Competition. 41 U.S.C.3304(a)(1) implemented by the FAR Subpart 6.302-1 entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
4. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited. FEMA’s 2018-2022 Strategic Plan, Strategic Goal II. Ready the Nation for Catastrophic Disasters, Objective 2.1 Organize the “BEST” (Build, Empower, Sustain, and Train) scalable and capable incident workforce requires the highest of quality instruction focused on the unique mission and challenges of the agency in order execute this objective. Advanced leadership skills are a necessity in order to lead our workforce during times of disaster into successful outcomes under distress. FEMA Region 10 has researched applicable leadership training solutions and peer reviewed feedback on courses to determine the most suitable course for our needs. It was determined that the Leadership that Shapes the Future is the best course to fulfill mission needs. Other leadership programs considered were either provided in the past or did not meet the level and direct focus sought to build the required leadership skills. The University of Washington Foster School of Business is the only current provider of this curriculum, in addition to being able to accommodate special requests for adapting the curriculum to meet our needs;
therefore, we request that a sole source be approved for this program delivery. The defined curriculum will assist in closing identified gaps in leadership skills here at FEMA Region 10. If the requested program is not delivered, the leadership skills required to meet our mission needs may be hindered and service to state, local, tribal partners as well as to disaster survivors will suffer.
5. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable.
