About this file

This is a Questions and Answers (Q&A) document from a FEMA Aviation Transportation Support Services (ATSS) Industry Day addressing procurement details for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

FEMA seeks to establish multiple-award IDIQ contracts for non-medical aviation transportation services utilizing various aircraft types: light jets (5-8 passengers), medium cabin jets (7-10 passengers), large/heavy jets (15-17 passengers), intermediate jets (30-150 passengers), large/jumbo passenger-cargo aircraft (150+ passengers), twin-engine turboprops (4-92 passengers), and helicopters (2-25 passengers). Primary vendors must provide all aircraft capabilities listed, though vendors may propose alternatives at task order stage. The requirement is US-manufactured aircraft preferred, though foreign aircraft may be approved if necessary with FAA waiver. Contractors do not require pre-approval for LSCMS or SCAC registration. The contract will utilize the Revolutionary FAR Overhaul (RFO) procedures. FEMA's 2026 small business goals are 33.7% for small business, 5% for Woman-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Small Disadvantaged Business (SDB), and 3% for HUBZone. The NAICS code is 481211. The anticipated contract structure is hybrid with Fixed Price (FFP), Time & Materials (T&M), and Cost CLINs, though final contract type for re-compete is undecided. Task order pricing will establish not-to-exceed ceiling rates.

Response requirements specify aircraft repositioning to the departing airport within 24 hours (CONUS) or 48 hours (OCONUS) of task order award. Upon emergency notification, contractors must respond with available aircraft and crew ready to fly within 5 hours and may be required to provide services on a 24-hour basis. Contractors unable to meet specified response times have 2 hours to provide backup aircraft and crew. Task order RFQs will be submitted to all IDIQ holders through the Contracting Officer with a typical 3-hour timeframe from RFQ to award. Contractors must support Material Handling Equipment (MHE) including Hazmat certification, and some requirements include ground transportation such as buses at departing or arriving locations. FEMA will not provide readiness costs, and contractors are not required to maintain aircraft exclusively for FEMA use. The SSN number for this requirement is 70FB7026I00000007, and future solicitation information will be posted in APFS and SAM.gov.

Will this be completed as a partial or total small business set aside and does your contracting officer have small business goals by socioeconomic category? Thank you Lisa from jet Senters

Market research determines whether or not an acquisiton can be set-aside for small business. This Industry Day is part of market research. FEMA does have socioeconomic small business goals. For 2026 they are 33.7% for small business, 5% for WOSB, SDVOSB, SDB and 3% for HUBZone.

For your upcoming FEMA aviation contracts, what types of services do you typically subcontract to small businesses, and what qualifications do you look for in teaming partners? See Attached response

Is your contracting office utilizing the current Revolutionary FAR Overhaul (RFO) procedures for this acquisition? Yes

Is the anticipated procurement expected to be structured as a multiple-award IDIQ? Yes

FEMA ATSS Industry Day Questions and Answers

Is there any aircraft/helicopter manufacturing origin established for this opportunity? US only?

The preference is US only, however, if a foreign aircraft is the only capability available to meet the requirement, we can obtain a waiver from FAA if needed.

Do contract providers need to be pre-approved for FEMA operations (LSCMS access, SCAC registration, etc.?)

No, this requirement is not tied to LSCMS or

SCAC.

Please describe in more detail / clarify what the response time requirements are for the aircraft listed. And does the awardee need to be able to provide all of the aircraft listed here or can the capability can be for a subset of the listed types. eg small, mid and large cabin jets but not jumbo ?

The intended response timeframe is for the aircraft to be repositioned to the departing airport 24-hours after Task order award. If timeframe is unable to be met, the proposal should reflect it appropiately and it will be reviewed by the technical evaluation panel and customer.

is the anticipation for this potential requirement to be awarded as a FFP or Cost type contract?

We have not decided for the re-compete.

However, the current contracts are Hybrid with FFP, T&M and Cost CLINS.

Is there a list of company’s who attended today’s meeting? No

Do you anticipate segmenting the award by capability? No

Can you clarify the task order and 24 hour response with crew. Would a crew need to be ready at all times.

24/7 365?

The intended response timeframe is for the aircraft to be repositioned to the departing airport 24-hours after Task order award. If timeframe is unable to be met, the proposal should reflect it appropiately and it will be reviewed by the technical evaluation panel and customer.

How did you determine the turboprop aircraft would be a twin-engine aircraft and not something else?

The aircraft must be within the passenger capability listed, but at the time of Task Order proposal (RFQ) we're open to suggestions from the vendors to better meet the requirement.

Do you anticipate requesting other than certified cost or pricing data as part of any future solicitation? This will be outlined in the actual solicitation

Can you please explain how task order process works? Will each prime get an RFQ, and then once task order is awarded the 24 - hour clocks starts? Also, what is anticipated timeframe from any RFQ to award?

