FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA)

WEATHER RADIO SYSTEMS

STATEMENT OF WORK (SOW)

1. BACKGROUND

The Federal Emergency Management Agency (FEMA) Logistics Directorate has a requirement to procure weather radio systems - including alert radio receivers, strobe lights, bed shakers, and dual connectors - to be used in Recreational Vehicles (RVs), including travel trailers and fifth wheel trailers, being used as Transportable Temporary Housing Units (TTHUs) to house disaster survivors.

The weather radio systems will be used in FEMA-owned RVs as an alerting tool for disaster survivors, including those who are deaf or hard of hearing. FEMA-owned Manufactured Housing Units (MHUs) which are also used as TTHUs already come equipped with weather radio systems. These systems must be purchased separately and installed in FEMA-owned RVs.

The purpose of this requirement is to establish a Fixed Price, Non-Federal Supply Schedule (Non-FSS) Blanket Purchase Agreement (BPA) to provide weather radio systems that will provide emergency weather warnings, including those with hearing loss and impairment.

2. SCOPE

The Contractor shall furnish all labor, material, supplies, equipment, facilities and all else necessary to build a complete weather radio system in accordance with specifications and guidelines outlined in this Statement of Work (SOW).

The Contractor shall:

• Select the material(s) that meet the requirements specified in this SOW;

• Assemble complete systems to include all required material;

• Package systems in accordance with packing guidelines in suitable storage container and

• Deliver weather radio systems to destinations as set forth in each issued BPA Call Order.

The Contractor shall have a one-time surge capacity for each emergency response and a demonstrated capability to deliver, within 7 days after receipt of order, at least: 1,500 weather radio systems and the necessary number of licenses to support requested units, in addition to any prolonged surge capacity until all requirements are met.

2.1 Technical Requirements

Offerors must demonstrate the ability of their weather radio system devices and supporting software to meet the technical requirements provided in the “Weather Radio System” presentation and summarized below:

• Demonstrate that the system is connected to the NOAA Weather Radio All Hazards network, with the ability to pick up weather information directly broadcast from the National Weather Service

• Demonstrate that the system is equipped with SAME technology and ability for contractors to program system to alarm for specific weather and emergency events in specific, desired counties

• Demonstrate how the weather radio system functions in the event of a weather emergency

• Demonstrate how the NWR receiver picks up the NWR signal o Demonstrate how the NWR receiver alerts the occupant after receiving the signal o Demonstrate how the other components of the weather radio system – bed shakers and strobe lights – connect to the NWR receiver via a dual connector o Demonstrate how the bed shakers and strobe lights alert the occupant of a weather emergency

• Generate reports depicting history of weather radio system alerts

In addition to the equipment and system requirements above, offerors must also demonstrate the process and timeline for alerting occupants of a weather emergency.

Technical requirement information must be available from commercial web site for the proposed product as well as from the specification sheet included in the proposal.

3. DEFINITIONS:

• Weather Radio System: A home alerting system used as an emergency weather alerting tool. The weather radio system can include alert radio receivers, as well as strobe lights, bed shakers, and dual connector for those who are deaf or hard of hearing.

• National Oceanic and Atmospheric Administration (NOAA) Weather Radio All Hazards: A nationwide network of radio stations broadcasting continuous weather information directly from the nearest National Weather Service office. NWR broadcasts official Weather Service warnings, watches, forecasts and other hazard information 24 hours a day, 7 days a week.

• NOAA Weather Radio (NWR) Receiver: The physical radio receiver unit which picks up the NWR signal and alerts the TTHU occupant. When the warning is received, the receiver turns itself on, sounds an alarm, activates a warning light, write a short message (e.g., TORNADO) on the display, and activates any external devices (strobe lights, sirens, vibrators, etc.) connected to the receiver.

• Specific Area Message Encoding (SAME): Technology which allows life-saving messages broadcast on NWR to be targeted to a specific area. Weather radio receivers equipped with SAME technology can be programmed by the user to only alarm for weather and other emergency events in specific, desired counties, thereby eliminating unwanted alerts for areas that are not of concern to the listener.

• Strobe Lights: Additional alerting system which is connected to the NWR receiver and will be activated when a warning message is received. Alert is provided by flashing lights, making it useful for those who are deaf or hard of hearing.

• Bed Shakers: Additional alerting system which is connected to the NWR receiver and will be activated when a warning message is received. Alert is provided through generation of a strong vibration, making it useful for those who are deaf or hard of hearing.

• Dual Connectors: An external jack needed to connect a bed shaker and strobe lights to the weather radio system at the same time.

4. DELIVERABLES

The weather radio systems required by this SOW must be equipped with SAME technology that allows the system to be programmed and targeted to a specific area. The weather radio system must include a NWR receiver which is capable of connecting to strobe lights and bed shakers to alert those who are deaf or hard of hearing.

Weather Radio – meet or exceed specifications of Midland WR120B/WR120EZ

Strobe Light – meet or exceed specifications of Midland 18-STR Light Weather and

Bed Shaker – meet or exceed specifications of Silent Call SC-X67V. Shall be compatible with weather radio.

Dual Connector – meet or exceed specifications of Silent Call SC Splitter. Shall be compatible with weather radio.

5. PACKAGING AND DELIVERY

5.1 Packaging Instructions

All individual items that make up the weather radio system shall remain packaged and sealed in the original factory packaging. The Contractor shall ensure that the weather radio systems are packaged to withstand such handling and climatic conditions. Climatic conditions can include: blowing snow; flurries;

freezing rain; high humidity; rain; sleet; or, snow. The Contractor shall ensure that the weather radio systems are packaged to endure being moved several times.

Any weather radio system packaging, container or box shall be able to fit through standard 32 inch residential doors living kit shall exceed 30 pounds.

All boxes/containers shall be sealed with security/tamper resistant/ tamper evident tape on all open edges.

5.2 Tracking and Delivery

5.2.1 Tracking

The Contractor must have the capability to track shipments (i.e. Global Positioning System GPS) and provide updates on a 24/7 basis. For example: FEMA may request diversion of shipment during response to disaster and would need to know current location of shipment in order to calculate accurate arrival time to diverted location.

Upon invoicing, the contractor shall provide an electronic spreadsheet showing details of commodity shipped from place of origin to destination. At a minimum the electronic spreadsheet must provide these details: Load number, Bill of Lading number, nomenclature and units shipped, personal identifier for each unit, carrier, truck number, trailer number, place of origin, and destination.

5.2.2 Delivery

During an Emergency Response, the Contractor shall have the capability to deliver to any of the locations identified in in this Statement of Work or directly to disaster locations as instructed by FEMA.

Delivery locations (CONUS and/or OCONUS) will be identified in the BPA call order request for quote.

Standard delivery locations are identified below:
