Sole Source Justification for Simplified Acquisitions (over the micro-purchase threshold and up to the SAT) Template Rev. 1/30/2018 1-1 interface issues that would preclude the system’s support team from providing efficient and effective customer support to the disaster survivors. The program office recommends that this be a Firm-Fixed Price Task Order directly to Aspect Software as this is proprietary software and Aspect does not have any resale agreements with vendors on the GSA Schedule or on DHS Strategically Source Contracts.
3. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106-3(a)(2). (Check one and provide short explanation or description of action taken):
Market Research.
Comparison of the proposed price with prices found reasonable on previous purchases.
X Current price List.
Comparison with similar items in a related industry.
Comparison to IGCE.
Contracting Officer’s personal knowledge.
Other.
FEMA currently has a contract with Aspect and the pricing for the maintenance and the rates were determined fair and reasonable at time of award. C3MP will eventually replace the eWFM software and this was competed for a more favorable pricing for the Government. However, that solution is not rolled out at this time for the electronic workforce management tool. The program is transitioning from the Aspect eWFM solution to the C3MP solution but due to 2018 disaster activity, and the Government shutdown in 2019 additional time is required to fully transition. Therefore, the government must maintain the current solution with the Aspect Software until it can be decommissioned.
