About this file
This is a Questions and Answers amendment for a federal procurement (Amendment 01 to RFQ 70LCHE26QPFB00002).
The procurement is for four cases of 9mm UTM Battlefield Blank Rounds (BBR), part number 01-3090, with delivery required in the first quarter of Fiscal Year 2027. No substitute ammunition is acceptable; only the specific UTM 9mm BBR product meeting the stated technical specifications is permitted. Technical specifications include a noise level of 148dB, a minimum standoff distance of 20 inches (0.5 meters), non-toxic composition, and compatibility with the UTM 9mm system (barrel insert or pistol configuration) without requiring a blank adapter. The ammunition is not compatible with Simunition Securi-Blanks, 9mm UTM Quiet rounds, or other equivalent products. Quotations must include product literature or technical data sheets, and award will be made to the lowest priced technically acceptable offeror. This is a total small-business set-aside procurement. The quotation deadline is September 4, 2026, at 2:00 PM EST. Deliveries are limited to normal duty hours between 0730 and 1600, with no specific site security, hazardous materials handling, or special packaging requirements beyond standard procedures.
