Requirement Description

The Region X, Federal Regional Center (FRC) located in Bothell, WA is requiring a facility maintenance contract for maintenance services to its entire facility to include: All control systems that are within the scope of this contract, custodial services, grounds maintenance and landscaping, and any additional services relating to the operations, maintenance and repair or upgrade to the facility.

Summary of Acquisition Strategy

This is a Small Business Set-aside with the intent to award a Firm-Fixed Price (FFP) type contract. The requirement is known and consistent for the base period and four (4) option years. There is are additional CLINs for supplies.

Evaluation Factors, Sub-factors, and Process

1. Technical Approach

Offerors will be evaluated to determine the soundness of the technical approach most suitable to this effort. More specifically, the company’s ability to perform, plan, schedule, quality, and project management of the Federal Regional Center (FRC) Facilities Maintenance Requirements. Evaluation will be based on the degree to which the plan, schedule, quality, and project management supports the objectives of FEMA, and meets the specific requirements stated in the SOW for Facilities Maintenance.

2. Past Performance

The Offeror will be evaluated on recent, relevant, and performance confidence of their past performance on three similar projects. The absence of past performance will result in a “neutral” rating for that specific project.

The Offeror will be evaluated on the relevance of the past performance accomplished by the Offeror that is similar in size, scope, and complexity to the requirement. Relevance as defined:

work completed within the last three years.

Each past performance example must include the following:

i. Contract Number

ii. Description

iii. Value and Type

iv. Dates of Performance

v. Point of Contact Name

vi. Phone number and Email address of Point of Contact

The Offeror’s past performance demonstrates its capability to successfully deliver a requirement. The past performance evaluation will examine the Offerors performance on three Past Performance examples. During the review of past performance FEMA will focus on the size, scope, and complexity of the requirement. If an Offeror’s Point of Contact cannot be reached for a specific project by the evaluation team, you will not be evaluated favorably or unfavorably, but will receive a Neutral rating for that specific project.

Price Factor:

o The Government will review the FFP provided for the monthly services per the statement of work.

o The offeror shall submit the monthly prices in accordance with the template provided in the solicitation.

o The Government will review the proposed amount for the base and all option periods and the rate proposed for Supplies.

Evaluation Process

The source selection evaluation team (SSET) will strictly adhere to FAR Parts 12 and 15, and the evaluation process and criteria stated in Clause 52.212-2 Evaluation – Commercial Items, during evaluation process.

Technical Approach, Past Performance, and price will be the evaluated factors. Their evaluation will be fully supported by the narrative findings. The narrative findings will identify strengths, uncertainties, deficiencies, and weaknesses associated with each evaluation factor. The narrative summary for the past performance factor will describe the timeliness, relevancy, and quality of past work efforts. The cost/price factor does not require a narrative summary.

After the final evaluation of proposals against the factors is completed and documented, the SSET chairperson will prepare a report on all of the evaluation and make a recommendation to the Contracting Officer for award.

Evaluation Definitions

Technical

1. Technical Approach

Rating Description

Superior Proposal demonstrates an excellent understanding of the requirements and an approach that significantly exceeds performance or capability standards. Proposal has significant strengths that will significantly benefit the Government and risk of unsuccessful performance is very low.

Good Proposal demonstrates a good understanding of the requirements and an approach that exceeds performance or capability standards.

Proposal has one or more strengths that will benefit that Government and risk of unsuccessful performance is low.

Satisfactory Proposal demonstrates an understanding of the requirements and an approach that meets performance or capability standards. Proposal presents an acceptable solution with no strengths and risk of unsuccessful performance is moderate.

Marginal Proposal demonstrates a shallow understanding of the requirements and an approach that only marginally meets performance or capability standards necessary for minimal but acceptable contract performance. The risk of unsuccessful performance is high.

Unsatisfactory Proposal fails to meet requirements and one or more deficiencies exist for which correction would require a major revision or redirection of the proposal. A contract cannot be awarded with this proposal.

Past Performance:

Rating Description

Neutral No relevant past performance record is identifiable upon which to base a meaningful performance risk prediction. A search was unable to identify any relevant past performance information for the Offeror, key personnel, or subcontractors. This is neither a negative nor a positive assessment.

Superior Based on the Offeror’s past performance record, essentially no doubt exists that the Offeror will successfully perform the requirement.

