2. GENERAL DUTIES AND RESPONSIBILITIES. Contractor will be responsible for providing personnel during exercises to serve as Role Players, Civilians, Team Translators, and execute those duties as identified in the training scenarios. A total of 10 Role Players will need to be fluent speakers in Arabic, i.e. North African Arabic, Levantine Arabic, Iraqi Arabic and all Role Players will have to be able to pass a criminal history. At least 80% (8) of the Role Players will be male. At least 50% (5) of the Role Players will be able and willing to wear customer provided body armor and helmet for up to one (1) mile of walking. At least 50% (5) of Role Players will be able to run at least 100 meters without stopping, crouch, kneel, and carry 40lbs while conducting these activities.

The Contractor personnel will possess strong oral communications skills and pass a background check, performed by the Contractor, which would not preclude them from handling weapons, ammunition, or pyrotechnics, or would otherwise in good faith represent a risk to U.S. military personnel. All Role Players cannot have a qualifying conviction for domestic violence that would preclude them from handling/possessing firearms in accordance with the Lautenberg Amendment.

All contractor personnel utilized under this program will be U.S. citizens and able to read, write and understand English. Upon assumption of duties, personnel will be required to sign a non-disclosure agreement.

The government will provide and utilize the following items and therefore role player personnel will be fully qualified to operate: M-4/M-16/GAU/GUU or similar variant Non-Lethal Training Munitions, AK47 and similar variants (MAK90, AK74, etc.), Blank ammunition.

The Contractor is responsible for providing lodging, food, clothing, and water in support of the 10 contracted personnel used as role players during the course.

3. COURSE OVERVIEW: USAFSIA Det 1 conducts year round Expeditionary Combat Support training and exercises at Joint Base McGuire Dix-Lakehurst, NJ. This course provides predeployment ground combat skills training for Air Force Office of Special Investigations (AFOSI) Special Agents who are preparing to deploy worldwide.

Training will normally occur Thursdays through Thursday for Counter Threat Operations Course (CTOC). This course will require 6 days total of Role Player, Foreign Language Speakers and opposing forces services. On all 6 days, 10 personnel will need to be fluent in Pashto or Dari and a minimum of 50% will have a verifiable DoD SECRET security clearance.

Instructor Support: Role Player and Foreign Language Speakers will act as villagers and linguists during AFOSI Detachment 1 training exercises to enhance current training operations by providing a realistic cultural environment in which students can learn and appreciate the situations they will encounter while deployed. This requirement supports team and individual training in an indoor or field environment in any weather (rain, snow, sleet, or sun) by enhancing training with cultural/national expertise and language skills. Contractor employees will be given scripts to review and learn in order to portray assigned tasks as Role Players.

Role Player Support: As required, provide 10 Foreign Language Speaking (Arabic) role players for all 6 days, up to 10 hours per day, with 4 classes in each Fiscal Year. Will consist of personnel integrated into military or civilian scenarios using real military weapons, equipment and vehicles performing the duties of foreigners, merchants, rioters, protestors, laborers, other country nationals, severely-injured personnel, displaced persons, refugees, dignitaries, etc. Role players may be required, dependent upon position within the exercise scenario, to ride in government owned vehicles (SUVs).

Miscellaneous Requirements: Personnel assigned under this task order will be physically fit to conduct basic infantry skills to include running in all terrains, climbing over obstacles and carrying no more than 25lbs of gear in inclement weather conditions during all seasons.

Personnel will be able to perform role player duties in an austere environment with limited infrastructure (lack of running water, power, HVAC, etc.) Role players may be used in urban/mounted operations training and may be shot at with blank-firing weapons or dye marking cartridges (non-lethal training munitions, or paintball). Personnel will be able to perform duties in safety gear required for non-lethal training munitions or paintball.

All contractor personnel assigned will have access to information which may be subject to the Privacy Act of 1974. The contractor is responsible for ensuring all contractor personnel are briefed on Privacy Act requirements and shall ensure that all assigned personnel understand applicable security polices and directives. Personnel who knowingly violate security policies or directives shall be dismissed.

Safety Equipment: It is the contractor's responsibility to ensure all personnel have the appropriate weapons certification as approved by DoD and the following regulations: Gun Control Act of 1968, AFMAN 31-229, AFMAN 91-201, AFI 91-205. All stated guidance can be located at http://www.e publishing.af.mil/ or is publicly found via the internet. The contractor shall ensure that all assigned personnel understand applicable weapons safety policies and directives. Personnel who knowingly violate safety policies or directives shall be dismissed.

Detachment 1 will provide groin, neck, and facemask protection for contract personnel during specific scenarios requiring such items to be worn (non-lethal training munitions, or paintball).

Training Location: Training location will be at Joint Base McGuire-Dix-Lakehurst, NJ and associated ranges.