A request for quote will be submitted to all IDIQ contract holders through the Contracting Officer. There will be a specific time frame given for questions and fo quote submissin.

Depenidng on how quickly FEMA needs the aircraft will determine qute submission timeframe. The full Task Order RFQ and award process will be included in the solicitation.

Is it FEMAs intention for air carriers to package and certify HAZMAT?

Typically, the shipping agency packages and certifies hazmat and provides paperwork to the air carrier for shipment.

Yes, the vendors must be able to support with MHE to include Hazmat certification.

Given the broad range of aircraft identified (fixed-wing, helicopters, and UAS), will offerors be required to provide all aircraft categories to be considered? For example, if a vendor can satisfy every requirement except UAS, would that vendor still be considered eligible for award?

Yes, the primary vendors should be able to provide all capabilities. However, UAS is not part of this requirement.

Besides air transportation, is there a set need for mobile living quarters or other on-site neccesities for your crews on the ground? -Pat Burns

ROCK-IT

Yes, some requirments include ground transportation like buses at the departing or arriving location.

Are you anticipating multiple primes?

If so, how many?

We anticpate awarding multiple IDIQ contracts. We do not know how many.

Finally, are you anticipating pricing as part of any IDIQ RFP v. real time RFQs during emergencies?

The solicitation will have more information.

We anticipate establishing not to exceed ceiling rates in the IDIQ for any task order.

Could you clarify the requirement for an acceptable property management system? Specifically, is this intended for Government-furnished property accountability, aircraft tracking, or another purpose?

This question was removed from the SSN. See Amendment 2 of the SSN.

and as follow up - please clarify the 3 hour and 5 hour and 48 hour language detailed in the Sources Sought Notice

Answer-during an emergency when the contractor has been notified, the contractor is expected to respond with the available required aircraft and crew ready to fly within 5-hours and may be required to provide these services on a 24-hrs basis. Once the task order has been issued, the contractor has no more than 24-hours (CONUS )and 48 hours (OCONUS) to have the aircraft activated and positioned where requested. If contractor and crew are unable to respond in the specified time, the contractor has 2 hours to provide a backup aircraft and crew.

Will this contract eventually add medical transportation?

No, there are currently no plans to add medical transportation to this capability.

Is this SSN only looking for capabilites for flights from HNL to GUM or PGG?

That is a different SSN. The SSN for this requirement is 70FB7026I00000007

Why limit to 2 engine turbo prop?

How about a 4 engine C-130?

The types of aircraft and associated capabilities used to perform service under the contract are not limited to those mentioned here and may include the 4 engine.

Are the incumbents disqualified from competetion? No

How does FEMA typically acquire and sustain contractor readiness for capabilities that must remain immediately available but may not be continuously utilized? For example, has the agency generally relied on task-order only availability, mobilization funding, retainers, or other readiness mechanisms? Thank you!

This requirement does not include readiness cost. Additionally, the requirement is not requesting that contractors maintain aircraft for only FEMA use.

Is there a way to see the task orders awarded over the last year or so to the incumbents given?

The incumbents have been listed in the slides.

Slides will be shared. Public information may be found in FPDS-NG.

Which NAICS Code is anticipated for this contract?

The NAICS code is also listed in the SSN, NAICS #481211 you just answered a question about 24 hours to the aircraft being on site but you also stated (I believe) that the aircraft must be ready to depart with 5 hours notice at any time, once on site. Can you clarify, this requirement would increase the staffing needs.

Yes, the aircraft must be ready to depart within 5 hours after repositioning.

Looks like the ATSS SSN listed the incorrect SSN NO. :

70FB7026I00000004 The ATSS SSN is 70FB7026I00000007.

just to confirm, all questions from this QA & and future Questions sent via email will be posted on SAM? Yes

To clarify if you do use a small business woman owned set aside will you consider using a company that only has light and mid jets for example. ?

We anticpate that offerors must be able to provide all size/types aircraft listed in Statment of Work.

Do you have an anticipation release date for the full soliciation? This information will be posted in APFS.

Heavy lift UAS was deleted from the SSN. Will there be another solicitation that addresses FEMA unmanned aircraft needs?

Please monitor Sam.gov for future oppurtunties for UAS.

Given the 24-hour aircraft positioning requirement and the expectation that aircraft remain mission-ready within five hours during disaster operations, FEMA's operational objectives appear to require significant standby capacity from industry. Maintaining aircraft and crews in a state of readiness can be a substantial cost driver for operators. Has FEMA considered a retainer, availability, or readiness-payment construct in conjunction with task orders to offset the cost of maintaining surge capacity, or is the current acquisition strategy focused solely on task-order-based compensation?

This requirement does not include readiness cost. Additionally, the requirement is not requesting that contractors maintain aircraft for only FEMA use.
