Questions Answers

1 Is the terrain mountainous, hilly, or flat for the majority of the homes?

It depends on the area. For planning purposes consider most of them hilly.

There are winding and steep roads in the rural areas.

2 What type of soil condition exist at the sites?

The soil is typical for northern California, except that the top layer has suffered fire damage. Specific information can be found at:

3 Are rock anchors required for the majority of the sets?

Will be site dependent and per local code

4 Do we tie in to existing plumbing lines or put in septic systems?

Where plumbing lines exist, the contractor is expected to use those. The lack of septic/plumbing at the site will be found during the site inspection.

If it is lacking, the contractor will note, mark the site as “soft infeasible,” and send back to FEMA for determination.

5 Is FEMA accepting quotes from companies outside of the Disaster Area?

Yes. However, Local Area Preference will be given in accordance with the Stafford Act requirements.

6 Do companies in the disaster area get a pricing preference similar to Hubzone pricing on unrestricted solicitations?

A Local Area Preference will be given to Local firms in accordance with the Robert T. Stafford Act.

7 Where are the attachments to the solicitation posted?

8 What does "local preference" mean? Does that mean maybe a percentage allowance on price? (Since this is LPTA)

See clause attachments or FAR 26.202-2. More than likely it will include a price preference for firms within the Local Declared Counties of DR-4344.

9 Is local preference a REQUIREMENT for award? See above items 7 & 8.

10 In regards to "local preference", does it count if one of our subcontractors has been doing business for years in one of the designated counties? Or does the

OFFEROR have to show local presence.

Any subsequent Awardee would need to have a Local Presence in accordance with FAR 52.226-3b, c, d. Review the Solicitation attachments.

11 If a subcontractors local presence counts, does that sub have to be registered in SAM?

See above item 10. Also review the attachment FAR 52.226-5.

12 In regards to "local preference", AND it is the

OFFEROR who has to show it, does it count if we have only for the purposes of this contract located our office in one of the counties, or did that office have to be in existence prior to the solicitation of this proposal?

13 Attachment 2 – Past Performance Questionnaire due by 11:00am PST today, we may have an issue with that since we don't have the PPQ Attachment

The PPQ is attached within the Solicitation. See above item 7.

NOTICE on turnaround.

We understand that time is of the essence here but would respectfully ask that the deadline for both be extended until MONDAY Nov 20 9:00am PST so that we could have the weekend to gather up all the requested information and submit a quality proposal.

The FEMA Program Requirements Office has not authorized an extension.

15 Can FEMA provide a breakdown for the 150 units to be installed?

For now, we anticipate 50/50, but will have a preference for commercial sites as they come available.

16 Does FEMA plan on making multiple awards?

Please read the Solicitation. This will be a Single Award!

17 Can FEMA provide a breakdown as to how many units are expected to be installed in each area listed? This will have impact on figuring transportation cost & crews required to perform.

We don’t have specific data available. We anticipate most of the units to be installed in Yuba, Medicino, and Lake counties. We do not expect any for Sonoma or Napa.

18 Can FEMA provide how many units are located at each of the staging yards listed?

a. McClellan

b. Vallejo

McClellan has the majority (over 90), the rest are at Vallejo (approx.. 15)

19 Has FEMA performed the SIR’s? Will those completed SIR’s be issued with the install work orders?

FEMA has completed a handful. They will be provided to the vendor along with the install WOs.

20 It is our understanding the State was going to issue an executive order concerning the installs for temporary MHU’s in an effort to standardize the process.

a. Has that been issued?

b. If so, can that process be provided?

The vendor is expected to obtain, be familiar with, and obtain these standards and abide by them.

21 If there is no standard process,

a. Will insulted skirting be required on each unit?

b. Will pads be required to ensure proper drainage on each unit?

Yes. Please read the SOW.

22 1) Can the time to submit PPQ’s be extended to match the time the proposal is due?

The time to submit PPQ’s is extended to match the time the Proposals are due.

23 Was it your intent to include all of the counties set forth in DR-4344? I see that Orange County is included although not in the original Sources Sought notice.

No, Orange County is not included. Just the seven counties identified in the

SOW.

24 Also, is this an all or none bid? It would appear that you are only going to award to one LPTA contractor who can provide coverage to all areas.

All. Single Award. See above item #16.

25 Do you anticipate hauling any MHU's to Orange County? If so will there be a CLIN for additional mileage?

No

26 Will the skirting be insulated or non- insulated?

Insulated. This is spelled out in the SOW.

27 Will there be a staging yard in Orange county?

No
