About this file

This is a Questions and Answers document for FEMA Region 6 Regional Watch Center Renovations (Solicitation 70FBR626R00000012), a Firm Fixed Price contract to construct and renovate the FEMA Region 6 Federal Regional Center at 800 N. Loop 288, Denton, TX 76209. The document addresses 28 clarifying questions regarding project scope, facility requirements, installation procedures, and post-award deliverables.

Key project requirements include delivery and installation of control room consoles (linear style configuration preferred), BRISA 24/7 chairs, and an AELITE AIR 24/7 conference table with required specifications for cable management, motorized sit-stand capability, task lighting, and monitor arm support for up to four 42-inch monitors. The contractor must provide all labor, tools, equipment, and materials; coordinate with the Contracting Officer (CO) or Contracting Officer's Representative (COR) for facility access, loading dock use, and elevator coordination; and remove all packaging debris off-site. Personnel must be U.S. citizens (unless waived), pass NCIC background checks (at least four contractors required), and comply with FEMA badging and escort procedures. Work is limited to Monday–Friday, 8:00 a.m.–4:00 p.m. Central Time, with two-week prior approval required for after-hours work. The contractor is responsible for all delivery, installation, inspection, and acceptance. The Government will relocate existing furniture on-site and maintain Watch Center operations at an alternate location during construction. Design drawings must be completed by a licensed designer with HVAC and electrical systems designed by licensed engineers. The Government will provide limited asbestos drawings post-award, but the contractor is responsible for verification, testing, and removal if asbestos is discovered. The proposal submission deadline has been extended by one week, and the anticipated award date is to be determined pending the Government's review of the acquisition schedule.
