DEFINITIONS, ABBREVIATIONS, AND ACCRONYMS
Acceptance “Acceptance” means an authorized representative of the Government has inspected and agreed that the work meets all requirements of this contract, to include documentation requirements.
Building A reference to “facility” and “site” is interchangeable with “building”. A man made structure or edifice which services are performed within or on the exterior of the formation and is intended to support or shelter any use or continuous occupancy.
Contract Modification Any written change in the terms of the contract that is bilateral or unilateral.
Contracting Officer (CO) “Contracting Officer” is the person with the overall responsibility for administering this contract.
The CO alone is authorized to take actions on behalf of the Government to enter into, administer, and/or terminate the contract terms and conditions, requirements, specifications, details, and delivery schedules. The CO will make related determinations and final decisions on all contract matters.
Additionally, the CO may delegate certain other responsibilities to his/her authorized representatives.
Contracting Officer’s Representative (COR) “Contracting Officer’s Representative” is the person designated by the CO at time of award and if necessary revised by letter during the contract period to assist him/her in carrying out his/her responsibilities. The responsibilities of the COR include, but are not limited to: evaluating Contractor performance; advising the Contractor of nonperformance or unsatisfactory performance; and advising the CO of any factors which may cause delay in work performance.
Contractor “Contractor” as used in this document refers to the business awarded this contract.
Core Hours Each day beginning 0700 – 1700 hours Monday through Friday, excluding Federal holidays.
Custodial A reference to “custodial” is interchangeable with “janitorial”.
Customer Satisfaction The prompt and courteous resolution of Government concerns resulting in favorable outcomes.
Defective Output or services that do not meet the standard of performance associated with the Performance Work Statement.
Dogging Dogging, the use of a mechanical device called a "dog" to fasten something to something else (for example, doors, hatches, or shafts).

Environmentally Preferable Products or services that have a lesser or reduced effect on human health and the environment when compared with competing products or services that serve the same purpose. This comparison may consider raw materials acquisition, production, manufacturing, products and chemicals, packaging, distribution, reuse, operation, maintenance, or disposal of the product or service.
Fire Protection and Life Safety Systems “Fire protection and life safety systems “ are systems and equipment installed in the building to (1) detect fire and products of combustion, (2) notify building occupants and emergency responders, (3) initiate smoke control and management systems (4) initiate fire suppression systems, (5) control or suppress fires and (6) facilitate or enhance emergency egress. These systems also may communicate with other major building systems for fire and smoke control, elevator recall, and utilities control. Life safety systems and equipment includes emergency lighting, exit signage, special egress door locking arrangements, and exit stair markings.
Green Cleaning Green cleaning is a planned and organized approach to cleaning that uses products and processes that go beyond simple appearance and focuses on reducing impacts on human health and the environment.
Hazardous Material Hazardous material as defined by the US Environmental Protection Agency (EPA).
Heating, Ventilation, Air-Conditioning, and Refrigeration (HVACR) HVACR includes all systems with the function of providing ventilation or temperature control to building spaces. HVACR equipment is a subset of Mechanical, Electrical and Controls equipment and systems, and intersects the definitions of each of these, which includes all components, devices, equipment and associated systems, including compressors, blowers, motors, drive assemblies, fans, service valves, dampers, condensers, cooling coils, piping, pumps, purge units, controls systems and wiring, duct work, burner assemblies, high and low pressure systems, combustion chambers, thermostats and temperature controls, registers, condensate drip pans and drains, grills, evaporators, air filters, and all other items of equipment essential to the proper operation of the HVACR equipment and systems in accordance with manufacturer’s recommendations.
Major Repair Includes all actions to diagnose equipment malfunctions and restoration of broken, damaged, or failed devices, equipment, parts or systems to an acceptable operating or usable condition, that is beyond the scope of services performed under fixed priced portion of this contract, valued at or above $1,500 per repair (for Service Contract Act (SCA) covered work). Major Repairs may be acquired using the procedures set forth in Section C.3.5 (Service Contract Work Request) of this PWS.
Minor Construction SCWR requiring 32 work-hours or less for construction, alteration, renovation, painting, and repair requirements. May be acquired using the procedures set forth in Section C.3.5 (Service Contract Work Request) of this PWS.
