class.

Q2. How many vehicles are you expecting to be delivered at a time?

Answer 2: Delivery is solely up to the contractor as long as the BPA call order is filled to provide the required number of vehicles on the range. Due to the anticipated hectic range schedule, the delivery may vary from two to eight vehicles depending upon consumption.

The intent is not have more than 12 cars on the range at any given time to reduce the space being consumed by them.

Q3. Can vehicles be delivered in multiples of 6 or 8 at a time?

Answer 3: Yes; entirely up to the contractor. Likewise, as vehicles are used, the contractor will remove them as instructed by the contracting officer or designated representative. Sometimes used vehicles remain on the range for a while.

Q4. What will be the condition of the vehicles be after demo? Will you just be using shape charges or more extensive explosives. Do NOT need to know what you are using, only helpful to know if we would need flatbed, Tow truck or dump truck?

Answer 4: Single charge detonations, but no two vehicles react the same to the explosion. Some remain relatively intact while others have extensive damage. A tilt bed tow truck would be the best mode of transportation, unless the contractor uses a flatbed with a crane. Post-blast vehicles do not always track well behind a tow truck or are even towable.

Q5. Can you also provide the previous/past contract number for this solicitation?

Answer 5. HSFLGL-16-A-00003
