1. Would a grace period to obtain a location to setup in be negotiable prior to starting contract work?
With CO approval, a short period can be negotiated to find a suitable location that meets the requirement of the SOW. The contractor must provide a maximum effort, during this period, to respond to requested service calls. The contractor shall respond to emergency service calls in accordance to the SOW during this period. The length of this period shall not exceed 1 month from date of award without written justification, expected date of start-up, and approval from the CO.
2. What is an estimated annual hours for each month according to past terms?
The estimated annual hours of service, using the past 59 months of history, is 574 person-hours per year. The range is between 472 hours to 882 hours per year. Below is breakdown of man-hours by FY per month. (Please note FY19 is not complete.)

3. How many technicians are we required to have available?
The quantity of technicians required to meet the requirements of the SOW is up to the contractor. Past history indicates 1 fully qualified locksmith with multiple years’ of experience covering a wide range of commercial and residential work with varying types, models and manufactures of locking hardware can fulfill the requirement. There have been 2 times in the past that the contractor brought one assistant in to help perform the task in a timelier manner. This was the contractors’ decision and not a requirement of the Government. The contractor also uses a different staff member for safe penetration calls but again this is a contractor decision.
