About this file

This is a Contractor Questions and Answers document providing clarification on RFQ 70FBR926Q00000032 issued by the Federal Emergency Management Agency (FEMA) for vegetation and tree cutting services to create firebreaks at 250 Fleming Road, Lahaina, Hawaii. The solicitation is a 100% small business set-aside using simplified acquisition procedures with a quote due date of September 14, 2026 at 1:00 PM Hawaii Standard Time. The requirement involves three firebreak areas totaling approximately 3.33 acres: Firebreak Area 1 (1,584 ft long × 50 ft wide = 1.82 acres), Firebreak Area 2 (468 ft long × 50 ft wide = 0.56 acres), and Firebreak Area 3 (825 ft long × 50 ft wide = 0.95 acres), with vegetation heights required to average six inches or less upon completion of base work and all authorized maintenance cuts.

Key contractual requirements include pricing base work and each of three potential maintenance cuts separately, with the grand total comprising the base plus all options. All cut vegetation, trash, and debris must be removed from the site in accordance with County regulations; mulching and leaving materials in place is not permitted. The Contracting Officer will designate a staging area for contractor use. Contractors must conduct their own quantity estimates for dead trees, live trees requiring trimming, and debris volume, as the government does not provide these estimates. A mandatory site visit was scheduled for September 9, 2026, with property line marking planned by September 11, 2026. Subcontractor references and performance history may be evaluated as part of the prime contractor's submission.

2. Whether a site plan or acreage exhibit is available. SOW Exhibit A is the only available site plan. Acreage estimates are provided in the answer to Question 11.

3. Whether three directly related references from a proposed subcontractor may be evaluated as part of the prime contractor’s submission. All documents submitted will be used as evaluated material. Subcontractors’ history can be used for evaluation.

4. Whether a designated local subcontractor may attend the September 9 site visit on the prime contractor’s behalf. Yes

5. The deadline and required format for submitting attendee names. Email with the name of the company and the attendees’ names.

6. Required handling or disposal of cut vegetation and green waste. SOW Sections 2.1.5 and 2.2.6 specify that cut vegetation, trash, and abandoned items shall be disposed of in accordance with County regulations. Contractors are responsible for knowing the regulations.

7. Equipment-access limitations and any restrictions on staging, mulching or hauling. SOW Section 4.15 states that the COR will designate an area for the Contractor’s use while performing firebreak tasks. The SOW doesn’t allow vegetation to be mulched and left in place. All cut vegetative materials must be removed from the Kilohana site.

8. Whether base work and each of the three potential maintenance cuts must be priced separately. Yes. The grand total will be the Base plus all of the Options.

9. Whether the average six-inch vegetation-height requirement applies at completion of each cutting authorization. The six-inch average height requirement applies to Task One and all authorized performances of Task 2.

10. Approximately how long is the length of the road that needs the firebreak cut?

The length of Lower Cane Haul Road from PT. 102 to PT. 105 is approximately 468 ft. The length of Lower Cane Haul Road from PT. 102 to PT. 106 is approximately 1,584 ft. The points mentioned above are marked on Exhibit A.

11. To support accurate pricing for the Kilohana firebreak requirement, could you please confirm the total square footage or acreage of all three firebreaks, as well as the area of each individual firebreak?

Exact acreages for the firebreak areas are not available. The approximate areas listed below can be used for estimating purposes.

Firebreak Area 1: 1,584 ft long x 50 ft wide = 79,200 sf = 1.82 acres +/-

Firebreak Area 2: 468 ft long x 50 ft wide = 23,400 sf = 0.56 acres +/-

Firebreak Area 3: 825 ft long x 50 ft wide = 41,250 sf = 0.95 acres +/-

12. We would also appreciate any available estimates regarding the number and approximate size of dead trees, the number of live trees requiring trimming, and the anticipated volume of vegetation and other debris requiring removal and disposal. Estimates of the number of dead trees, live trees requiring trimming, vegetation volume, and debris removal are not available. SOW Section 1.2.C states that site visit was scheduled to give Contractors the opportunity to observe the existing conditions. Contractors shall develop their own quantity estimates.

13. Has the government already marked off the property line, or is there an estimated time (ETA) for when that will be completed? The government plans to mark out the property line by September 11, 2026.
