INTRODUCTION/BACKGROUND
FEMA Response Directive RSD-OPS-2016-001, “Response Directorate Standardization of
Regional Response Coordination Centers (RRCC) and Regional Watch Centers (RWC)”, calls for formalized standard baseline requirements for all RRCCs and RWCs to ensure the necessary baseline capabilities exist to support FEMA’s mission. This standardization includes facility space, equipment, and connectivity. The budget for maintenance contracts and lifecycle repair/replacement to maintain the baseline standards for all RWCs and RRCCs will be maintained by the FEMA Response Directorate, Operations Division.
SCOPE OF WORK
This Scope of Work (SOW) will consist of a refresh of the core audio visual integration (AVI) components of the current Region III RWC configuration as built in 2011. This will include a new Crestron DigitalMedia routing system, CATV receivers, and Crestron Control system. The existing displays, mounts, sources, audio system, and rack(s) will be reused. The Appendix to this Statement of Work is the full equipment list for the current and core replacement parts.
Additionally, it is expected that FEMA shall own all rights to software or code ultimately created under the implementation phase of the SOW. Therefore, only non-proprietary code should be considered as a viable proposed solution.
This SOW also requests the replacement of single fiber runs with dual fiber runs and corresponding DVI receivers that supports the routing of HDCP traffic to enable RWC computers to project content from their computer to the screen in the RWC and RRCC.
The contractor shall be responsible for providing program management, design engineering services, system implementation and integration, training and maintenance. The end result will be a fully functional, standardized RWC AVI system that maintains integration and functionality with existing AVI components not covered under this core refresh.
Milestones
Milestones have been designated throughout the Work Requirements section of this document.
Overview of Current RWC System Capabilities
Display Systems
Eight (8) existing NEC X463UN video wall displays located in the Watch will be reused.
The displays will be removed from their existing mounting structure to allow pulling of new fiber cabling as required and installation of new Crestron fiber receivers.
Three (3) existing NEC X551S displays located in the Watch Conference Room will be reused.
One of the three displays has an existing Smart SBID-L452 touch overlay that will be reused.
The displays will be removed from their existing mounting structure to allow pulling of new fiber cabling as required and installation of new Crestron fiber receivers.
Routing and Switching
The existing Extron FOX Matrix, transmitters, and receivers will be de-installed and replaced with a new Crestron DM-MD32X32-RPS, DigitalMedia Switcher. An existing
Extron fiber transmitter and receiver that’s being removed from the previous system will be reused to support a tie line to/from the RRCC system.
Sources
The existing Tandberg C40 codec and Tempest switch will remain in use as it is today.
Ten (10) new Contemporary Research 232-ATSC 4 HDTV Tuners will be provided and installed to replace the existing 232-ATSC 1 tuners.
The eight (8) existing workstation PC’s will be reused and connected to the DM switcher via new DM fiber transmitters. If new computers are provided as part of the refresh, they will be connected to the new DM fiber transmitters.
The existing RWC Conference Room table laptop and VTC Rack PC will be connected to the
DM switcher via new DM fiber transmitters.
Audio Systems
The existing Extron DMP 44 DSP, Amplifiers, and Extron speakers located in the RWC and
Conference Room will be reused to support program audio.
Control Systems
The existing 2-series Crestron control processor will be replaced with a new Crestron
PRO3 processor. Three (3) existing Crestron touch panels will be replaced with three (3) new
Crestron TSW-1060-NC table top touch panels. Two (2) of the panels will be located at the workstations within the RWC, and the third will be located on the RWC Conference Table.
The current FEMA GUI that has been implemented throughout recent RRCC and RWC’s will be utilized for the new panels to aid in consistency. Each panel will include a new Power over
Ethernet (PoE) injector. The existing Cisco Ethernet switches dedicated to the AV system will be reused.
Equipment racks and furniture
The existing equipment racks will be reused. Offsite staging and fabrication has not been accounted for in the current scope.
PERIOD OF PERFORMANCE
The RWCs serve as the FEMA Region 24/7/365 situational awareness central point of coordination among the Regional Response Coordination Staff (RRCS), respective State
Emergency Operations Centers, regional Department of Homeland Security components, Regional Emergency Support Functions, State and local Fusion Centers, the Federal Bureau of
Investigation, Joint Terrorism Task Forces, and other key State, Tribal, local and private sector operation centers. As such, it is critical that the contractor develops a work plan, project timeline, and implementation plan that minimizes the impact to RWC operations.
The project schedule shall indicate the sequence and anticipated dates of deconstruction of the current infrastructure, installation of replacement core refresh parts, status of overall system functionality at the end of each phase, and a final delivery date of a completed system that include system acceptance testing and training. The implementation plan should allow for two of the four RWC workstations to remain functional at all times throughout the refresh process, and not impact the ability to access the internet or FEMA intranet from those workstation. This is to allow for continued RWC operations and the ability to maintain situational awareness.
The Period of Performance shall be one (1) year from the date of award of the contract.
PLACE OF PERFORMANCE
The primary work location is the Region III office in Philadelphia. Work may extend throughout the RWC and the Region III AVI closets inside Logan Square Conference Room and the IT
Server Room. The Government will provide conference/meeting, working accommodations, and equipment storage and staging location as necessary.
The RWC is restricted secure space within the Region and as such, contract staff will be escorted and monitored at all times by the RWC staff or the Regional Security Officer as appropriate.