Minor Repair Includes all actions to diagnose equipment malfunctions and restoration of broken, damaged, or failed devices, equipment, parts or systems to an acceptable operating or usable condition, that is beyond the scope of services performed under fixed priced portion of this contract, valued below $1,500 per repair (for Service Contract Act (SCA) covered work). Minor repairs may be acquired using the procedures set forth in Section C.3.5 (Service Contract Work Request) of this PWS.
Outside Core Hours Each day beginning at 1700 through 0700, including weekends and holidays.
Operations “Operations” is the continual process of using building equipment systems to accomplish their function, optimize building performance, and improve energy efficiency. Operations includes analysis of requirements and systems capabilities, operating controls and control systems, responding to service calls, touring and observing equipment performance and condition, adjusting equipment, identifying needed maintenance and repairs to equipment, and maintaining lubrication and chemical treatments, etc.
Performance Based Service Contracting The approach in which the Government specifies the results as set forth in outcomes it wants the Contractor to achieve instead of specifying the manner or method of performance. The Government will evaluate the performance outcomes rather than the manner in which it is achieved.
Preventive Maintenance (Scheduled and Unscheduled) “Scheduled preventive maintenance” is a program of maintenance activities performed based on a fixed schedule or on equipment runtimes. “Unscheduled preventive maintenance” is all work performed including adjustments and procedures necessary to sustain the proper operation of all building equipment and systems pending a scheduled procedure.
PM (Preventive Maintenance) Includes, but not be limited to, periodic inspection, testing, cleaning, touch-up painting, lubrication, and adjustment; insulation of equipment; lubricating and oil replacement; filter cleaning and replacement;
minor parts replacement, and repairs required to keep systems and equipment in optimum operating condition and to minimize malfunction, breakdown, and deterioration of equipment and comply with OEM requirements.
Preventive Maintenance Service Preventive Maintenance Service is the care and servicing for the purpose of maintaining equipment and facilities in a satisfactory operating condition by providing for systematic inspection, detection, and correction of incipient failure either before they occur or before they develop into major defects.
Qualified Personnel “Qualified” is defined here to mean having experience in work which can reasonably be expected to enable the person to perform satisfactorily under this contract.
Quality Assurance The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
Quality Assurance Surveillance Plan (QASP) An organized written document specifying the surveillance methodology to be used for surveillance of
Contractor performance. Also, a program implemented by the Government to evaluate the output quality and responsiveness of the Contractor to ensure that the Government receives the intended services at an acceptable level of performance. The Government’s Quality Assurance Program is not a substitute for the Quality Control Program implemented and administered by the Contractor.
Quality Control All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
Quality Control Program The Contractor’s complete system for identifying and correcting deficiencies in the quality of services before the level of performance becomes unacceptable. Preparation of the written plan is the responsibility of the Contractor. The Contractor is responsible for QC and for offering the Government only high quality supplies and services.
Repair A “repair” is an act of restoring inoperable, dysfunctional or deteriorated equipment, systems, or material to a fully functional, non-deteriorated state. Repairs usually involve some combination of labor and replacement parts, components, or materials.
Roof Systems Consist of, but are not limited to: built-up, antenna, asphalt and fiberglass shingles, rubber membrane, corrugated metal, and standing seam metal roofing types.
Sanitary Sewer System
System consists of, but is not limited to: sanitary sewer lines, main connections, septic tank systems, oil/water separators, and grease traps.
Service Calls Unscheduled maintenance of equipment and systems; installation of equipment and miscellaneous items; locksmith services; relocation of equipment, materials, and devices; and miscellaneous services.
Service Contract Work Request (SCWR) SCWRs are requests for services by the Government that the Contractor will provide at an additional cost to the Government, to include supervision, supplies, and materials; labor (as approved by the CO).
The services are not scheduled, routine, or already established work that is covered under the Firm- Fixed-Price (FFP). It is expected the Contractor will complete SCWR’s within core business hours.
Storm Water System Storm sewer lines, risers, inlets, catch basins, sump pumps, surge tank, perforated sub-drains, oil/water separators, and piping.
Subcontractor One that furnishes supplies or services to or for a prime contractor or another subcontractor.
WebControl A system controlling and monitoring building HVACR, and possibly other systems, to include all device, field, and global controllers; instrumentation; networking infrastructure; computers and peripherals;
software; programming; database files; and licenses.
Work Week Monday through Friday, unless specified otherwise.
