1.1.1 Background:

Due to the extensive flooding brought on by Hurricane Matthew the first floor of all three dorms sustained water damage. The following work has already taken place;

1. All drywall below the four foot height in buildings 185 and 187 has been removed. Since the 2nd thru 5th floors of these buildings are still occupied and in use the drywall in the lobby and elevator areas has been replaced with unfinished drywall with one layer of tape and mud applied. In B186 the drywall in the lobby and elevator areas has been replaced and painted.

2. The carpet in the corridors and dorm rooms of B185 and B187 has been removed. Carpet has been removed in the 3 affected dorm rooms only in B186 (rooms 111, 113, and 146).

3. All of the water closets have been removed from the bathrooms in B185 and B187 and are currently stored in each dorm room. The water closets are still in place in B186.

4. The flooring has been removed from all dorm rooms in B185 and B187 with the exception of VCT or ceramic tile in the tub/toilet room.

New work required

General

Behind each building there are located 26 HVAC condensing units located on concrete slabs. The associated disconnect switches are attached to the building adjacent to the condensing units. The condensing units are grouped either 4, 5, or 6 on a common slab, with a total of 5 slabs behind each building.

Properly remove and collect refrigerant from HVAC systems. Disconnect and set aside the condensing units and their associated disconnect switches. Build a treated-wood platform above each of the slabs. For the three slabs that are roughly square (3 per building), make the platform approximately two feet longer and two feet wider than the slab. For the long narrow slabs (2 per building), make the platform approximately 6 feet wide and 24 feet long. The height of the platforms shall be 48 inches above the height of the respective slabs. Support the platform with 4 x 4 treated posts spaced no greater than 6 feet apart. Use treated 2 x 8 rim joists and joists spaced 16” O.C., nailed with hot-dip galvanized nails. The platform surface shall be 5/4 treated lumber, spaced ¼” to allow drainage. Where the support posts land on existing pad or sidewalk concrete, anchor the post to the existing concrete. Where the posts would land on earth, excavate and pour a 16” x 16” x 12” deep pad and anchor the post to the center of the pad.

Position the platforms near enough to the building that the disconnect switches can be operated and serviced from the platform.

Relocate the disconnect switches and associated hardware four feet higher than their current locations on the side of the building. Reattach the disconnect switches and all associated hardware to the building in the same manner as they are currently attached, and reconnect the power wiring. Set the condensing units on the platforms in approximately the same locations they occupied on the slabs, leaving room around each unit for service. Reconnect the HVAC tubing, power wiring and thermostat wiring to each condensing unit, routing so as to prevent damage. Reuse all existing tubing, wiring and refrigerant to the extent possible. Install new insulation on the vapor return lines.

Evacuate, charge, and test each system for proper operation.

Bldg. 185 1st Floor

General Architectural:

Panels must be braced or nailed in placed until adhesive has fully cured. If nailed, use hardened finish nails to penetrate steel studs; putty nail holes with putty that matches the panel color. Chair rail is to be installed in a similar manner.

1. Q: Would the USG provide the Electrical drawings, per the reference in the SOW (E1.15, E1.16, and E4.1)?

A: Drawings are attached in amendment 0003.

2. Q: Could a second site visit be obtained for a walk through for a subcontractor (which has current base access)? We could make our self-available anytime on the following days: Tuesday 29th, Wednesday 30th, or Thursday the 31st.

A: No additional site visit has been scheduled.

3. Q: 52.228-1 Bid Guarantee (c): Will the bid guarantee be 5% of the bid price?

A: The FAR Clause has been revised. It has added the percentage of the bid price.

Building 185:

4. Q: There is no clear indication of drywall being replaced in the dorm rooms. The

"background" verbiage located on Page 118 of the solicitation states "all" drywall has been removed 4' above finish floor. Please advise if dorm rooms receive drywall/Hardie Panel and provide thickness/type (MR, Type X, etc.) of existing drywall.

A: Drywall has been removed up to a height of 4’ and is to be replaced by Hardie Panel as follows: 1.) All walls of the dorm rooms on the first floor of B185 and B187 and the listed rooms in B186, excluding only the tub/shower areas in the bathrooms where the tub/shower enclosure has not been removed; 2.) All walls of the dorm room corridors and service rooms (water heater, electrical, data, HVAC, elevator service, etc. rooms.) Hardie Panel will not be as thick as existing drywall (above the 4’ height). Contractor must bring the adjoining materials flush either by

1) applying a chair rail with one edge undercut over the joint to accommodate the difference in thickness, or by installing tapered shims under the Hardie Panel near the joint to bring it level with the drywall. One method must be chosen to use consistently throughout, and a test section must be completed for the COR’s approval before proceeding.

5. Q: If the walls of the dorms are to receive drywall 4' above finish floor, will insulation be required? If so, what type of insulation?

A: Batt insulation was removed up to a height of 4’ when the drywall was removed.

Where remaining batts have been pushed up into the wall cavities, they are to be pulled down to flush with the edge of the remaining upper drywall. Expanding closed-cell foam-in-place insulation is to be installed in the lower four feet, where the drywall has been removed. It is to be installed thus: install the Hardie Panel board on one side of the wall; foam the insulation into place; cut the insulation down to level with the metal studs; apply the Hardie Panel to the other side of the wall and finish appropriately.

6. Q: Are the exterior Dorm…
