About this file
This document is a Request for Information (RFI) issued by the Federal Emergency Management Agency (FEMA) for its Direct Lease Program to support disaster relief efforts in North Carolina following Hurricane Helene.
FEMA is seeking potential property management companies with available properties in 27 specified counties and tribal areas in North Carolina to lease to the agency for temporary housing for eligible disaster applicants. Eligible properties must meet certain criteria, including being located within a 30-60 minute commute of the affected areas, providing complete and independent living facilities, and complying with HUD Housing Quality Standards. FEMA will enter into lease agreements directly with property owners and pay rent based on Fair Market Rent rates. Property management companies must be willing to act on behalf of the government in all aspects of the lease process. Respondents are asked to provide details on their available properties, property owners, unit specifications, accessibility features, rental rates, and other relevant information. Responses are due by November 6, 2024. FEMA will use the information gathered to determine competition for a future solicitation.
