Statement of Objectives Concrete Walkway

PURPOSE

The purpose of this project is to provide a stable and safe walking path for pedestrians who have to walk between the Federal Regional Center (FRC) building and the Russell Newman Building

(RNB).

SCOPE

The scope of work for this order includes surveying the site to ensure it is safe for construction, demolition of existing walkway, construction of new walkway, and disposition of all debris waste. Any alterations/modifications to existing structures and real property to accommodate the construction crew and equipment must be made whole again.

BACKGROUND

The Federal Regional Center (FRC) is the Headquarters office building for Region 6. This is a complex that houses multiple buildings, offices and parking areas. To the south side of the complex, there is a connecting pathway between the FRC building and the Russell Newman Building, which houses mainly Recovery, Grants and Mitigation personnel. The current pathway was unavoidably built on slope of about 30 degrees, lined with railroad blocks and filled with crushed granite stones.

PROJECT DESCRIPTION and OVERARCHING OBJECTIVES The project will have several functional components Site Survey The purpose of the site survey is to measure and survey the site to determine if there are water, gas or electric pipes in or around the area.

Design Review The purpose of the review is to validate constructability of the conceptual design and ensure it will meet FEMA’s needs, will comply with local, state and ADA building and paving regulations.

Demolition In this phase, the existing crushed granite stone walkway between the FRC and the Russell Newman Building must be completely demolished and all debris disposed of, in accordance with local and state laws and regulations. This can and may be further broken into separate projects or a phased construction schedule.

Paving Pedestrian walkway and attached flume between FRC and RNB In this phase, the pedestrian walkway will be built - e.g. concrete flatwork, compacting and finish, to allow proper drainage to storm drains. Additional site preparation(s)/modification(s) may be necessary along the adjacent soils to ensure appropriate drainage, stability of soils and retainage of new work. Preparation(s)/modification(s) may include, but are not limited to, slope contouring, geotextile fabric and vegetative ground cover as selected and approved by owner.

Contractor shall form, chair and dowel #3 rebar on 16” centers. Contractor shall pour 4” thick concrete @ 3000 PSI broom finish in pre-defined section. All construction must comply with local, state and ADA building and paving regulations.

Construction Waste Disposal All demolition/waste materials as a result of these projects are the sole responsibility/ownership of the selected contractor and must be removed from the job site upon completion. Final site conditions shall be left in as good or better condition as when work commences construction.

The preferred method is to divert from landfill and recycle/reuse. Least preferred option is to dispose of in a landfill.

Inspection The selected contractor is responsible for obtaining any and all necessary permits and inspections required by local, state or federal offices. Upon project completion, the FEMA COR is responsible to certify completion of project.

SPECIFIC TASK

Pull existing material to include rail road ties, crushed granite, weed control barrier, and road base and pave 1344 SF of walk path with concrete.

2. Remove crushed granite from walkway and relocate to pre-defined area on-site 1344 SF

3. Excavate dirt for flume

4. Compact and stabilize sub base

5. Set outside forms for flume and sidewalk

6. Form, Chair and Dowel #3 rebar on 16” centers – Tie In Flume with Sidewalk

7. Pour concrete 4” thick @ 3000 PSI broom finish on sidewalk

8. Pour concrete 6” thick @ 3000 PSI broom finish on flume

9. Finish Concrete

10. Repair and replace any severely damaged vegetation.

11. Ensure proper drainage is built into the path to avoid washout and erosion.

12. Clean Area

13. Follow all ADA compliant guidance

CONSTRAINTS

Time constraints and unforeseen weather delays. Most likely, we will obtain funding for this project towards the end of the Fiscal Year and it will be necessary to complete the project quick.

As this may coincide with hurricane season and any activation of our Regional Response Coordination Center will increase, foot traffic may complicate the project.

Budget constraints. We are restricted by the amount of funds available and not necessarily the amount of funds required.
