Questions Any questions regarding this solicitation must be submitted via email to the Purchase Order Specialist Richard.Albidress@fema.dhs.gov and the Contracting Officer Gina.Wheatley@.fema.dhs.gov no later than 5PM EDT on Friday August 23, 2019. The Offerors must include the company name and solicitation number in the subject line of the email.

All questions will be answered in an amendment and provided to all Offerors via email. DHS will not attribute any question(s) asked to the submitting Offeror(s).

Quotation Due Date The Offerors shall submit the quote to the Purchase Order Specialist Richard.Albidress@fema.dhs.gov and the Contracting Officer Gina.Wheatley@.fema.dhs.gov no later than 5PM EDT on Thursday September 5, 2019.

Basis for Award The Government intends to award a single purchase order to the responsible Offeror whose quote represents the best value to the Government. The basis for award will be best value in accordance with FAR 13. Offerors are cautioned that the award may not necessarily be made to the lowest priced proposal.

Evaluations will be based solely on the information included in the quotation. Therefore, the Offerors initial quotation should contain the Offerors best terms. After receipt of quotations, the Government will conduct an evaluation. However, during the evaluation process, the Government may, solely at its discretion, communicate with Offerors regarding quote elements.

At any time prior to selection, including upon receipt of quotations, the Government may exclude a quotation from further consideration for any material failure to follow instructions, including the omission of required information. FEMA may negotiate and request revised quotes from only the apparent successful vendor or those that are determined to be only the highest mailto:Richard.Albidress@fema.dhs.gov mailto:Richard.Albidress@fema.dhs.gov mailto:Gina.Wheatley@.fema.dhs.gov mailto:Gina.Wheatley@.fema.dhs.gov mailto:Richard.Albidress@fema.dhs.gov mailto:Richard.Albidress@fema.dhs.gov mailto:Gina.Wheatley@.fema.dhs.gov mailto:Gina.Wheatley@.fema.dhs.gov mailto:Gina.Wheatley@.fema.dhs.gov mailto:Gina.Wheatley@.fema.dhs.gov rated. This does not constitute a competitive range in accordance with FAR 15.306(c) as this procurement is being conducted in accordance with FAR Part 13.

Evaluation Criteria The Government will evaluate Offeror’s quote submissions based on the following evaluation factors, listed in descending order of importance:

• Factor 1 – Technical Approach/Capability and Prior Relevant Experience

• Factor 2 – Management Approach including Capability of Proposed Key Personnel

• Factor 3 – Past Performance

• Factor 4 – Price

When combined technical factors 1-3 are equal in weight to price.

Factor One: Technical Approach/Capability and Prior Relevant Experience The quotation must demonstrate the offerors capability of meeting all of the requirements in the Statement of Work (SOW). Offerors must specify the location of the camp site in your quotes.

Quotes outside of the 60-mile radius within the Anchorage, Alaska area will not be considered and address each of the deliverables within the SOW. Additionally; the Government will evaluate offerors quotes based on recent and relevant experience of projects of the same size.

Offerors may provide up to three (3) recent examples of demonstrated prior experience. Recent is considered to be within the last five (5) years, and relevant is considered to be of similar scope and complexity as outlined in the SOW. It is desired but not mandatory that one of the three (3) examples of demonstrated prior experience be prior experience at FEMA or another DHS component.

Factor Two: Management Approach including Capability of Proposed Key Personnel Quotes shall include a detailed management plan to include general camp staff and key personnel. Quotes must provide resumes no more than (two) 2 pages or (qualifications) for each of the following key personnel, Host, Camp Counselor, and Nurse. Contractor shall ensure all Purchase Order related support staff have completed a favorable background check within the last three years of the Purchase Order execution date. Contractor shall ensure the background check reflects favorable results and screens the employee for the last 5 to 7 years on subjects including, but not limited to, employment history, places of residence, criminal history, and credit history. Management plan shall address proposed camp safety and quality procedures.

Factor Three: Past Performance In evaluating past performance, the Government will consider information obtained from past and present customers. By past performance, the Government means the Offeror’s record of conformity to specifications and to standards of quality of service, timeliness of performance, business relations, compliance with safety and security requirements, and contractual considerations, all of which are questions identified on the Past Performance Questionnaire. The Government will also consider past performance information in CPARs and PIPPRs. Note:

Relevancy will be defined as: very relevant, relevant, somewhat relevant, not relevant. If only one (1) questionnaire is turned in on an Offeror’s behalf then that questionnaire will be rated accordingly (outstanding, very good, etc.) and the last two (2) missing questionnaires will each be given a “neutral” rating. An offer with no relevant past performance or for whom information on past performance is not available will receive a rating of “neutral” for each missing questionnaire.

Price The Government will establish a “total evaluated price” based contractor’s quote and detailed breakout of Purchase Order cost elements. It is anticipated that pricing and award of this acquisition will be based on adequate price competition. The “total evaluated price” will be evaluated for price reasonableness through comparison with other proposed prices and may include other price analysis techniques.
