FEMA Technical Support Services Questions

1. Will the government confirm the NAICS should be 541330? Confirmed this is the NAICS code.

2. If the NAICS code for this procurement is 541330, will the government confirm the Small

Business Size Standard is 500 employees? The Small Business Size Standard for NAICS 541330 is $15 million and not 500 employees. Please see the information at this link.

https://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf

3. Will the government confirm that this is a FAR Subpart 12.6 procurement with Part 15 Terms and Conditions? For solicitation, evaluation, and award, FEMA is using the optional procedures found in FAR Subpart 12.6 for this procurement in conjunction with the policies and procedures found in FAR Part 15.

4. Will the government confirm that offerors can use 10pt font for tables and graphics?

Confirmed

5. Will the government please confirm that the small business subcontracting plan should be placed in Volume II - Business? The small business subcontracting plan should be placed in Volume II.

6. Regarding Combined Synopsis/Solicitation. Factor 1: Relevant Corporate Experience states “Offerors shall provide a narrative that describes the Offeror’s relevant corporate experience, including experience of proposed subcontractors (within the past five years). FEMA will evaluate the Offeror’s demonstrated experience.”

a. Will the government evaluate Offeror’s relevant experience and each of its subcontractors relevant experience independently or combined as a team, if applicable?

b. Will the government consider the Offeror’s relevant experience acceptable if the majority of the experience comes from its subcontractors?

c. Will the Government confirm that the intent of this statement is to ensure that the Prime has performed the relevant work?

Under Factor 1, FEMA will evaluate the Offeror’s demonstrated experience, including the experience of proposed subcontractors. FEMA will evaluate the Offeror’s demonstrated experience, including the experience of proposed subcontractors, collectively. FEMA will give more weight to relevant and recent experience, as described in the solicitation.

7. There are conflicting statements between the Statement of Objectives and the Combined

Synopsis/Solicitation.

The SOO states “FEMA anticipates that this solicitation will result in either a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract or a single award Requirements Type contract. FEMA will issue task orders under this contract, as required to meet the needs of the Agency’s disaster response/recovery operations. There is no minimum guarantee under these contracts.”

The Combined Synopsis/Solicitation states “The Government contemplates awarding 3 but no more than 5 IDIQ type contracts resulting from this solicitation.”

Will the government clarify if its intent is to make a single award or multiple awards?

Multiple Awards and the change has been made to the SOO.

8. Regarding Pricing Workbook. The Pricing Workbook is locked and we are unable to make changes. Will the government expand the width for Technical Scenario 1-4 result tabs, so we can see the numbers in the Total Column? See attached revised Pricing Workbook.
