About this file
This document is a Request for Proposal (RFP) for Blanket Purchase Agreements (BPAs) for Level II Armed Guard Security Services to support future disaster response operations in Puerto Rico. The Government intends to award multiple BPAs to provide physical security for FEMA sites and facilities during initial disaster response, until longer-term contracts can be awarded. The contract will have a 12-month base period with two 12-month option periods. The RFP has set-asides for small businesses located or primarily doing business in Puerto Rico. Proposals are due on May 30, 2024 by 2:00pm ET. Pricing will be based on estimated labor hours for armed guard services and a daily rate for patrol vehicles. The contract will be awarded to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government, considering technical capability, past performance, and price.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability, (ii) Past Performance, and (iii) Price.
(Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.)

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
