Vendor #1 Questions

Greetings, I hope this email finds you well.

My name is Moe, and I am writing to you on behalf of Sanford Federal. We are eager to express our interest in the recent set-aside for the local area contract, as outlined in the solicitation number '70FBR424R00000004' . We have carefully reviewed the requirements and specifications of the solicitation and believe that Sanford Federal, in collaboration with our local subcontractor, is well-equipped to deliver exceptional results. We would like to clarify if that is possible under this solicitation, since Sanford Federal is established in the state of Virginia, but our sub-contractor is local.

Thank you and looking forward to hearing from you.

Questions for FEMA Contract

1. Where in TN will the posts be located?

(The entirety of the state of Tennessee)

2. The contract states all equipment will be provided by the Contractor, the contract does not clarify the number of vehicles required or what type of vehicle?

(The type of vehicle is a standard size vehicle that the guards may utilize to patrol a large area that may not be able to be covered by foot) (The number of vehicles will depend on the size and location of a particular post)

3. How many guards will be required for Tier 1 v. Tier 2 background investigation?

(All guards will require a Tier 2 background investigation)

4. How many posts for the 25 guards?

(The number of posts will be determined by the size of the facility and the need to secure the area)

5. What do the hours look like for each shift/post (24/7, 8 hours, etc.)?

(FEMA Security will identify the number of posts required, it will be up to the vendor to schedule the hours for the guards to fulfill the manning on the post, no more than 12hours a shift).

6. How quickly from being awarded the contract will the execution of the contract begin?

(The execution of the contract should begin between 48 from the awarding of the contract).

7. What does the timeline look like for this? This is crucial in hiring potential guards now so we can pass on an accurate hiring date and properly hire, on-board, and conduct background checks to meet the 48-hour turnaround time to execute contract.

(The awarding of a contract and timeline is dependent on when a disaster is declared and awarded, FEMA security can start the background check immediately after the awarding of a contract).

8. All post orders are provided by FEMA under the OEM guidelines.

(This is true, FEMA Security will provide Post Order to all sites and provide Task Orders to the vendors leadership prior to assuming post).

Vendor 2 Questions

How many armed security officers and in what areas of TN.

And do you have the breakdown of how many for each post?

Do your contracted officers have to be from the TN area?

Government Respond:

The State of TN No not at time Read all attachments in its entirely. The local Set documents is #6.

We would really like to bid this but based on our interpretation of ATTACHMENT 6: Local Area Documentation Requirement RFP: Paragraph C since we have not been doing business in the state of TN nor have, we been doing the same business in the state of GA for 12 months we do not qualify.

Would this be a correct assumption?

We would like your confirmation.

Government Respond:

This requirement is for the State of Tennessee (TN). The Local Area Set - A - Side. FEMA Region IV headquarter is in Atlanta, GA.

Yes, your assumption is correct.

If you can answer the questions in the Attachment 6. And respond to the other attachments; you can send in a proposal.
