Questions & Answers
1. Is this a Sole Source Bid? The SOW specifies the following components listed below: These items part #’s from one specific manufacturer. Would FEMA accept different manufacturers components with the ‘same or better’ features and functions?
This is not a sole source requirement. It is a brand name or equal to.
2. If the answer to the first question is ‘YES’ can FEMA grant an extension to the
SOW Bid Due date?
The solicitation has been extended until July 7, 2022, at 1:00 p.m. CST.
3. Suggest that instead of installing and mounting temporary PA Speakers, and then dismantling them, FEMA should consider Mobile Speaker Trailers.
There is a trailer mobile based part of the warning system, which state is procuring. FEMA is assisting with procuring the pole mounted system. Therefore, this is a fixed requirement.
4. Suggest an update to the requirements. The RFQ requires the alert activation to be done from a non-networked command control unit which requires personnel to go to a location where the activation unit is. The government would be doing itself a great disservice by not enabling GV activation by way of a NCAS interface which in and of itself requires no hardware and is a pure software installation. Further, a NCAS system would also extend activation of the GV from mobile applications.
This is not a permanent, federal warning system. It is a local temp system by local Fire Departments who will activate this system by LMR network.
