Statement of Work (SOW)

For OCONUS Commodities

Disposal and Destruction of Perishable Commodities Service

A. REQUIREMENT/PURPOSE

The Federal Emergency Management Agency (FEMA) Logistics Management Directorate has a requirement to dispose and the destruction of 1,667 tons of expired meals. FEMA needs to dispose of expired meals. FEMA is exercising the awarded Fixed Price vehicle to facilitate this requirement.

i. Meals - Regular Meals/Meals Ready to Eat – 1,111,680 ea. /1,930 pallets (1,667 tons)

B. SCOPE

1. The Contractor shall pick up and transport expired Commodity for disposal / destruction as requested per location.

2. The Contractor shall destroy 1667 pallets of expired meals provide service to Distribution Centers (DC) listed.

3. Quantities of commodity to be destroyed will vary by locations:

a. OCONUS DCs – 576 meals per pallet

i. DC Caribbean – 747,840 (1,298 pallets)

ii. Annex Cayey– 363,840 (632 pallets)

4. The Contractor shall dispose of water, meals and provide proof of destruction to ensure the product does not re-enter circulation to the public.

C. DELIVERABLES AND DELIVERY SCHEDULE

- The Contractor shall coordinate with COR (Contracting Officer’s Representative) and each DC Supervisor for scheduling.

- Required delivery times and pick up at the FEMA Warehouses is Monday through Friday from 07:30-1400 local time, excluding Federal holidays.

- The Contractor shall provide certificates of destruction document within 7 business days of commodity destroyed to be submitted to the Contracting Officer’s Representative and Contracting Officer (CO).

- The Contractor shall certify the product is no longer available for human consumption and is not being re-entered into the marketplace and submit said certification to COR and CO within 7 days of destruction.

- The above-mentioned certification document shall contain the following minimum information: date, commodity type, weight, quantity disposed, location, certification, and certificates of destruction.

D. SECURITY REQUIREMENT:

1. The Contractor personnel shall present suitable government-issued picture identification (REAL ID) for entrance to the Distribution Center or any government owned or leased facility they may perform the duties associated with this contract.

2. The Contractor personnel shall comply with each warehouse’s established security procedures.

E. PLACE OF PERFORMANCE:

Expired commodities shall be picked up from any of the following locations:

Hours of Performance: The contractor shall schedule all delivery activities with the Contracting Officer’s Representative (COR), Distribution Center supervisor, and FEMA Transportation after Task order award.

F. POINTS OF CONTACT

The Contractor shall have a primary and alternate (if applicable) Point-of-Contact person(s) with the authority to contractually commit the company, as required to execute all task Orders.

FEMA POCs: The POC for each pickup location will be provided at the time of task order award.

G. PERIOD OF PERFORMANCE

The period of performance will be one hundred and twenty (120 days).
