Solicitation 70FB8023R00000020 ‐ 142 Travel Trailers Buy

Questions and Answers

Number Vendor Question Government Response

With the NMR waiver does that waive the need for the

“Department of Motor Vehicles (DMV) Licensed Dealer

Permit or license”? Would we just need a copy of the

Dealers license from dealership? Or would we still need one for my business?

The individual Nonmanufacturer Rule (NMR) for the 142

TTs Buy allows a qualified small business to supply the item of an other‐than‐small manufacturer or processor on this intended small business set‐aside contract. The

Government will assess the Offeror’s Department of Motor

Vehicles (DMV)Licensed Dealer Permit, or a license issued by an Authority Having Jurisdiction (AHJ) to issue licenses to sell travel trailers if the DMV is not the AHJ. Please refer to section E2. FAR 52.212‐2 EVALUATION‐‐COMMERCIAL

ITEMS (NOV 2021), Evaluation Criteria: Factor 1 ‐ Dealer

License, of the Solicitation 70FB8023R00000020 ‐ 142

Travel Trailers Buy (page 23).

Am I able to purchase from a dealership directly and then transport the trailers without a dealership license?

No. Please refer to section E2. FAR 52.212‐2 EVALUATION‐‐

COMMERCIAL ITEMS (NOV 2021), Evaluation Criteria:

Factor 1 ‐ Dealer License, of the Solicitation

70FB8023R00000020 ‐ 142 Travel Trailers Buy (page 23).

The trailers have a requirement to be 25’‐36’ in length.

Does this apply to all the types of trailers? Types of trailers being “Sleeps 2”, “Sleeps 3‐4”, and “Sleeps 5 or more”.

Yes ‐ 25' to 36' applies to all sleeping configurations, “Sleeps 2”, “Sleeps 3‐4”, and “Sleeps 5 or more”.

I noticed you all removed the small business set aside requirement, but we are a small business that can easily completely this order. Also the Stafford act, is that still active for AL & MD? We are a dealer in FL and curious how stafford act would affect us.

Solicitation 70FB8023R00000020 for 142 Travel Trailers

Buy is a Total Small Business Set‐Aside. An individual waiver of the Nonmanufacturer Rule (NMR) for the 142 TTs

Buy has been published with the Solicitation, so that potential offerors are aware of the waiver and the specific item(s) covered. 13 C.F.R. § 121.1206. The effect of this waiver is to allow an otherwise qualified small business to supply the item of an other‐than‐small manufacturer or processor on this intended small business set‐aside contract.

In addition to FAR 52.212‐1 "Instructions to Offerors‐

Commercial Items," the following is requested:

Offerers are required to submit their proposals in four separate volumes as follows. Each volume shall be separate and complete so that evaluation of each may be accomplished independently.

Question: Does that mean we submit four separate documents/volumes and the cover letter (for a total of five documents submitted) or can/do we separate the cover letter and each of the four “volumes” by section in our response?

The Cover Letter is an accopaning document and does not count as one of the four separate volumes of the Offeror proposal.
