I. BACKGROUND

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) relies on robust enterprise audio, visual, and video teleconferencing systems and services to support its day-to-day activities as well as mission-critical activities during natural disasters, man-made disasters and other contingency operations. FEMA’s mission is to reduce the loss of life and property and protect communities nationwide from all hazards, including natural disasters, acts of terrorism, and other man-made disasters. FEMA leads and supports the nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery and mitigation.

FEMA Region VII is relocating from: 9221 Ward Pkwy, Kansas City, MO to: 11224 Holmes Rd.

Kansas City, MO. As a result, the regional office Audio Visual systems are being reviewed and replaced. The Region is looking to upgrade their technology in order help in the collaborative efforts needed in a disaster. The goal being to create interactive, state of the art conference rooms that can be simultaneously connected within the RRCC and RWC, to Federal, State, Local, Tribal Nation partners and across the FEMA Enterprise Network.

II. SCOPE AND GENERAL REQUIREMENTS

The purpose of this project is to provide AV solutions (design, installation, and maintenance) in the new Regional Office conference rooms, Regional Response Coordination Center (RRCC), to relocate the Regional Watch Center (RWC) from the existing location to the new office and to provide Video Distribution to regional office monitors in the new office.

III. PROJECT TASKS

The following describes the type of tasks to be performed by the contractor under this contract.

Task 1.0 PROJECT MANAGEMENT

1.1 Program Management Tasks. The Contractor shall provide the management, planning, direction, coordination, research and control necessary to accomplish all work requirements contained in this Statement of Objectives.

The contractor shall develop a course of action and schedule necessary to carry out tasks set forth in this SOO. The contractor will identify any risks or constraints which will possibly impact, delay, or prevent a project from moving forward and notify COR and CO immediately.

Then provide a strategy for resolving risks or threats in order to keep the project moving forward. Any constraints, issues, or feedback from FEMA will be provided to the Contractor and the plan will be adjusted accordingly.

Upon award FEMA will provide the successful Contractor with a Post Award Document template which the contractor will complete and present to FEMA during the Post Award Meeting and before any work begins. The document will include:

Task 2.0 REQUIREMENTS

2.1 Meeting Rooms - The contractor shall provide and install Twenty Two (22) meeting rooms

‐ Huddle Room (13 Rooms - 126, 204, 207, 208, 222, 224, 227, 228, 229, 231, 249, 250,

272) Minimum Requirements to include:

‐ One NEC E-Series (or equal) 55” Display W/Built in Tuner (Mounted on wall) ‐ Crestron Mercury Tabletop Conference System. CCS-US-1-AV Conference phone capability (Through Crestron Mercury) High Def Web Cam (Attached to Crestron Mercury) Scheduling System Integration

‐ HDMI Cable on table - For user Laptop Connectivity. (*See note below) ‐ HDMI Cable under table - For permanently connected PC/Thin Client. (*Note: From

2.2 Regional Response Coordination Center

‐ The A/V Contractor must meet the specifications outlined in the Response Directorate Standardization of Regional Response Coordination Centers (RRCC) and Regional Watch Centers (RWC) RSD-OPS-2016-001

‐ In addition to the standard as defined:

2.3 Relocation of RWC (Room 255)

‐ Disassemble equipment in current Conference Room 202 (9221 Ward Pkwy) ‐ Disassemble furniture in current Conference Room 202 (9221 Ward Pkwy) ‐ Move furniture and equipment from 9221 Ward Pkwy to 11224 Holmes Rd ‐ Reassemble furniture in new Conference Room 255 (11224 Holmes Rd) ‐ Reassemble and Install equipment in new Conference Room 255 (11224 Holmes Rd) ‐ Move 2 Codecs and 1 switching unit from existing standalone rack into existing furniture Currently located in standalone rack in Room 205 (9221) Will need to be installed in furniture (to be located in Room 255)

‐ TV/Video connection to each monitor and smartboard/tuning/testing. (From video head end) ‐ Test, Identify, Propose Replacement of non-functional (existing) equipment.

‐ Provide/extend Maintenance plan for all existing equipment

NOTE: Contractor will not be responsible for maintenance of the RWC until work (disassembly) on the RWC under this task order begins.

2.4 Video Distribution Head End

‐ Main Rack(s) to be located in MDF (Room 137) Minimum Requirement to include:

‐ Minimum of 40 input channels Connectivity from 20 Time Warner Receivers (Customer provided) Connectivity from 10 DTV Receivers (Customer provided) Connectivity from 4 Digital Messaging Receivers (Contractor Provided - Below)

‐ Minimum of 4 outputs from head end to:

RWC AV Rack o RWC Panels (8 Displays) o Secure Conference room (3 Displays) RRCC AV Rack o RRCC Panels (8 Displays) o Additional displays (Estimated 4 Displays)

(2) CAT6 Hubs located in MDF (Room 137) and IDF (Room 236) o Video distributed to 75 TVs/Monitors +/- 24 – Digital Messaging Monitors 36 – Conference Rooms/Fixed Offices

2.6 Digital Wall Clocks

‐ Twenty eight (28) Digital 24 hour wall clocks in conference rooms. (Wired and Mounted on wall)

‐ Twenty four (24) Digital 24 hour wall clocks in common seating and break areas. (Wired and Mounted on wall – Locations identified on plans)

‐ Cabling from each location to MDF (Room 137) on the first floor and IDF (Room 236) on the second floor

‐ Two (2) 24 port switches to be connected to public internet for connectivity to time source.

