DEPARTMENT OF HOMELAND SECURITY (DHS)
Statement of Work (SOW) For
Bluetooth Enabled Lockboxes
A. REQUIREMENT/PURPOSE:
The Federal Emergency Management Agency (FEMA) Logistics Directorate has a requirement to procure a secure lockbox system to securely store entry door keys for Manufactured Housing Units during the installation and maintenance phase. The lockboxes are to be mounted in a tamper resistant container securely attached to the Transportable Temporary Housing Units (TTHU) and equipped with Bluetooth technology allowing the user to open the box by entering a secure code using a smartphone application. Access to the lockbox activity database is to be available to government for the purpose of creating custom reports.
The lockboxes will be used to control, monitor and report all access to the TTHUs to provide improved security and accountability for the units, occupants, and field personnel. FEMA anticipates that the result of using this access control system will lead to better security and accountability for TTHUs, and personnel involved in unit installation and maintenance.
Therefore, the purpose of this requirement is to establish a Firm-Fixed Price purchase order to provide lockboxes that will secure access control of manufactured homes and other TTHUs during the installation and maintenance phase.
B. SCOPE
The Contractor shall furnish all professional, technical and clerical services as well as materials, equipment, facilities, and all else necessary for FEMA to administer a fully functioning lockbox system according to the stated specifications and the project requirements as defined in this Statement of Work (SOW). Lockboxes provided by the Contractor must meet all requirements of this SOW at Section D. “Bluetooth Enabled Lockbox Specifications”.
C. DEFINITIONS:
a. Bluetooth Enabled Lock Box: A lock box that operates by means of electric current activated by a Bluetooth signal transmitted from a smartphone application. Lock boxes are typically used to provide secure storage for door keys.
b. Bluetooth technology: Bluetooth is a wireless technology standard for exchanging data over short distances using short-wavelength UHF radio waves from fixed and mobile devices.
c. Installation and Maintenance Phase: The period during a Direct Housing Mission in which TTHU’s are installed and maintained for the purpose of providing temporary housing assistance. While installation may take only a few days to complete, maintenance may continue as long as the unit is occupied, up to the duration of the temporary housing program.

D. BLUETOOTH ENABLED LOCKBOX SPECIFICATIONS
The Bluetooth enabled lockboxes required by this SOW will be accompanied by individual “vaults,” one for each unit, sufficient to contain the lockbox and provide protection from the elements and any other external factors, including transit.
Each lockbox must be supported by software that can easily accommodate thousands of related key boxes, key holders, or vaults. The system software must permit segmentation of the database to allow creation of “key box groups” and “key holder divisions” to simplify administration and management of user groups.
Technical Requirements
Offerors must demonstrate the ability of their Bluetooth operated lockboxes and supporting software to meet the technical requirements provided in the “Bluetooth Lockbox Demonstration” presentation and summarized below:
i. Demonstrate FEMA’s complete administrator permissions for lockboxes assigned to both contractors and sub-contractors
ii. Limit contractors’ administrator permissions on the FEMA system
iii. Provide regular status updates to determine whether or not FEMA has received all ordered lockboxes
iv. Generate reports depicting history of lockbox interactions, events, timeframe for a variety of situations and information requests, including:
o Key code and corresponding unique identifier for each lockbox o Assignment information that includes the unique identifier for each unit and the unit’s assignee (individual recipient, contractor, or sub-contractor) o Confirmation of lockbox assignment and the associated assignee information o History of lockbox assignments/usage that include time and date of access for each lockbox, if / when FEMA un-assigns access from prime and sub-contractors o Authorized and un-authorized access history for each lockbox, including individuals’ failed attempts to access, or open, each unit o Record of employee A accessing a lockbox using a key code provided to employee B.
o Lockbox assignments and re-assignment (e.g. Prime contractor un-assigns access from sub-contractor A, re-assigning lockbox access sub-contractor B)
In addition to the equipment and system requirements above, offerors must also demonstrate the process and timeline for disabling an individual’s ability to access lockboxes for which they have been issued key codes. (e.g. Contract employees for a set-up crew are laid off when their portion of the work is complete).
E. DELIVERABLES AND DELIVERY SCHEDULE:
1. Delivery Instructions
• There is no minimum order or delivery requirement stated in this SOW.
• Due to many unknown circumstances which can arise during a disaster response and recovery, provided lockboxes include a tamper resistant container (“vault) so that each lock box will be protected by when installed, or assembled, on a TTHU
• During an Emergency Response, the Contractor shall have the capability to deliver to any of the locations identified in Section H or directly to disaster locations as instructed by FEMA.
• Provided units must be able to endure without deterioration from: being moved several times or being stored outside in all types of weather.
• Contractor shall have a one-time surge capacity for each emergency response and a demonstrated capability to deliver, within 7 days after receipt of order, at least:
550 Bluetooth enabled lockboxes and the necessary number of licenses to support requested units (550 estimated), in addition to any prolonged surge capacity until all requirements are met.
• It is expected that the contractor will fulfill any stated order within 30 days of award and deliver to one (1) or more of the locations identified in Section H. Place of Performance.
2. Packaging, Packing, Marking, and Labeling Requirements:
• The Contractor shall pack, mark, and label all units (lockboxes, protective vaults, and supporting equipment) in accordance with the requirements outlined in the specifications above.
• Lockboxes and protective covering, or vaults, shall be shipped on industry standard containers along with any physical software that may be required.
• Software licenses or other technological equipment will meet the specified technical requirements for a minimum period of one year.
3. Tracking:
The Contractor must have the capability to track shipments (i.e. Global Positioning System GPS) and provide updates on a 24/7 basis. For example: FEMA may request diversion of shipment during response to disaster and would need to know current location of shipment in order to calculate accurate arrival time to diverted location.
Upon invoicing, the contractor shall provide an electronic spreadsheet showing details of commodity shipped from place of origin to destination. At a minimum the electronic spreadsheet must provide these details: Load number, Bill of Lading number, nomenclature and units shipped, personal identifier for each unit, carrier, truck number, trailer number, place of origin, and destination.
G. PERIOD OF PERFORMANCE:
The period of performance shall be two months from date of award.
H. PLACE OF PERFORMANCE
The Contractor shall deliver to the following FEMA Disaster Centers (DC) or any identified CONUS and OCONUS disaster areas during an emergency response.
