About this file

This file is a Questions and Answers document related to the Fence Expansion solicitation issued by the Federal Emergency Management Agency (FEMA). The document appears to be an Excel spreadsheet containing inquiries submitted by potential vendors and corresponding responses from the contracting team regarding the solicitation numbered 70FBR126Q00000030. This Q&A document was incorporated into Amendment 0001 of the solicitation, along with a revised Statement of Work and site visit photographs.

The solicitation itself is for fence expansion services classified under NAICS Code 238990, set aside as a 100% Small Business contract with a Firm Fixed Price Purchase Order award type. A mandatory site visit was scheduled for Thursday, August 20, 2026, at 9:00 AM EST, requiring advance confirmation by noon EST on Wednesday, August 19, 2026, and a valid Real ID for property access. The specific questions and answers contained within this spreadsheet would clarify technical requirements, scope details, and administrative procedures for prospective bidders preparing their proposals in response to this fence expansion project.

Requirement: Fence Expansion
Question ReceivedGovernment Response
Conflict in Period of Performance: Section B.5 of the solicitation states that all services under the resulting purchase order must be completed within 90 days from award. However, SOW Section 4.2.1 and Evaluation Factor 2 both state that the period of performance is 180 days from the date of award. Could the Government please clarify the correct period of performance for this contract?Period of performance has been updated to reflect 180 days from the notice to proceed
Conflict in Post-Award Conference Timeline and Location: Section B.13 states that the Contractor must participate in a Post-Award Conference no later than 10 business days after award via teleconference. Conversely, SOW Section 4.6.1 states that the conference must occur no later than 5 business days after award and will be held on-site at Maynard, MA, or via teleconference. Could the Government please clarify the correct deadline and format (on-site or teleconference) for this meeting?Post award conference shall be no later than 5 business days after award. Meeting will be teleconference.
Ambiguity in Chain-Link Fabric Specifications: SOW Section 2.1.2.1.1 specifies two distinct option requirements for the chain-link fabric: 6-gauge with 1-inch mesh OR 9-gauge with 1/2-inch mesh. As these specifications have significantly different material costs and wind-load performance characteristics, does the Government have a preference, or are offerors permitted to quote either option?Different vendors may stock different items. The government would find either option acceptable based on what the vendor provides in their technical proposal.
Vague Quantities for Outer Perimeter Repairs: SOW Section 2.1.4.1 states that outer "farmers" fence repairs are estimated to be between 500 to 1,000 linear feet of fence, and 1,500 to 2,500 linear feet of barbed wire. For a Firm-Fixed-Price contract, these broad ranges introduce significant pricing risks. Will the Government establish a specific baseline quantity for all offerors to price, or should we provide unit prices? The government provided these rough estimates for vendors to consider the amount of work with this project. Vendors will be required to make notes, distances, quantities, etc. during the mandatory site visit to properly quote the project.
Pricing Assumptions for Ground-Penetrating Radar (GPR) and ArcGIS Deliverables: SOW Section 2.1.1.3.1 states that Ground-Penetrating Radar (GPR) services will be required if there is an "area of concern" that cannot be marked through standard surveys. This task includes a requirement to deliver an ArcGIS-compatible file with GPS coordinates. Since GPR and GIS mapping represent a major technical cost driver, how should offerors account for this in their Firm-Fixed-Price bids? Will the Government establish GPR as an optional, separate CLIN, or must it be priced as a baseline assumption? The government expects this to be built into the baseline cost. During the mandatory site walk, vendors will be able to better see the terrain and make an opinion based on their skill and experience whether GPR is required for any or all of the project.
Acceptability of Subcontractor Past Performance under Factor 3: SOW Section E.6, Factor 3 (Demonstrated Prior Experience) evaluates "the Offeror’s" prior experience in high-security fencing and gate modifications. To maximize competitive small business participation, will the Government accept and evaluate the prior experience and past performance of a proposed key subcontractor, provided that the subcontractor's specific role and responsibilities are clearly defined in the technical proposal? This is a small business set aside that already maximizes small business participation
As we walked around the farmers fence behind the woods of the property, we came across a swamp. The swamp also had a large tree going across it and completely damaging the fence. my question would be, do we potentially have a game plan in place to have this tree removed and reconstruct the fence? or would we like to brainstorm an alternative plan and build a fence around the swamp and tree to still secure the premises?See 2.1.4.6There is a section of fence that is damaged within a swamp area. Instead of repairing the fence inside of the swamp, posts, mesh, and barb shall be of like material, and connected from one side of the property at the swamp edge, and run along the swamp border until meeting the existing fence on the other side. Fence shall be constructed as close to the swamp as possible where the ground remains stable; it will be allowable to zag the fence through and around existing trees. Posts should not be driven into unstable swamp ground.
Also, when the opportunity presents itself, can I kindly request pictures of this particular area ( as I believe Nick Bruno already might have taken them)?See attached photos.
The incuded document for rates does not classify a "Fence Erector". Which classification would this fall under and what is the total rate to be paid per hour.It is the responsbility of the vendor to ensure they are in compliance with Department of Labor regulations that set the wage determinations.
The bid states it is due Tuesday 9/7; however, that 9/7 is a Monday which is labor day. Is the due on Tuesday 9/8?The solciitaiton closing date has been updated.
We did not see any bonding/bid deposit information in the provided documents. Please confirm that no bid guarantee, performance bond, or payment is required under this RFQConfirming no bonds are required.