One located in MDF (Room 137) and one in IDF (Room 236)

Task 3.0 DELIVERABLES

3.1 Drawings

The Contractor shall furnish “As-Built” layout of the various items of equipment, their functional relationships, and associated interconnectivity.

3.2 AV Unified System

The A/V Unified System drawings should include:

Separate drawing for the audio and video components of the overall system Separate drawing for the control components of the overall system Must show each of the components/devices being used, and there location within the system The dependencies and connection path (wiring schematic) to each of the devices The equipment layout If the equipment is racked – Rack Elevation Locations A drawing showing the programming design Any local or remote connectivity

3.3 Documentation, Software, Manuals

Contractor shall furnish manufacturer documentation for all new equipment and appliances.

The contractor shall also supply any software or code generated and will include but not limited to anything pertaining to the development of a touch panel.

All user, administrator, or specification manuals

3.4 Training

The Contractor shall conduct training sessions for system users and the technical IT operators.

Two separate training classes will be developed. One will be for the customers who are the general users of the system. The second will be for technical operators and support personnel whom have more background knowledge of A/V systems.

General User Training – Training on using the basics of the system. How to use the equipment within the room to enhance the customers meeting. How to turn on the system from a cold start, bring up a video teleconference, web conference, audio conference, show a PowerPoint presentation, or view a DVD.

Technical Operators Training – Will have the basic foundation of the General User Training but with more of an understanding on how the equipment works and interfaces on a technical level. Troubleshooting skills, quick fixes, and an understanding on how to elicit A/V help and maintenance.

IV. ELECTRICAL LIGHTING AND HVAC

Electrical

If any electrical changes are determined to be necessary to support the A/V technology or customer’s requirements, the contractor will create an electrical design including such items as but not limited to the follow:

Outlet locations Data & telephone drops Power requirements for A/V equipment o Wattage o Amperage

Lighting and HVAC Design Specifications

If a change in lighting or HVAC system is determined to be necessary then the contractor will:

Determine what changes are needed to the lighting and HVAC system The contractor will bring in a subcontractor if necessary that is determine what, where, and how the changes will take place.

A complete list of materials will be created and added to the overall BOM for the project

The Contractor, subcontractor, R7, and the project manager will work with the facility group responsible for the building to ensure how, what, and who is responsible for performing the changes.

A complete design plan will be created and submitted as part of the overall package

V. FACILITY ACCESS

The Contractor shall comply with FEMA Directive 121-1 “FEMA Personal Identity Verification Guidance,” FEMA Directive 121-3 “Facility Access,” and FEMA Manual 121-3-1 “FEMA Credentialing Access Manual,” to arrange for Contractor personnel’s access to FEMA facilities, which includes, but is not limited to, arrangements to obtain any necessary identity badges for contractor personnel.

Contractor personnel working within any FEMA facility who do not require access to DHS or FEMA IT systems and do not qualify for a PIV Card may be issued a Facility Access Card (FAC). FACs cannot exceed 180 days; all Contractors requiring access greater than 180 days will need to qualify for and receive a PIV card before being allowed facility access beyond 180 days.

Contractor personnel shall not receive a FAC until they have submitted a SF 87, “Fingerprint Card,” and receive approval from FEMA PSD. Contractor personnel using a FAC for access to FEMA facilities must be escorted in Critical Infrastructure areas (i.e., server rooms, weapons rooms, mechanical rooms, etc.) at all times.

FEMA may deny facility access to any contractor personnel whom FEMA’s Office of the Chief Security Officer has determined to be a potential security threat.

The Contractor shall notify the FEMA COR of all terminations/resignations within five calendar days of occurrence. The Contractor must account for all forms of Government-provided identification issued to Contractor employees under a contract (i.e., the PIV cards or other similar badges) must return such identification to FEMA as soon as any of the following occurs:

• When no longer needed for contract performance.

• Upon completion of a Contractor employee’s employment.

• Upon contract completion or termination.

If an identification card or building pass is not available to be returned, the Contractor shall submit a report to the FEMA COR, referencing the pass or card number, name of the individual to whom it was issued, and the last known location and disposition of the pass or card.

The Contractor or Contractor personnel’s failure to return all DHS- or FEMA-issued identification cards and building passes upon expiration, upon the Contractor personnel’s removal from the contract, or upon demand by DHS or FEMA may subject the Contractor personnel and the Contractor to civil and criminal liability.
