Statement of Work (SOW)

Celina 15' x 15' Master Series Frame Tent, & 1 Piece Tent Top

D.1. Attachment 1

Background:

FEMA requires humanitarian tents to provide a soft sided shelter system solution for disaster survivors impacted by Super Typhoon YuTu in the Common Wealth Northern Mariana Islands (CNMI).

Requirement:

Specifically, FEMA has the need to procure 51 Celina 15’ x 15' Master Series Frame Tents, in Solid White colors. Due to the market non-availability of FEMA’s standard Celina modified tent shelter system and the urgent emergency response need. FEMA is now pursuing a suitable substitute to meet the needs of disaster survivors in CNMI.

The vendor shall provide the identified amount of Celina 15' x 15' Master Series Frame Tents. The vendor then shall retrofit all identified Masters Series Frame Tents 15’ x 15’ tents. The windows shall include screens that equate to mosquito netting and have UV protection. The tent material shall contain industry and commercial standard fabric consisting of Polyvinyl Chloride (PVC) used to construct tents, shelters, canopies, and structures. The PVC laminated materials are typically available in 10oz, 14oz, 16 oz. and 18oz weights. The PVC coated polyester must meet all fire rating standards identified below and are approved for interior and outdoor applications. The PVC fabrics must be fabricated using mildew resistant and UV blocking additives. Additionally, the overall tent assemblies shall be fire resistant. The tents must meet or exceed following fire resistant standards: NFPA-701; CAPAI-84; ASTM D 6413; BS5438; BS7837 (1996) or DIN 4102-B1.

The fire resistant & UV rated up to 1,000 hours. The tent wall will be modified to include one (1) 4 foot roll up door without netting and mesh; one (1) 24” tall and 14’6” long window will be added to each side wall providing two long windows per shelter. The back wall will be solid.

The Celina 15' x 15' Master Series Frame Tents shall include as a minimum the following components and quantities to complete a tent assemble.

Retrofit tent assembly contains a door with walls and windows.

Retrofit includes adding sides with windows, zipper roll up door without netting and a solid 15’wall.

Celina will modify walls using different sizes while maintaining the same characteristics.

Windows are screened to allow for ventilation and include mosquito netting.

Labeling/Packaging:

Note: All labeling shall be in accordance with all Federal, State and Local government and municipal requirements.

The contractor shall provide all information regarding the weights dimensions and configuration of the product being labeled and packaged.

The contractor shall label each sealed pallet and/or container in accordance with the following minimum requirements:

(1) A statement identifying the item, if applicable.

(2) The name and place of business of the manufacturer, packer, or distributor.

(3) Net quantity of contents in terms of weight, measure, or numerical count (measurement must be in both metric and inch/pound units), if applicable.

Production/Delivery Schedule Requirements:

The vendor shall provide all information regarding the production and delivery schedule upon request from FEMA.