Satisfactory Based on the Offeror’s past performance record, it is likely that the Offeror will successfully perform the required effort

Unsatisfactory Based on the Offeror’s past performance record, it is not likely that the Offeror will successfully perform the required effort.

Continuation of Clause 52.212-2 Evaluation – Commercial Items

The acquisition and source selection are being conducted in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 12 and 15. The acquisition will be on a best value bases, where all evaluation factors other than cost or price, when combined, are significantly more important than cost or price.

More specifically, the company’s ability to perform, plan, schedule, quality, and project management of the FRC Facilities Management Requirement. Evaluation will be based on the degree to which the plan, schedule, quality, and project management supports the design objectives of FEMA, and meets the specific requirements stated in the SOW for the FRC Facilities Management Requirement.

2. Past Performance

The Offeror will be evaluated on recent, relevant, and performance confidence of their past performance. The absence of past performance will result in a “neutral” rating.

The Offeror will be evaluated on the relevance of the past performance accomplished by the Offeror that is similar in size, scope, and complexity to the requirement. Relevance as defined:

Other Required documents:

1. Offerors shall provide their DUNS and proof of active SAM.gov registration.

Price. The Government will evaluate pricing for accuracy and completeness based on information submitted in the Offeror’s written submission. This process will involve verification that figures are correctly calculated, pricing is presented in an acceptable / the requested format and complies with Davis Bacon Act requirements, and that the rates for proposed labor categories and any applicable discounts are accurate and in compliance with the applicable Wage Determination. The Government will conduct a price analysis as adequate competition is expected. Additionally, the Government will determine whether proposed pricing is fair and reasonable.

All technical factors and past performance, when combined, are more important, when compared to price.

Pricing Instructions:

Offerors shall include a price proposal in response to the Statement of Work in the following format at a minimum:

Instructions for Submission of Proposals: FEMA will only accept responses submitted via email.

Technical and Price volumes shall be submitted in two separate attachments. One (1) electronic copy of the Technical Proposal and one (1) electronic copy of the Price Proposal shall be submitted as two separate files, with the subject “Proposal Submitted in Response to 70FBR018R00000002”.

There shall be no pricing information contained within the Technical volume. Submissions shall be emailed to joe.webb@fema.dhs.gov.

Submissions are due NO LATER THAN August 14, 2018 at 3:00 PM Pacific.

Volume I: Technical Response

Technical Response – Page limit: 10 pages with a font size no smaller than 10 point.

2. Technical Approach:

a. The offeror shall present a plan on how to staff the potential types of work per the Statement of Work.

b. The offeror shall discuss how quickly they will be able to pull together a team with the appropriate skill sets to respond to a Task Order request.

c. The offeror’s proposed management plan shall clearly document the lines of authority, procedures for ensuring tasks and deliverables for future task orders will be completed.

d. The offeror shall provide a communications plan for managing and coordinating tasks including on how it will update the FEMA COR.

e. The offeror shall describe efforts to ensure a quality product are delivered.

3. Past Performance:

The submitted past performance experiences shall be of contractual work similar to the requirements set forth in the SOW. Summary information for up to 3 references on recent (past 3 years) and relevant past contracts or assignments shall be provided.

Projects should be of similar size, scope, and complexity relevant to the effort required by this solicitation. Contracts listed may include those entered into by the Federal Government, state, local government, or commercial customers. The following information shall be provided for each referenced contract:

If past performance information is not available for an offeror, they will not be rated favorably or unfavorably, but will receive and neutral rating.

Volume II – Price Proposal o The offeror shall provide the labor rates to be available for the overall all requirement to be in line with the Service Contract Act and the Department of Labor Wage Rates provided.

o The offeror shall submit the monthly FFP for each CLIN in accordance with the provided template.

Price analysis shall be used based on the responses received to determine a fair and reasonable price. Additionally, DOL Wage Rates information will be used to determine a fair and reasonable price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) Each volume submitted shall be marked with the RFP number and Vendor’s name. Pages shall be numbered. Front matter does not count against the page limitation.

Questions:

Prior to submission of Proposals, vendors are expected reach a reasonable understanding of the requirements of the solicitation. If such a review establishes the need for correction or clarification, such information should be brought to the attention of the contracting officer immediately to be corrected.
