Federal Emergency Management Agency Disaster Recovery Centers (DRC) / FEMA Locations

Site Build Out

Statement of Work – Puerto Rico

Federal Emergency Management Agency (FEMA) requires tents, generators, chairs, tables and other equipment to furnish and build-out multiple FEMA Disaster Recovery Centers (DRCs) and other temporary operating locations located in numerous areas in Puerto Rico in response to disaster DR-4339-PR. Locations shall be identified by FEMA/State Personnel and may include Government leased facilities. As locations are determined, FEMA will notify the contractor.

Currently, FEMA anticipates as many as eighty (80) site location setups may be required to include wrap around services and the ability to add and subtract equipment as needed. Each site will be unique in terms of what equipment will be required and FEMA will require an a la cart approach to the selection of the materials and equipment required for each location. FEMA will work with the contractor to determine which items on the attached price list will be required for the locations build out. For example some sites may require a full complement of tent-generator-AC-tables-chairs, while others may only require tables and chairs.

FEMA intends to award a Fixed Price contract. The Line item costs shall be inclusive of delivery, setup, maintenance, management and removal. The Line item quantities reflect estimate of quantities required during the performance of this contract. The contractor will only invoice for items actually delivered and setup.

The following guidelines outline FEMA’s needs and expectation of the Contractor:

Delivery of services:

1. Contractor shall provide confirmation within one (1) hour of notification of a new location, and be onsite within (3) hours to survey the site with the Contracting Officer Representative

(COR)/Technical Monitor(TM). The contractor will have twelve (12) hours to make the site operational after the completion of the site survey.

2. Contractor shall respond and rectify any and all equipment deficiencies within (3) hours of notification.

3. The contractor shall accomplish the tear down/cleanup of the site and return it to its original condition within twelve (12) hours of the notification. (stake holes) (Remediate fuel/oil spills)

4. Contractor shall have five (5) hours to remove all equipment from site in emergency situations to be determined by Contracting Officer (CO) and COR.

5. Additional equipment not on the price list may be requested on a case by case basis. Only the Contracting Officer and/or COR may approve any additional equipment requests.
