Statement of Objectives

Concrete Pad and Walk Way Extension

PURPOSE

The purpose of the concrete extension project is to provide a stable and safe walking path for pedestrians who must walk between the Federal Regional Center (FRC) building and the Russell Newman Building (RNB).

SCOPE

The scope of work for this order includes surveying the site to ensure it is safe for construction, destruction of existing concrete areas (if applicable) to level the surface, removal and disposition of gravel and of all debris waste, and construction of walkway to extend from where the newer walkway ends to the road and removing all the gravel in that bottom area and pouring concrete.

Any alterations/modifications to existing structures and real property to accommodate the construction crew and equipment must be made whole again.

BACKGROUND

The Federal Regional Center (FRC) is the Headquarters office building for Region 6. This is a complex that houses multiple buildings, offices and parking areas. To the south side of the complex, there is a connecting pathway between the FRC building and the Russell Newman Building, which houses mainly Recovery, Grants and Mitigation personnel.

PROJECT DESCRIPTION and OVERARCHING OBJECTIVES The project will have several functional components Site Survey The purpose of the site survey is to measure and survey the site to determine if there are water, gas or electric pipes in or around the area.

Design Review The purpose of the review is to validate constructability of the conceptual design and ensure it will meet FEMA’s needs, will comply with local, state and ADA building and paving regulations. If permits are necessary, the contractor shall be responsible for obtaining the permits and scheduling inspection visits.

Site Preparation/Demolition/Digging/Gravel Removal In this phase, the contractor should extend the walkway alongside the asphalt Trailer pad until it reaches the gravel area, the gravel area between the end of the asphalt trailer pad and the concrete driveway walkway must be demolished/removed and all debris disposed of, in accordance with local and state laws and regulations. The Contractor shall prepare the area, including completing any digging up of dirt, gravel, and/or other material necessary to ensure the soon-to-be-built extended path is continuous and leveled against the existing path.

Solicitation: 70FBR619R00000017

If applicable, the gravel covering the area between the end of trailer parking and the road should be removed and the site prepared for concrete.

Paving Extension Portion of Walk Path In this phase, the extension to the pedestrian walkway will be built - e.g. concrete flatwork, compacting and finish (broom finish), to allow proper drainage to storm drains. Additional site preparation(s)/modification(s) may be necessary along the adjacent soils to ensure appropriate drainage, stability of soils and retainage of new work. All construction must comply with local, state and ADA building and paving regulations. Approximate area = 828 square feet.

Paving from Trailer Parking to Road If applicable, in this phase the area that extends from the trailer parking to the road will be built -e.g. concrete flatwork, compacting and finish (broom finish), to allow proper drainage to storm drains. Additional site preparation(s)/modification(s) may be necessary along the adjacent soils to ensure appropriate drainage, stability of soils and retainage of new work. All construction must comply with local, state and ADA building and paving regulations. Approximate area = 1750 square feet.

Construction Waste Disposal All demolition/waste materials because of these projects are the sole responsibility/ownership of the selected contractor and must be removed from the job site upon completion. Final site conditions shall be left in as good or better condition as when work commenced. The preferred method is to divert from landfill and recycle/reuse. Least preferred option is to dispose of in a landfill. If disposition in landfill, the Contractor is required to report how much debris (lbs.) and where it was disposed of, for environmental reporting.

Inspection The selected contractor is responsible for obtaining all necessary permits and inspections required by local, state or federal offices. Upon project completion, the FEMA COR is responsible to certify completion of project.

CONSTRAINTS

Time constraints and unforeseen weather delays. Most likely, we will obtain funding for this project towards the end of the Fiscal Year and it will be necessary to complete the project quick.

As this may coincide with hurricane season and any activation of our Regional Response Coordination Center will increase, foot traffic may complicate the project.

Budget constraints. We are restricted by the amount of funds available and not necessarily the amount of funds required.
