Questions and Answers

1. Is this service set up for the housing residents in Maui?

This service, if we decide to move forward, would be set up for disaster survivors residing at a government temporary housing site in Lahaina, Maui County.

2. What is the duration of the laundry service contract for this site?

The period of performance is expected to be 3 years to 5 years.

3. Does the laundry service have to be set up at the same location where the housing residents are living?

Yes, the RFI is regarding a laundry operator at a facility where the residents are living and must be there.

3a. If so, is there a structure set up for washers and dryers or is FEMA looking for containerized facilities to be temporarily set up?

If we decide to move forward there will be a facility for washers and dryers (the operator would install and maintain the washers, dryers, and other necessary equipment) to be installed.

3b. If not, what radius do they need to be within to serve the residents with their existing facilities?

Not applicable. The RFI is for an operator at a structure on site.

4. The RFI includes dry cleaning services. I presume if dry cleaning service is requested that would be a different setup. Is this correct? Would it be up to the Contractor how to accomplish this option?

The RFI does not include dry cleaning services. If the respondent to the RFI wants to include dry cleaning services and it follows all applicable codes and regulations then it would be considered at that time. However, to be clear it is not a requirement of the RFI.

5. Who covers the utility cost?

The utility costs would be covered by FEMA.

6. What are the operating hours for the facility?

The operating hours would be at least 8 hours/day and at least till 7pm, 6 days/week. If the potential contractor would like to stay open longer and the facility remains safe and sanitary then longer hours of operation would be considered.

7. Would the contractor be required to provide laundry detergent and dryer sheets?

The potential contractor would not be required to provide laundry detergent, dryer sheets, etc. free of charge but if the potential contractor wanted to provide it via vending or other method then this would be considered.

8. Would any other furnishings be required to be furnished for the laundry mat like folding tables, chairs, etc.?

Furnishings outside of those required to meet all local codes and regulations and for residents to be able to wash and dry their clothing with machines would not be required. However, if the potential contractor would like to provide additional furnishings such as folding tables, chairs, vending machines, etc. then this would be considered.

9. Does the Awarded Contractor have to be a resident of HI or can the operation team be a small business owner and longtime residents of HI?

There is no requirement for the potential contractor to be a resident of Hawaii. However, the facility shall be maintained safe, sanitary, and maintained. Additionally, any interested contractors must be registered in SAM.gov (register here: Entity Registration | SAM.gov) to be considered for award.
