About this file

This document is a Justification Supporting a Request to Enter Into an Acquisition Using Other Than Full and Open Competition for the Department of Homeland Security's Federal Law Enforcement Training Centers (FLETC). The procurement is for HSI's ASHI CPR/AED and Basic First Aid course package, which will be acquired on a sole source basis. The training program helps develop first-aid knowledge and skills, is consistent with 2015 National First Aid Science Advisory Board recommendations, and meets OSHA's best practices for workplace first aid training. The curriculum includes a blended online training program with Otis Learning Manager, instructor guides, on-line videos, and certification cards for students and instructors. FLETC has standardized on this curriculum across multiple partner organizations, including UPTP, BIA, BFAST, and USBP, and requires face-to-face evaluation of practical skills by an authorized instructor for certification.

JUSTIFICATION SUPPORTING A REQUEST TO ENTER INTO AN ACQUISITION USING

OTHER THAN FULL AND OPEN COMPETITION - SIMPLIFIED ACQUISITION

PR No. Requestor:

Office Code: GPTD/PTB/OAO Phone No.

1. Introduction: Pursuant to Federal Acquisition Regulation 13.106-3(b)(3)(i), the following data is furnished to the Contracting Officer to support the requisitioning office's request that the items/services identified on the above-mentioned PR be obtained using other than full and open competition. The Requisitioning Office understands that a contract may not be awarded on a sole source basis unless the Contracting Officer approves the request for Other Than Full and Open Competition.

2. Identification of Agency, Contracting Activity and Document. The Department of

Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC), Mission and Readiness Support Directorate (MRSD), Procurement Division (PRO), Justification and Approval for Other than Full and Open Competition (Sole Source).

3. Nature and/or Description of Action Being Approved. PRO intends to purchase

HSI’s ASHI CPR/AED and Basic First Aid course package on the basis of other than full and open competition (Sole Source).

4. Description of the Supplies or Services Required to Meet Agency's Need & the

Estimated Value. ASHI CPR/AED and Basic First Aid combination training was created to allow instructors an easy option for students seeking a comprehensive training class.

The program helps develop basic first-aid knowledge, skills, and the confidence to respond. This training is consistent with recommendations of the 2015 National First Aid Science Advisory Board and OSHA's Best Practices for First Aid Training Programs in the Workplace. The program stresses the basic steps to follow in any emergency, stopping massive bleeding, beginning with the most important step- the decision to act-and helps students confront their fears of getting involved and giving care. The program explains the emergency medical services (EMS) system, emphasizes the need for rapid medical assistance in an emergency, and provides instruction on appropriate care for a variety of injuries and sudden illnesses that responders may encounter. The HSI course package includes ASHI's CPR/AED and Basic First Aid Blended online training program for students and instructors with the Otis Learning Manager, Instructor guides and On- Line Videos, and Certification cards for students and instructors. The total estimated cost of this procurement is

5. Proposed Contractor's Unique Qualifications/Nature of Acquisition Requiring Use of Other Than Full and Open Competition. The FLETC and its Partner Organizations, through multiple Curriculum Review Conferences, have elected to use the ASHI

CPR/AED and Basic First Aid course package for all basic and advanced students as discussed in paragraph 6 below. Through standardization on this curriculum, FLETC is now an ASHI- ce1iified training facility. This curriculum is only available through HSI.

Purchase on a sole source basis is required in accordance with FAR 13.106-l(b)(l).

6. Additional Supporting Facts for Use of Other Than Full and Open Competition.

None.

7. Evaluation of Other Potential Sources. The core curriculum in all CPR programs is the same. The FLETC and its partner organizations through multiple Curriculum Review Conferences elected to use the ASHI CPR/AED and Basic First Aid course package for all basic and advanced students. The ASHI modular system has allowed the FLETC to customize training to meet the current needs of law enforcement and include modules such as Naloxone to combat the opioid epidemic. ASHI's blended learning option allows students to take the cognitive option of the course online and then have FLETC instructors conduct the practical exercise portion instead of administering a written evaluation. ASHI does not offer, recognize, or accept any online-only layperson CPR, AED, or First Aid certificates. Certification of participants requires face-to-face evaluation of hands-on skills by an authorized instructor to verify skill competency. This is consistent with the FLETC's Evaluation and Analysis Branch requirement that Enabling Performance Objectives in the psychomotor domain be tested with a practical exercise. UPTP, BIA, BFAST and USBP all receive the same information, but each in a slightly different format.

8. I certify this requirement meets the Government's minimum need and that the supplying data which forms a basis for this justification, is complete and accurate. Mission-critical item related to the direct delivery of law enforcement training for USBPI, BIA, UPTP, and BFAST programs. BT/RT Funds.
