Question 1:
1. Will you be looking for Project management certifications or are you just looking for project management training only. The reason I ask is if you are looking for the certification then there are other requirements, like having 4 years of project management experience that is verifiable.
2. Will there be 25 people enrolled in each class?
Answer 1:
o We are seeking project management training, not certifications.
o Yes, 25 people will participate in each class.
Question 2:
1. For the Period of Performance it references 6-12 mutually agreed upon business days for the course to take place. Later in that paragraph 3 separate weeks for “focus dates for course provision” are referenced. Is FEMA looking for 3 separate classes – (January, April and July of 2021)
2. Would the 25 students attend all at 1 time or would they be split over 3 separate classes?
Answer 2:
o The intent is to have 3 separate, progressive, classes that range from introductory to more advanced. Time between classes would allow for use and practice of the skills learned.
o 25 students would attend the full program and all classes involved.
Question 3:
I see that a classroom will be provided but I do not see a specific place of performance. Where will this training be held? Bothell, WA?
Answer 3:
o No preparations are being made for the PMP Exam.
o This training will be held virtually or at a Regional Office, preferably in
Lynnwood, WA, if we are able to do so at a later date.
Question 4:
1. Do you have a preferred format or template that I should use to submit my proposal?
2. I need a little help understanding the small section labeled "Period of Performance" (which I've copy/pasted in below in italics).
• a) How many classes are being requested for 2021? Three? One in
• January, one in April, and one in July?
• b) Does the 6-12 business days refer to the 'total' number of classroom days to be performed in 2021 (a maximum of 12 days)? Or, does the 6-12 days
Answer 4:
o The total number of students who will participate in the training program is 25.
o The intent is to have 3 separate, progressive, classes that range from introductory to more advanced. Time between classes would allow for use and practice of the skills learned.
The total number of days is dependent on the content needed for program management training on an introductory to a more advanced level and can range from 6 days to 12 days, maximum.
No particular template.
Question 5:
1. What is the submission date for this solicitation? Since the PWS was amended does that extend the deadline for submitting the proposal?
2. Is the training mostly remote or are there any in person requirements?
3. What is the place of performance for any in person training?
4. If there are any live or in-person sessions that may be required then what are the time frames for those and how many times of the year and which specific dates would they be required at?
5. Is the contractor to include travel and lodging costs in their response?
6. How many personnel will be trained under this contract?
7. How long is each training session?
8. Who is the audience for this training?
9. Are there any additional formatting, maximum number of pages and/or page length requirements for the technical response volume
Answer 5:
o The submission deadline is Monday, November 2, 2020.
o The trainings will be virtual until our policy changes, which at that time, the delivery will be in-person.
o Lynnwood, WA or Bothell, WA o This is listed in the PWS.
o The proposal from the contractor should include any costs expected;
we will not consider additional costs once the decision from the proposals have been made.
o 25 personnel, as listed in the PWS.
o Please refer to the PWS.
o Please refer to the PWS.
o No required formatting for your technical response.
Question 6:
Will the same 25 participants noted in the RFP participate in all 3 training sessions (January, April and July 2021)?
Answer 6:
o Yes, it will be the same 25 participants progressively learning together.
Question 7:
1. The RFQ requires “a brief narrative discussion” for the capability to provide PM training and the previous experience with Government contracting. What is the page limit for these required pieces of our submission?
2. In the description of the evaluation Factor 1 the offeror is instructed to describe prior relevant experience, however, Factor 3 is a specific evaluation of past performance. What, if any, additional information should we submit to enable the government to evaluate factor 3 beyond what we include as examples in response to Factor 1?
3. The PWS indicates that NPD is looking for a “tiered program”. Can FEMA please describe what is meant by “tiers”? Does this requirement include delivery of multiple “tiers”? If so, how many tiers should be offered and is it anticipated that each tier will be delivered to 25 participants?
4. Under safety requirements, the PWS indicates that all personal protective equipment (is) required to be provided by the contractor. Will the government please explain what PPE is required for in person deliveries? Is the requirement to provide PPE only for the instructors and other contractor personnel who would be onsite for in person training delivery or is the expectation that the contractor provides all PPE required for training participants as well?
5. Does FEMA consider the supplies needed to properly clean / sanitize the classroom facilitate as PPE that must be provided by the contractor? Or will FEMA be responsible for ensuring the classroom, all associated furnishings, and equipment (podium, display screen, etc.) are clean and safe for use by training participants?
6. How should offerors include the costs of instructor travel that may occur should FEMA elect to deliver parts of the PM training on-site rather than as a virtual delivery?
7. Will FEMA please extend the due date by 5 business days following posting of answers to questions so that offerors have time to properly submit an offer that accounts for the information provided in the Q&A?
Answer 7:
o No Page limits.
o Whatever your relevant experience.
o Tiered means progressive; the program should encompass curriculum which has foundational project management training the progresses to a more advance educational opportunity.

o This is a firm fixed price contract.
