Any inconsistencies, whether real or apparent between proposed performance and price must clearly be justified. For example, if unique and innovative approaches are the basis for an abnormally low proposed price, the nature of these approaches and their impact to the proposed price, must be completely documented. The burden of proof of cost credibility rests solely with the offeror. The following evaluation criteria shall apply:

In accordance with price analysis techniques outlined in FAR 15.404-1, to include but not limited to (1) comparison of proposed prices received in response to the solicitation, (2) comparison of previously paid prices for the same or similar item and (3) comparison of proposed prices with the independent Government cost estimates.

6. The following Evaluation Factors for Award are hereby incorporated in the solicitation.

BASIS FOR AWARD

This acquisition will be conducted using the Lowest Priced Technically Acceptable method and FAR Subpart 13.5 for Commercial Items. The Government will evaluate and compare offerors to select the contractor that is technically acceptable with the lowest price in determining the best value, considering the evaluation factors and all additional solicitation required certifications and submissions.

The Government reserves the right to refrain from awarding to any contractor in the event that all Offerors progressing beyond the technically acceptable evaluation are determined to have offered pricing that is not considered realistic, reasonable, or complete. To arrive at a best value decision, the Contracting Officer will integrate the government team’s evaluations of the award factors described in the paragraphs that follow. The factors are the uniform baseline against which each Offeror’s proposal is compared and evaluated to determine technically acceptable, conformance to all required terms and conditions, and include all information requested.

The proposals will be evaluated on the basis of the evaluation factors listed below.

1. Factor 1 – Delivery - Meets or exceeds the requested delivery schedule

2. Factor 2 - Technically Acceptable in accordance with solicitation requirements

3. Factor 3 – Acceptable Past Performance

4. Factor 4 – Price – Lowest price considering price realism, reasonableness, and completeness.
